4. Authority Permitting Other Than Full and Open Competition.

FAR 16.505 (b )(2)(i)(C) - The order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the MAC, provided that all the awardees were given fair opportunity to be considered for the original order.

5. Rationale Justifying Use of Cited Authority.

(b)(4)

(b)(4)

(b)(4) (b)(4)

The current task order awarded to Booz Allen Hamilton (BAH), N6600l"13"D-0029 I 0023, was solicited in accordance with the procedures atFAR16.505, via the Shore Multiple Award Contract and is due to expire 12 December 2017. All multiple award contract (MAC) holders were given a fair opportunity to be considered for the original task order

(TO).

This task order provides engineering support services including preparation, testing and evaluation of engineering changes as well as analyses of production operations, processes, and systems in production. A large number oftime"sensitive critical"path OCONUS engineering activities are being conducted and are at various stages of completion. This task order. includes Compliance Test and Evaluation, remediation of solution vulnerabilities, and evaluation of an Enterprise Baseline in direct collaboration with Government Information Assurance personnel. These efforts are critical to improving the secm·ity posture of ONE"

· Net by mitigating cyber secul'ity vulnerabilities and reducing cyber"attack threat vectors. In addition, eff01is include Data at Rest, Network Engineering, Network Storage, Backups, Enterprise Management System (EMS), Database Systems, Unified Capabilities, and a vast array of appliance"based capabilities at different stages of evaluation, testing and deployment.

Significant disruptions to cmrent schedules may be introduced if a change of contractors pccmred. These disruptions and delays would persist for up to 6 months at significant cost to the Government. The new contractor would have to duplicate work by performing site surveys in order to become familiar with all OCONUS installations, technical infrastructure and configurations, and planned deployment packages and strategies. The Government estimates that changing contractors would cost approximately $1.173 Million in labor in addition to· the cost of schedule delays and added risk of continuing to operate vulnerable information systems for an extended period of time. Continuing to operate production and warfighter systems with unresolved vulnerabilities for an extended time period would place the system in violation of the systems' certification and accreditation documentation and authority to operate.

The total estimate of financial impact to ONE"Net engineering of not approving the FOE is in excess of $1.173M. This does not factor in additional Installation Management Office (IMO) costs for extended project suppo1t or external contracts that would lose the continued support and understanding, and face higher expenditure rates on their efforts. Tasks and efforts that would be adversely affected by an interruption in providing engineering support services to ONE-Net are listed below along with estimated impacts.

Virtual .Host Expansion - minimum 3 month push to the right to prime up new contractors to meet foreign travel required 30~day submission before depatiure, 60-day account activation for NMCI and ONE"Net user accounts and Administrative accounts, and 30-day lead time to review and validate installation"specific configurations and platform knowledge transfer.

BAH team cunently has met all requirements, permitting future project preparations.

Two FTEs to supp01t this effo1t x minimum 3 month delay= $93K, higher risk and cost with the dependent projects on this eff01t (Gemini and UEM upgrade both under separate contracts which would incur additional costs if delayed from their current schedule).

F5 Hardware Load Balancing - minimum 4 month push to the right to prime up new contractors to meet travel required 30-day submission before departure, 60-day account activation for NMCI and ONE-Net user accounts and Administrative accounts, and 60-day lead time to review and validate installation ONE-Net specific configurations without a present Govemment Subject Matter Expert (SME) available. The Government relies heavily on the in-place BAH team who architected and deployed the solution during the Windows Server 2003 Eradication effo1ts and has preeminent understanding of the solution.

Two FTEs to support this effort x minimum 4 month delay= $125K, higher risk and cost with the dependent projects on this effort (Exchange Upgrade, Gemini, UEM, and Proxy Upgrade all under separate contracts which would incur additional costs if delayed from their current schedule).

SQL Server Enterprise Role Update - minimum 6 month push to the right for final site update with SME being unavailable and rescheduling to coordinate with site availability and IMO support. BAH team c!U'rently has all requirements met preventing scheduling delay and additional cost. Travel requirements would be met by new contractor if awarded but anticipate 6 months to develop lmowledge and understanding of design and architecture for all supporting server roles resulting in a delay in preparation as well as NAO and FRCB approval questioning.

One FTE to suppo1t this effott x minimum 6 month delay=$ l l 7K

Storage Area Network (SAN) Device Refresh - minimum 3 month push to the right to prime up new contractors to meet foreign travel required 30-day submission before departure, 60-day account activation for NMCI and ONE-Net user accounts and Administrative accounts, and 30-day lead time to review and validate installation specific configurations and platform knowledge transfer. BAH team currently has all requirements met permitting future project preparations.

Two FTEs to support this effort x minimum 3 month delay= $93K, higher risk and cost with the dependent projects on this effort (Vhtual Host Expansion, FE Hardware Load Balancing, SAN CASREP, Gemini and UEM upgrade both under separate contracts which would incur additional costs if delayed from their current schedule).

Embedded Releasable-A (REL-A) Bahrain - minimum 6 month push to the right for final site update with SMEs being unavailable and rescheduling to coordinate with site availability and IMO suppo1t. BAH team currently has all requirements met preventing scheduling delay and additional cost. Travel, requirements would be met by new contractors if awarded but anticipate 6 months to develop knowledge and understanding of design and architecture for all supporting server roles resulting in a delay in preparation as well as NAO and FRCB approval questioning.

Three FTEs to support this effort x minimum 6 month delay= $280K, higher risk of not meeting sites requirements and additional cost required to suppmt additional contract requirement to obligate resources outside of this TO (effort would fall on UFR list).

Solmwinds - minimum 4 month push to the right to prime up new contractors to meet travel required 30-day submission before depmture, 60-day account activation for NMCI and ONE-Net user accounts and Administrative accounts, and 60-day lead time to review and validate Installation ONE-Net specific configurations.

Two FTEs to support this effort x minimum 4 month delay= $125K, higher risk aligned to not meeting the requirement with sunk cost aligned for support and warranty of software that will not be deployed, or in use by the sites.

WINlO Migration Suppmt -no push In effort as direct contracts are aligned but loss of provisioning of architectural suppo1t and remedy of Incident during effo1t will cause delay and high risk of early burn of labm on those contracts to account for lack of support from this TO.

Cross functional FTE support = $unknown cost associated with risk

NDR Access Layer - minimum 4 month push to the right to prime up new contractors to meet travel required 30-day submission before departure, 60-day account activation for NMCI and ONE-Net user accounts and Administrative accounts, and 60-day lead time to review and validate installation ONE-Net specific configurations.

Four FTEs to supp01t this effo1tx minimum 4 month delay= $340K, higher risk aligned_to not meeting the requirement with sunk cost aligned for support and warranty of software that will not be deployed, or iu use by the sites.

In addition, the ONE-Net system is in a Government-mandated process to merge operational and sustainment support with NGEN by 2018 and is working rapidly to align system configurations and operational procedures with NGEN. A change in contractor suppo1t would introduce unacceptable delays and higher costs iuto the consolidation process.

6. Description of Efforts Made to Solicit Offers from as Many Offerers as Practicable.

N66001-13-D-0029, TO 0023 was a follow-on effort to N66001-13-D-0029, TO 0017, which was fully competed. BAH and Engility both submitted proposals for TO 0017. Engility was found technically unacceptable, and BAH was given award.

7. Determination of Fair and Reasonable Cost.

The Contractlng Officer has dete1mined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons setfo1th in Paragraph 5, SSC PAC has no plans at this time to compete foture contacts for the types of services covered by this document. If another potential source emerges, SSC PAC will assess whether competition for future requirements is feasible.
