Attachment 3 Desired Personnel Qualifications

LABOR CATEGORY DESCRIPTIONS: For proposal purposes only the following desired education and experience requirements are provided to enable the offeror to provide appropriate rates for labor categories.

Note: Desired TS/SCI eligibility is posted to JPAS, but as a minimum must possess a SSBI equivalent investigation not more than five years old that was favorably adjudicated.

Program Manager Security Clearance: " Secret” level clearance; TS/SCI eligible

1. Bachelor’s degree in management, engineering, information systems, computer science, mathematics, physics or other related scientific or technical discipline from an accredited University OR 15+ years of experience with Government/DOD/Navy contract/task management experience in a C4ISR and IO development environment.

2. 10+ years of direct work experience with C4ISR associated programs.

3. 8+ years of direct work experience, to include: Design, Development, Production, Installation, and Test & Evaluation.

4. Four (4) years as manager of C4ISR related programs, to include: Supervising Project Personnel, Scheduling Work, Writing Proposals and Preparing Bids, and Equipment and Material Logistics Control. Note: Experience may be concurrent.

5. Knowledge of Federal Acquisition Regulation (FAR) and DOD procurement policies and procedures.

Senior System Engineer Security Clearance: " Secret” level clearance; TS/SCI eligible

1. Bachelor's Degree in engineering, information systems, computer science, business, mathematics, or physics or other related scientific or technical discipline from accredited University OR 15 years of technical experience at the systems-level in related Government projects.

2. 5+ years of experience in system wide analysis, primarily with respect to software interface development for network and web base compatibility, reliability, maintainability, and availability.

3. Specialized experience includes analysis of business applications for data base management and development of templates in Adobe CS5.5 Dreamweaver (or software compatible with APAN) and preparation of website graphics and/or photography.

4. Experience in importing open source content required for information web sites and the ability to correct formatting problems during importing.

5. 10+ years of experience to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics support of C4ISR requirements.

6. 5+ years of technical experience in support of projects listed in the SOW. Note: Experience may be concurrent.

7. Fifteen (15) years of experience to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics support of C4ISR requirements. Recognized as an expert in projects listed in the SOW.

8. Note: Experience may be concurrent.

System Engineer Security Clearance: " Secret” level clearance; TS/SCI eligible

1. Bachelor's Degree in engineering, information systems, computer science, engineering, business, mathematics or physics or other related scientific or technical discipline from accredited University OR ten years of experience in design, analysis and development of hardware/software systems in related Government projects.

Senior System Analyst Security Clearance: " Secret” level clearance; TS/SCI eligible

1. Bachelor's Degree in Electrical/Electronic Engineering, Computer Science, Computer Engineering, information systems, engineering, business, or other related scientific or technical discipline from accredited University OR 15 years of experience in hardware/software engineering experience in related Government projects.

2. 5+ years of experience in specialized studies or analytical assessments of civil/military type programs.

3. 2 year experience with applying analytical skills to support process improvement, studies, and analysis projects.

4. 2 year experience with analysis, planning, establishment of requirements, functional modeling, development of procedures, gap-analysis, development of functional architectures, and other related management and technical duties.

5. Requires expertise in specialty areas. Experience in or related to civil/military type is highly desirable.

6. Computerized System experience, to include: Design, Development, Test and Evaluation, Network Protocols, LAN administration fundamentals, and UNIX and Windows based operating system.

System Analyst Security Clearance: “Secret” level clearance; TS/SCI eligible

1. Bachelor’s Degree in Electrical/Electronic Engineering, Computer Science, and Computer Engineering or other related scientific or technical discipline from accredited University OR ten years of experience in design, analysis and development of hardware/software systems in related Government projects.

2. 3 to 5 years of experience in specialized studies or analytical assessments of civil/military type programs.

3. 2 years of experience applying analytical skills to support process improvement, studies, and analysis projects.

4. 2 years of experience with analysis, planning, establishment of requirements, functional modeling, development of procedures, development of functional architectures, and other related technical duties.

5. Experience in or related to civil/military type programs is highly desirable.

6. Three (3) years of experience in technical specifications development, process analysis and design, technical problem solving, and analytical/logical thinking in C4ISR related programs.

Senior Computer Scientist Security Clearance: " Secret” level clearance; TS/SCI eligible

1. Bachelor’s Degree in Computer Science, information systems, engineering, or other related scientific or technical discipline from accredited University OR 15 years of experience in software engineering/development experience in related Government projects.

2. Eight (8) years of experience, to include: software Design, Development, and Test and Evaluation.

3. Five (5) years of programming experience with "Specific Project" programming languages.

4. Four (4) years of experience to include: Database development, Web page design, Computer Based Training, development and using .NET tools and .net Integrated Development Environment tools, asp.net, SQL Server, and HTML editor tools. Note: Experience may be concurrent.

5. Five (5) years of experience providing software development to design, maintain, and upgrade websites and support integration with social media.

6. Demonstrated ability to provide computer graphics development to design and produce promotional materials, develop graphics for engagements and training, and provide photographic/layout support for reports or books.

7. Experience with editing of media demonstrating expertise in production of publications.

8. Completed the following certifications within one and a half year after assuming duties: Certified Software Development Professional (CSDP) (Previously known as Certified Software Engineering Professional (CSEP)), or with COR approval complete a vendor/platform specific certification (e.g., Microsoft Certified Solutions Developer (MCSD), Microsoft Certified Applications Developer (MCAD), Microsoft Certified Database Administrator (MCDBA), Sun Certified Professional (SCP), Red Hat Certification Program (RHCP), CISCO Certified Network Professional (CCNP), Oracle Certified Professional (OCP), (other IAT level II certification (e.g. Security+ or, A+ and Network+) and complete the required operating system (OS) courses to obtain certifications).

Computer Scientist Security Clearance: " Secret” level clearance; TS/SCI eligible

1. Bachelor’s Degree in Computer Science, information systems, engineering, or other related scientific or technical discipline from accredited University OR 10 years of experience in software engineering/development experience in related Government projects.

2. 3 + years of experience providing software development to design, maintain, and upgrade websites and support integration with social media.

3. Demonstrated ability to provide computer graphics development to design and produce promotional materials, develop graphics for engagements and training, and provide photographic/layout support for reports or books.

4. Experience with editing of media demonstrating expertise in production of publications.

5. Certifications Required: IAT level II certification (e.g. Security+ or, A+ and Network+) and complete the required operating system (OS) courses to obtain certifications.

6. 3+ years of Computerized System experience, to include: Test and Evaluation, Network Protocols, LAN administration fundamentals, and UNIX and Windows based operating system.

7. Engineer Security Clearance: " Secret” level clearance; TS/SCI eligible

1. Bachelor of Science degree in engineering, computer science, information systems, mathematics, management information systems, operations analysis, physics, or other related scientific or technical discipline from an accredited University OR 8 years of experience in related Government projects.

2. Three + (3+) years of experience to include: Systems/Equipment Support, and Test and Evaluation support of C4ISR requirements.

3. 1+ year of technical experience in support of the projects listed in the SOW.

4. Note: Experience may be concurrent.

Technical Writer/Editor Security Clearance: " Secret” level clearance; TS/SCI eligible

1. Bachelor’s Degree in English, Journalism, or Technical Writing. With experience in a field applicable to this position, i.e., computer science, information systems, or engineering; OR an associate’s degree with at least 8 years of experience.

2. 5+ years of experience in the Intelligence Surveillance Reconnaissance (ISR) field to include: writing technical documentation, procedures and guidelines for C4ISR systems or equipment.

3. Experience with editing of media that demonstrates expertise in production of publications to include: writing technical documentation, procedures and guidelines for C4ISR systems or equipment.

Tester Security Clearance: " Secret” level clearance; TS/SCI eligible

1. Associate’s degree in a field applicable to this position (i.e., computer science, information systems, etc.) OR 10 years of experience in conducting research necessary to develop and revise formal and informal test procedures, scripts, and reports.

2. 5+ years of experience in conducting the research necessary to develop and revise formal and informal test procedures, scripts, and reports. Ability to prepare appropriate reports, findings, and notes.

3. 4 years of experience preparing test materials to include manuals, workbooks, handouts, and completion reports.

4. 4 years of experience in planning and developing test schedules and providing subject matter expertise to execute objectives.

5. Forward deployed to at least one major international exercise or military operational events to demonstrate experience with operational testing in a world environment.

Quality Assurance Manager Security Clearance: " Secret” level clearance; TS/SCI eligible

1. Bachelor’s degree from an accredited University; OR ten years’ experience as a quality assurance manager.

2. 3+ years of experience in quality assurance support of electronic systems, to include: logistics principles, practices, and processes.

3. 1+ years of experience in support of C4ISR systems.

4. Demonstrated skills, to include: Analyzing Engineering/Systems Management Data, and Developing Quality Assurance Plans and Procedures.

5. Note: Experience may be concurrent.

Configuration Management Manager Security Clearance: " Secret” level clearance; TS/SCI eligible

1. Bachelor’s degree from an accredited University; OR ten years’ experience as a configuration manager.

2. 3+ years of experience in configuration management support of electronic systems, to include: logistics principles, practices, and processes.

3. 1+ years of experience in support of C4ISR systems.

4. Demonstrated skills, to include: Analyzing Engineering/Systems Management Data, and Developing Configuration Management Plans and Procedures.

5. Note: Experience may be concurrent.
