AMENDMENT 0001
The purpose of this amendment it to answer questions submitted by industry in response to the solicitation, and to update Section L (L31).
Question 1: RFP paragraph 4.1 specifies “The Offeror shall complete CLINs 0001, 0002, 0003, 0004, 0005, 0006 and 0007 by filling in the proposed unit prices for the items listed. Offeror shall extend the unit pricing, multiplying the Unit Price by the quantity shown to produce a total price per CLIN.” The quantities required are not included in the individual CLINs. Request the government provide the information necessary to complete the Section B CLIN pricing.
Answer 1: This is an error – there will be no total price per CLINs (except CLIN 0001) since total quantities are not known at this time. See “NOTE A” for CLINs 0002, 0003, 0004, 0005, 0006 and 0007 for stepladder pricing table.
Offeror is required to supply prices in accordance with the table. L31 TECHNICAL PROPOSAL (FEB 2012) paragraph 4.1 has been updated.
Question 2: Clause HQ G-2-0009 SUPPLEMENTAL INSTRUCTIONS REGARDING ELECTRONIC INVOICING requires the contractor to provide documentation regarding individual labor categories, rates, hours, and a breakdown of ODCs. This is a FFP supply contract where the contractor will be invoicing on units of delivery at the contract unit prices. Request the Government remove clause HQ G-2-0009.
Answer 2: Clause HQ G-2-0009 SUPPLEMENTAL INSTRUCTIONS REGARDING ELECTRONIC INVOICING will remain in the solicitation. The first sentence in Clause HQ G-2-0009 states “The Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable…” Contractor would disregard what is not applicable when invoicing.
