Threat UUV Detection and Tracking

1.0 BACKGROUND:

1.1Unmanned Underwater Vehicles (UUVs) are currently being used for a number of applications ranging from surveys to military applications. In the past ten years the number of such vehicles has grown significantly. In fact, there are many COTS variants of UUVs readily available to purchase. Putting an explosive payload on a UUV to disrupt port or harbor operations or to target a high value asset are viable options for a terrorist. NUWC is looking to modify an existing, in-house swimmer detection sonar capability to support detection and tracking of these higher speed vehicles.
1.2NUWCDIVNPT owns several Sonardyne Sentinel Intruder Detection System sonars that are being used for a waterside security project. The Sentinel was designed to detect and track divers. It has undergone some limited testing against UUVs and it was determined that improvements are necessary due to significant differences from the diver threat. These changes are the primary driver for this solicitation.
1.3This work is in direct support of larger waterside security bilateral work being done in cooperation with the Australian Navy Defense Science and Technology Organization (DSTO). US sponsors include NIPO, ONR, and CTTSO.

2.0 SCOPE:

The contractor shall develop a set of algorithms optimized for the detection of small and mid-size UUVs that will take the raw data generated by the Sentinel sonar and provide reliable detection and tracking in a harbor environment.

The project will be composed of a number of sub-phases including initial investigations, fusion prototyping, data gathering and initial refinements and validation.

3.0 APPLICABLE DOCUMENTS

None.

4.0 REQUIREMENTS

4.0.1 The Contractor shall perform the following tasks.

4.1. Initial Investigations

The Contractor shall evaluate existing data (GFI data collected during a June 2014 test event) to determine the required level of system improvement. The goal of this requirement is to detect small and mid-size UUVs at ranges of at least 200 yards with a probability of detection of at least 90%. This analysis shall include performance prediction testing to determine the necessary optimizations of existing models and algorithms to meet the stated requirement. Target strength data will be provided (GFI) which shall be used by the Contractor in conducting the analysis and performance prediction testing to support a two-sonar head deployment configuration. The result of this investigation will be a data set that can be used in Task 4.2.

4.1.1Deliverable
The Contractor shall deliver a two-head data set to support multi-head fusion techniques in accordance with CDRL A001.

4.2 Fusion Prototyping

The Contractor shall investigate a minimum of two and at most five candidate fusion techniques relevant to the UUV threat, conduct MATLAB testing with the data set delivered via CDRL A001 and compare results of the assessed techniques in order to determine the most promising technique to refine the existing baseline Sentinel sonar fusion algorithms for the UUV threat. This optimal technique shall be implemented into a set of algorithms that can be installed in the Sentinel Sonar and then evaluated in a real world environment to compare results beyond the simulated test results generated under this task.

4.2.1 Deliverable

The Contractor shall deliver a report describing the fusion techniques assessed, the results of the comparisons, and the recommendation of the most promising fusion technique based on the assessment in accordance with CDRL A002.

The Contractor shall generate and deliver a set of improved algorithms reflecting the fusion technique selected in accordance with CDRL A003.

4.3 Data Gathering Test

The Contractor shall support an in-water test at NUWCDIVNPT in September 2015. The purpose of the test is to evaluate the improved algorithms to determine the performance of the Sonardyne Sentinel against a number of small and mid-sized UUVs. The Contractor shall install the improved algorithms on the NUWCDIVNPT Sentinel Sonar (GFE) and operate the system during the test event in accordance with the Government Developed Test Plan (GFI). As a result of the Testing the Contractor shall depart NUWCDIVNPT with a data file (GFI) of the data collected during the testing.

4.3.1Deliverable
N/A

4.4 Initial Process Validation

The Contractor shall analyze the data collected in Task 4.3 (GFI) to determine the performance of the improved algorithms. This task will involve analysis of the system generated track data compared to the ground truth positional data of the target UUVs (GFI). Comparisons of the baseline system performance (using the baseline algorithms) to the improved system (new algorithms) shall be conducted.

4.4.1Deliverable
The Contractor shall provide a final report describing the improved algorithms, the performance of the system with the implementation of the improved algorithms as determined from analysis of the test event, and the recommended, optimal Sentinel System settings in accordance with CDRL A004.

5.0 PROGRESS REPORTS

The contractor shall provide monthly cost and performance reports in accordance with the basic contract clause C16S Cost and Performance reporting (May 2001).

6.0 PERIOD OF PERFORMANCE

The estimated period of performance for this task is Six Months After Receipt Of Order (ARO).

7.0 GOVERNMENT FURNISHED INFORMATION (GFI)
