NOTE
Problems that may arise for this Outside Service Recovery (OSR) or any contractual discrepancies and/or questions pertaining to this OSR request shall be formally adjudicated utilizing provided Vendor Information Request (VIR) form “VIR_W01906”.
Please complete box 2 thru 16 of provided VIR (Word document form) and e-mail to the Towed Array Handling Equipment
Facility (TAHEF). If assistance is required, contact TAHEF personnel.
CAUTION
Provided hardware is utilized for overhaul of Navy Towed Array Handling Equipment (TAHE) systems. Carefully handle products to prevent damage to item(s). If damage does occur, immediately notify TAHEF for required disposition.
Protect/isolate finished surfaces and features for SOW recovery during service handling and transportation. Item(s) are tactical contingent components which have been previously inspected at TAHEF for determination of production serviceability after recovery per this SOW. Detail drawings provide component baseline machined features required for subsequent TAHE unit overhaul and assembly. Recovered item(s) returned from selected OSR vendor to TAHEF must conform to detail drawing baseline configuration.
Prior to initiating vendor services, carefully exam delivered components to ensure all machine features (excluding those that require OSR) are compliant with associated drawing detail specifications. If any discrepancies are discovered, contact TAHEF personnel as noted above for required VIR submittal and TAHEF formal VIR adjudication.
Note, most parts provided by TAHEF for outside service recovery are usually Monel (Ni-Cu) or possibly a Copper Alloy
(example: Cu-Ni) composition. Protect surfaces/features during handling and transportation. Parts have been evaluated for functional reuse. Some surfaces blemishes may be present but considering subsequent typical overhaul reconditioning are considered acceptable. Carefully handle items to prevent additional surface imperfections, scratches to flange face surfaces, sealing grooves, etc., is not permitted.

1.1 SURFACE PREPARATION: For parts/components not yet painted or old parts that have seen service.
1.1.1 Surfaces not to be painted shall be wiped clean and masked off at this time.
1.1.2 All oil/grease contaminants, loose rust, loose mill scale, and soluble welding residue shall be removed from all surfaces in accordance with SSPC-SP 10 (Ref 7), and SSPC-SP 11 (Ref 8). The latest revision of SSPC-SP 10 and SSPC-SP 11 at the time of the surface preparation shall be used.
1.2 PAINT COATING SYSTEM, (see Gen Notes 4, 6, 7, 9 & 10): For parts/components not yet painted.
This paint coating system shall be used EXCEPT where only a single prime coat is specified, or where surfaces not to be painted are so noted, on the body of the drawings that actually detail the components for the OK-542/BQ TLHE.
1.2.1 Surfaces prepared in accordance with paragraph 1.1.1 thru 1.1.2 of this specification, shall now be treated with PRE-PRIME 167, (rust penetrating sealer), to insure the adhesion of subsequent coatings.
1.2.1.1 MIXING AND THINNING: PRE-PRIME 167 is a two component product (base and converter) supplied in kits which contain the proper ratio of ingredients. The entire contents of each container must be mixed together. Add the converter portion to the base portion slowly with continued agitation. After all the converter is added, continue to mix slowly until homogeneous. DO NOT THIN THIS MATERIAL.
The pot life of the mixed material is 4 hours at 77 F (25 C). Higher temperatures will reduce working life of the coating: lower temperatures will increase it. The shelf life is 1 year.
1.2.1.2 VENTILATION: Provide good, thorough ventilation. Enclosed areas require complete air turnover rate of three times per hour.
1.2.1.3 APPLICATION: Apply 1 complete coat of PRE-PRIME 167 to obtain 1.5-3.0 mils dry film thickness.
Allow 8 hours (min) to cure. Dry film thickness measurement shall be in accordance with ASTM
D1186-87 (Ref 5) or ASTM D1400-87 (Ref 6) as applicable.
Apply PRE-PRIME 167 by conventional air-spray, brush or roller. A Graco #700 or #800 air spray gun with suitable needle/nozzle and air cap combinations will work best. To minimize overspray, use low air

pressure and pot pressure, 5 to 10 PSI (0.3 and 0.7 bars). Airless application is not recommended.
Clean up application equipment with T-10 Thinner.
1.2.1.4 PRECAUTIONS: The flash point for PRE-PRIME 167 is 100 F (38 C) Setaflash. The flash point for
T-10 Thinner is 80 F (27 C) Setaflash. See the material safety data sheet supplied with product and product label for complete safety and precaution requirements.
1.2.2 Surfaces treated with PRE-PRIME 167 in accordance with paragraph 1.2.1 thru 1.2.1.4 of this specification, shall have 3 complete coats of BAR-RUST 235 and 2 stripe coats of BAR-RUST 235, (epoxy, color: black or haze gray, then red stripe coat, then red, then black or haze gray stripe coat, then black or haze gray). Stripe coats add additional protection and help minimize the corrosion of typical problem areas such as flanges, edges, and weld seams.
1.2.2.1 MIXING AND THINNING: BAR-RUST 235 is a two component product (base and converter) supplied in kits which contain the proper ratio of ingredients. The entire contents of each container must be mixed together. Power mix the base portion first to obtain a smooth, homogeneous condition. After mixing the base portion, add the converter slowly with continued agitation. After all the converter is added, continue to mix slowly. BAR-RUST 235 requires a 15 minute induction (stabilization) time a 77 F (25 C). Thinning is not normally required or desired. The pot life of the mixed material is 5 hours at
77 F (25 C). Higher temperatures will reduce working life of the coating: lower temperatures will increase it. The shelf life is 2 years.
1.2.2.2 VENTILATION: It is very important, for safety of the applicator and the proper performance of the
BAR-RUST 235, that good ventilation be provided to all portions of the enclosed area. It is equally important to bring into the enclosed area dry, fresh air to remove all solvent vapors. Since all solvent vapors are heavier than air, ventilation ducts should reach to the lowest portions of the enclosed areas as well as into any structural pockets. Ventilation should be provided throughout the cure period to insure all the solvents are removed from the coating.
1.2.2.3 APPLICATION: Apply 3 complete coats of BAR-RUST 235 (epoxy) and 2 stripe coats of BAR-RUST
235 (epoxy) to obtain 4-6 mils dry film thickness per each coat. Dry film thickness measurement shall be in accordance with ASTM D1186-87 (Ref 5) or ASTM D1400-87 (Ref 6) as applicable. The stripe coats shall be applied to all flanges, edges, and weld seams. The first (prime) complete coat color shall be black or haze gray, followed by the first stripe coat color of red, followed by the second complete coat color of red, followed by the second stripe coat color of black or haze gray, and finally the third

(top) complete coat color of black or haze gray. Allow a minimum of 4 hours and a maximum of 3 days drying time at 77 F (25 C) between coats of BAR-RUST 235. BAR-RUST 235 may change color and chalk when exposed to direct sunlight.
Apply BAR-RUST 235 by conventional air spray or airless spray equipment. For air spray application, use a Graco #800 gun with a fluid tip of .070 or larger and an air cap with good break-up qualities. The fluid pressure should be kept low, about 15 PSI (1.0 bars), with just enough air pressure to get good break-up of the coating. Excessive air pressure can cause overspray problems. Where airless equipment is used, a Graco 30:1 Bulldog or a 35:1 Senator pump is recommended. A .021 to .025 tip size will provide a good spray pattern. For optimum results, fluid hoses should be 3/8" I.D. or larger with a maximum length of 50 feet. Longer hose length may require an increase in pump ratio and/or thinning. BAR-RUST 235 may also be applied by brush or roller. Care should be taken that proper and uniform film thickness is obtained when using a brush or roller. Clean up application equipment with
T-10 Thinner.
1.2.2.4 PRECAUTIONS: The flash point for BAR-RUST 235 is 100 (38 C) Setaflash. The flash point for
