C11 STATEMENT OF WORK (JAN 2012)

Services are to be performed in accordance with the Statement of Work below.

STATEMENT OF WORK

FOR DT-574 SERIES HYDROPHONE

1.0 BACKGROUND

The Fleet Sensors & Cables Engineering Branch (Code 1535) of the Sensors and Arrays Division (Code

153) of the Naval Undersea Warfare Center Division Newport serves as the Navy's Technical Design Agent (TDA), In-Service Engineering Agent (ISEA), and Acquisition Engineering Agent (AEA) for all surface ship and submarine sonar transducers. As the AEA, Code 1535 maintains the Navy's sonar transducer and hydrophone inventory in large part by establishing contract vehicles to procure the transducers and hydrophones which are delivered to the stock system and are available to support fleet needs.

1.1 Programs

The DT-574 hydrophones are integral to systems on SSBN/SSGN 726, SSN 21, and SSN 774 platforms. The DT-574 hydrophones comprise the SEAWOLF AN/BSY-2 (SSN 21) passive spherical arrays and the TRIDENT AN/BQQ-6 (SSBN/SSGN) spherical arrays. The DT-574 hydrophones comprise the VA Class Submarine (SSN 774) Large Aperture Bow (LAB) Arrays.

1.2 Funding

Other Procurement, Navy (OPN) Shipbuilding and Conversion, Navy (SCN)

1.3 Requiring Activities

Code 1535 will utilize the resulting DT-574 hydrophone contract to procure DT-574 hydrophones.

2.0 SCOPE

This SOW reflects a build-to-performance specification approach. The contractor shall design, manufacture, test, package, and deliver DT-574 First Article and Production hydrophones which meet the performance requirements of the DT-574 Series Hydrophone Critical Item Performance Specification (CIPS). The Government will provide drawing packages upon request; however, they are for informational purposes only. The Government does not warrant any of the data in the DT-574 series hydrophone production drawing package.

4.0 REQUIREMENTS

The contractor shall design, manufacture, test, package, and deliver First Article and Production DT-574 series hydrophones which meet the requirements of applicable document 3.1.

The following terms apply throughout this requirements section:

Configuration Items The configuration items (CIs) for this contract are the DT-574 series hydrophones.

Functional Baseline The Functional Baseline is established at contract award and is defined by applicable document 3.1.

First Article Test Baseline The First Article Test Baseline is established at the start of First Article testing and is defined by the engineering documentation (drawings and drawing revisions) that define the CIs.

Product Baseline The Product Baseline is established upon completion of the Functional and

Physical Configuration Audits (FCA and PCA) and is defined by the engineering documentation (drawings and drawing revisions) that define the CIs.

4.1 Program Reviews

Prior to each review/audit, the contractor shall submit a proposed agenda to the Government for approval in accordance with CDRL A001. At the completion of each review/audit, the contractor shall submit minutes of the review/audit meeting to the Government in accordance with CDRL A002.

Within 45 days after contract award, the contractor shall host a Contract Kick-off meeting at the contractor’s facility. In support of the Kick-off meeting, the contractor shall provide the following:

A 1-2 page Program Objectives and Milestone Schedule (POAMS), which lists the major tasks/milestones required for the First Article fabrication and test phase, including tooling/test equipment design/fabrication, Requirement Reviews and CDRL submittals required in the SOW.

It shall also include a preliminary production schedule (i.e. planned build rate) for the first year production.

Review of the proposed configuration.

List of any major program or technical risks areas.

4.1.2 Preliminary Configuration Review
