About this file

This document contains questions and answers regarding solicitation number N66001-18-R-0011 from the Department of the Navy for Advanced Cyber Support Services. The solicitation seeks network operation and maintenance services for enterprise-level wide area networks worth over $10.5 million annually. While initially set at $12.5 million, an amendment lowered the threshold to $10.5 million based on questions from offerors. The requirement can be met by a single reference or collectively by a prime and its subcontractors. Task orders cannot be aggregated on a single reference sheet. The awarded contract N66001-20-C-3406 was for $79,599,761.96 to FreeAlliance.com LLC on October 24, 2019 to provide the sought services over five years in support of government network and security operations.

Request for Proposal (RFP) N66001-18-R-0011

ADVANCED CYBER SUPPORT SERVICES (ACSS)

IN SUPPORT OF GOVERNMENT NETWORK OPERATIONS AND SECURITY CENTER

Questions and Answers (Q&A) #2:

Q14: Section L 3.1 Section (e) “The offeror should demonstrate organizational experience operating enterprise-level wide area networks worth at least $12.5M (now $10.5M) per year.” Does “offeror” in this case mean the collective team or the prime contractor? And does this mean that each task order reference should individually demonstrate this, or can the collective references demonstrate this?

For example:

RIS #1 (Prime Contractor): $5M/yr

RIS #2 (Subcontractor #1): $7M/yr

RIS #3 (Subcontractor #2): $3M/yr

Team Total/yr: $15M/yr

A14: The $10.5M threshold needs to be met on a per reference basis (regardless of whether it is from the prime offeror or a proposed subcontractor).

Q15: Please advise where to locate the SOW for this solicitation? I am not able to locate it on the website.

A15: SOW/PWS is part of the RFP document. Reference Section C – Descriptions and Specifications of

RFP, page 7 of 127.

Q16: Under Paragraph 3.1 (e) under ORGANIZATIONAL EXPERIENCE of PWS, it says: “Relevant experience is considered to be network operation and maintenance services projects of a similar magnitude to this acquisition. The offeror should demonstrate organizational experience operating enterprise-level wide area networks worth at least $12.5M per year”. Question: As this requirement is set aside as a small business opportunity, this $12.5M per year requirement would prohibit most small businesses from submitting a proposal for this requirement. Would it not be more inclusive to say that the vendor “should” have past performance demonstrating that they are responsible for overseeing the operation of enterprise-level wide area networks? Rationale: There are SETA contracts where small businesses have been selected to provide the SMEs to provide “day to day” oversight of large enterprise-level wide area network contracts on behalf of the government to ensure that all operational activities are conducted on a daily basis. Recommendation: Remove the $12.5M per year requirement and allow the “team’s” total experiences (prime and subs) speak for themselves.

A16: As documented in Q&A #1, the Government is changing the threshold from $12.5M to $10.5M. No further changes pertaining to this topic are anticipated.

Q17: Throughout the PWS the Government refers to offeror. Does offeror refer to the Prime only or the Prime and their teammates (The Team)?

A17: Offeror generally refers to the prime offeror. However, please provide a specific instance in which you think it may apply to other than just the prime offeror.

Q18: Can a Company use the experience/performance of a current employee as a relevant past performance reference?

A18: No. Organizational Experience and Past Performance pertains to the company/contractor, not individual employees.

Q19: Page 119 of the Solicitation, Section 3.1 (e) The Government states “The offeror should demonstrate organizational experience operating enterprise-level wide area networks worth at least $12.5M per year.” Is the $12.5M per year applicable to the Prime only or the Prime and its subcontractors collectively?

A19: See A14

Q20: Page 119 of the Solicitation, Section 3.1 (e) The government states “Offerors are not allowed to aggregate multiple task orders on to one Reference Information Sheet.” Is it the governments intent to exclude IDIQ type contracts from meeting the $12.5M threshold?

A20: Yes, as work under IDIQ type contracts is only performed under task orders, not under the basic IDIQ contracts. See A2, A3, A14.

Q21: In Section 3.1.(e) of the RFP (p. 119), it states: “(e) Relevant experience is considered to be network operation and maintenance services projects of a similar magnitude to this acquisition. The offeror should demonstrate organizational experience operating enterprise-level wide area networks worth at least $12.5M per year. Offerors are not allowed to aggregate multiple task orders on to one Reference Information Sheet…”, and in the Q&As, A2 states: “A2: The scope and scale of the requirement warrants the need for an equivalence of this size. However, the Government indents to amend RFP with the following language, “The offeror should demonstrate organizational experience operating enterprise-level wide area networks worth at least $10.5M per year.” Amendment 0001 to the RFP to reflect the aforementioned change is forthcoming.” So, does the $10.5M per year include 3 cumulative contracts that are required for this RFP or does this amount apply only to an individual contract held by the offeror?

A21: See A14.

Q22. Attachment 4 (Minimum Key Personnel Qualifications), the HelpDesk Specialist (Operations Center Technical Lead) – to which Labor Category on Pages 114/115 of the RFP does this belong to ? We don’t see the HelpDesk Specialist (Operations Center Technical Lead) position in the Estimated Level of Effort on Pages 114/115.

A22: It refers to the “Helpdesk Specialist (Journeyman)” on the table on page 115 of the original RFP which falls under the “PWS 5.3: Operations Branch” section of the level of effort table.
