v1.6_FEBRUARY2021
BRAND NAME SPECIFICATION
Parker-Hannifin Lip Seals
PR 1300932115-0001
DESCRIPTION OF REQUIREMENT:
The Naval Undersea Warfare Center Division Newport (NUWCDVINPT), Code has a requirement to procure lip seals for the USN Fleet that employs Tomahawk All-Up-Rounds (AURs) - particularly the vertically launched, Composite Capsule Launching System (CCLS) variant – as part of its weapon system. In order to load a CCLS AUR onto a USN submarine, it is required that (2) lip seals, (P/N JCM-16664-001), be installed onto the capsule of each CCLS AUR. The requirements for lip seals are as follows:
Item Part Number Description Qty
0001 P/N JCM-16664-001 Lip Seal Assembly First Article to be performed at the manufacturer's site. Non-destructive testing to be performed on 2 lip seals.
1 lot
0002 P/N JCM-16664-001 Lip Seal Assembly 1,465
BRAND NAME SPECIFICATION:
Parker-Hannifin Lip Seal JCM-16664-001 has been in use on the Tomahawk CLS AURs since the beginning of the program in the 1980s, and is an integral part of the CCLS capsule. The integrity of the lip seal is important because it maintains a water tight seal at the flange area of the capsule, thereby preventing water from infiltrating into the missile tube and further into the missile itself. Missile tube flooding is detrimental to the employment CCLS AUR; therefore, proper manufacture of the lip seal is critical to the performance of the weapon system. If NUWCDIVNPT elected to procure a product other than Parker-Hannifin’s lip seals, it would result in lengthy and expensive testing. The JCM-16664 drawing defines a Parker Hannifin product and is lacking dimensions to allow another vendor to build to print. Qualification of another vendor's reverse engineered product is estimated to be between 800-1000 man hours shared between NUWC and the current Tomahawk All-Up-Round (AUR) design agent, Raytheon Missiles and Defense. A fixture for qualification will also need to be developed at an estimated cost of . The qualification effort is estimated to take eighteen (18) months. At this time, it is not in the best interest of the Government to transition to a product other than the Parker-Hannifin brand.
RESELLERS:
Parker-Hannifin lip seals can be purchased from any of its authorized resellers.
