RFP Attachment 3 Desired Personnel Qualifications LABOR CATEGORY DESCRIPTIONS: For proposal purposes only the following desired education and experience requirements are provided to enable the offeror to provide appropriate rates for labor categories.

1. PROGRAM MANAGER

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Master's degree in management, engineering, computer science, mathematics, or physics from an accredited College or University;

OR

Fifteen (15+ years) contract/task management experience in a C4I development environment will be considered equivalent to the Master’s degree qualification.

Experience:

· Ten or more (10+) years project management in a Software Support Activity (SSA)/ In-Service Engineering Agent (ISEA) providing technical support in one (1) or more Navy/Joint tactical or messaging systems.

· Ten (10) or more years of experience with Navy/Joint computer and information systems management, integration, testing, certification, and acquisition experience.

· Five (5) years of experience in LCS management, development, acquisition and implementation.

· Five (5) years software development/management and network experience.

2. PROJECT CONTROL SPECIALIST

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Master’s degree in science, mathematics, management, finance or related field from an accredited College or University;

OR

Bachelor’s degree in science, mathematics, management, finance or related field from an accredited College or University with seven (7) years of experience in financial planning or financial management will be considered to the Master’s degree qualification.

Experience:

· Five (5) years of experience in financial planning, or financial management

· Four (4) years of experience in overall financial management of one (1) or more financial management systems.

3. TECHNICAL SUPERVISOR

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Master’s degree in mathematics, science, electronics engineering or related field from an accredited College or University ;

OR

Bachelor’s degree in mathematics, science, or electronics engineering from an accredited College or University and six (6) years of experience in systems and software development, and network designs will be considered to be equivalent to the Master’s degree qualification.

Experience:

· Five (5) years of experience in systems and software development, and network designs

· Three (3) years of experience as a technical supervisor on a similar sized/scope effort is desired

· Experience in development/certification & accreditation of software code

· Experience in SSA functions, network security, data security, systems design, engineering, implementation and integration.

4. SENIOR PROGRAM ENGINEER

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Master’s degree in mathematics, science, electronics engineering or a related field from an accredited College or University ;

OR

Bachelor’s degree in mathematics, science, or electronics engineering from an accredited College or University and twelve (12) years of experience in developing software programs or programming experience will be considered to be equivalent to the Master’s degree qualification.

Experience:

· Ten (10) years of developing software programs or programming experience

· Three (3) years programmatic or programming experience in the specific areas of communications and messaging network systems including design and development, architecture, and software maintenance.

· Three (3) years of experience in software certification and accreditation, software security processes and procedures, interface design requirements, networks, and integrated information systems.

5. HARDWARE ENGINEER

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Master’s degree in mathematics, science, electronics engineering or related field from an accredited College or University ;

OR

Bachelor’s degree in mathematics, science, or electronics engineering from an accredited College or University and eight (8) years of experience in high level research, analysis or design of new or improved communications or networking systems, equipment, components or circuitry will be considered to be equivalent to the Master’s degree qualification.

Experience:

· Four (4) years of experience in high level research, analysis or design of new or improved communications or networking systems, equipment, components or circuitry

· Three (3) years of experience in the performance of investigation of proposed equipment suites for feasibility of design and preparation of impact statements and alternative approaches, as applicable in support of communications and message networking programs.

· Two (2) years of experience with networks, interface design, systems applications, hardware/firmware, virtualization, processes and procedures.

6. ENGINEERING TECHNICIAN

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

An Associate’s degree in mathematics or science related field from an accredited College or University;

OR

High School Diploma and six (6) years of experience in analysis, and installation of new or improved communications and networking program systems, networks, equipment, components or circuitry will be considered to be equivalent to the Associates degree qualification.

Experience:

· Four (4) years of experience in analysis, and installation of new or improved communications and networking program systems, networks, equipment, components or circuitry;

· Two (2) years of experience in the analysis and installation of equipment supporting Navy/Joint communications and networking programs.

· Two (2) years of experience with systems applications, hardware/firmware processes and procedures, Joint service hardware and networks.

7. SENIOR SYSTEMS / SOFTWARE DEVELOPER

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Master’s degree in mathematics, science, electronics engineering or related field from an accredited College or University;

OR

Bachelor’s degree in mathematics, science, electronics engineering or related field from an accredited College or University and eight (8) years of experience in the programming of highly complex computer programs requiring a high degree of ingenuity due to special conditions related to Navy and Joint programs will be considered to be equivalent to the Master’s degree qualification.

Experience:

· Six (6) years of experience in the programming of highly complex computer programs requiring a high degree of ingenuity due to special conditions related to Navy and Joint programs

· Three or more (3+) years experience/knowledge of C++, UNIX, Ada, SQL, Database packages, communication & messaging/network software and systems, real-time embedded operating systems (RTOS), virtualization, and firmware tools and hosts.

8. SYSTEMS / SOFTWARE DEVELOPER

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Bachelor’s degree in mathematics, science, electronics engineering or related fields from an accredited College or University four (4) years of programming moderately complex communications and networks related systems.

Experience:

· Four (4) years of programming moderately complex communications and networks related systems.

· Two (2) years of experience in C++, UNIX, Ada, SQL, Database packages, communication and messaging/network software and systems, real-time embedded operating systems (RTOS), virtualization, and firmware tools and hosts in Navy/Joint communications, messaging, network related environment.

9. COMPUTER SCIENTIST

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Master’s degree in mathematics, science, or electronics engineering from an accredited College or University eight (8) years of experience in systems and software development, acquisition and network designs;

OR

Bachelor’s degree in mathematics, science, or electronics engineering from an accredited College or University and eight (10) years of experience in systems and software development, acquisition and network designs will be considered to be equivalent to the Master’s degree qualification.

Experience:

· Eight (8) years of experience in systems and software development, acquisition and network designs;

· An aggregate of six (6) years of experience in communications or messaging systems, and six (6) years of experience in TCP/IP, and software programming in Navy/Joint communications, messaging, network related environments.

10. LEAD ENTERPRISE ARCHITECT

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Master’s degree in mathematics, science, electronics engineering or related IT field from an accredited College or University;

OR

Bachelor’s degree in mathematics, science, electronics engineering or related IT field from an accredited College or University and ten (10) years of experience with architecting complete solutions using design elements that allow integration into client environments along with knowledge on applicable industry and government standards and frameworks such as TOGAF, ITIL, ISO standards, FEAF, etc. will be considered to be equivalent qualifications.

Experience:

· Eight (8) years of experience with architecting complete solutions using design elements that allow integration into client environments along with knowledge on applicable industry and government standards and frameworks such as TOGAF, ITIL, ISO standards, FEAF, etc

· Five (5) years In-depth experience in Component-Based development in Open Source, Java, and/or Microsoft-based technologies adhering to appropriate government agency requirements.

· Three or more (3+) years of experience using key architectural frameworks, architectural design approaches and development methodologies as they relate to moderately complex Navy/Joint communications, messaging, network related systems computer programs.

11. ENTERPRISE ARCHITECT

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Bachelor’s degree in mathematics, science, electronics engineering or related IT field from an accredited College or University.

Experience:

· five (5) years of experience in analysis of new applications of information technology (hardware, software, and telecommunications), emerging technologies and their applications to business processes, and applications of information systems to meet organizational requirements

· Three (3) years of experience with coordination and accomplishment of the planning, scoping, design, acquisition, implementation, deployment, integration, change management, transition, and initial outfitting of complex Navy/Joint communications, messaging, network related systems and computer programs.

12. LOGISTICS SPECIALISTS

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

An Associate's degree in logistics or related field from an accredited College or University;

OR

Ten (10) years of experience in ILS support will be considered to be equivalent to the Associates degree qualification.

Experience:

· Six (6) years of experience in integrated logistics system (ILS) support;

· Five (5) years of progressive experience in inventory management, receipt, custody, storage, and shipping of electronic sensitive equipment and material which includes Acquisition and Sustainment Logistics Management activities.

· Five (5) years of experience with Life Cycle Logistics to include supportability performance monitoring and analysis, PBL management, update and revision of ILS strategy and products as the result of design updates, resourcing, management, and execution of end of life/disposal functions.

13. PUBLIC SAFETY COMMUNICATIONS INTEROPERABILITY ENGINEER

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Master’s degree in science, mathematics, homeland security, electronic engineering or related field from an accredited College or University;

OR

Bachelor’s degree with in science, mathematics, homeland security, electronic engineering or related field from an accredited College or University seven (7) years of progressive experience in public safety, military, or commercial radio frequency communication systems will be considered to be equivalent to the Master’s degree qualification.

Experience:

· five (5) years of progressive experience in public safety, military, or commercial radio frequency communication systems

· Three (3) years of experience with public safety voice communications interoperability operational requirements, including Incident Command System (ICS) principles, standard operating procedures for handling various emergencies (fires, hazardous materials, hostage situations), and federal response plans for Chemical, Biological, Radiological, Nuclear and Enhanced Conventional Weapons (CBRNE) incidents.

14. SENIOR SYSTEMS ANALYST

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Master’s degree in mathematics, electronics engineering or related field from an accredited College or University;

OR

Bachelor’s degree in mathematics, electronics engineering or related field from an accredited College or University with twelve (12) years of experience in real-time, on-line hardware and software systems analysis and development will be considered to be equivalent to the Master’s degree qualification.

Experience:

· Ten (10) years of experience in real-time, on-line hardware and software systems analysis and development.

· Six (6) years of experience in Navy/Joint systems development including design in all levels, implementation, and system integration (including testing).

· Five (5) years of experience in Navy/Joint certification/accreditation processes and procedures, and software security policy.

15. SYSTEMS ANALYST

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Bachelor’s degree in mathematics, engineering or physical science from an accredited College or University;

OR

High School Diploma with six (6) years of experience in real-time, on-line hardware and software systems using state-of-the-art design and development processes will be considered to be equivalent to the Bachelor’s degree qualification.

Experience:

· Five (5) years of experience in real-time, on-line hardware and software systems using state-of-the-art design and development processes

· Two (2) years of experience in Navy/Joint systems development, including design at all levels, implementation and systems integration and testing.

· A working knowledge/experience in the application of standards, specifications and software security procedures.

16. WEB APPLICATIONS DEVELOPER

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Bachelor’s degree in mathematics, science, electronics engineering or related fields from an accredited College or University.

Experience:

· Two (2) years of programming complex Navy/Joint communications, messaging, network related systems computer programs

· Two (2) years of experience in the use of Database Management Software (e.g., Oracle), applications development software (e.g., Visual Basic), software languages, tools and operating systems.

17. ASSOCIATE WEB APPLICATIONS PROGRAMMER / DEVELOPER

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

An Associate’s degree in math, science, electronics engineering or related field from an accredited College or University;

OR

High School Diploma and four (4) years of experience programming computer programs of a lesser technical nature than those of a programmer/developer will be considered to be equivalent to the Associate’s degree qualification.l

Experience:

· Three (3) years of experience programming computer programs of a lesser technical nature than those of a programmer/developer

· Two (2) years of experience programming moderately complex computer programs in a Navy/Joint computer system environment.

18. INFORMATION ASSURANCE TECHNICAL (IAT) LEVEL 2

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

A Master’s degree in mathematics, science, electronics engineering or related field from an accredited College or University;

OR

Bachelor’s degree in mathematics, science, electronics engineering or related field from an accredited College or University and ten (10) years of experience as a computer/network Systems Administrator (SA)will be considered to be equivalent to the Master’s degree qualification.

Experience:

· Seven (7) years of experience as a computer/network Systems Administrator (SA)

· Five (5) years of experience providing network environment (NE) and advanced level computer environment (CE) support with Joint/Navy systems with a focus on threats and vulnerabilities and improving the security of systems.

· Five (5) years of experience with intrusion detection, identifying and correcting unprotected vulnerabilities, and ensuring that remote access points are well secured. IAT Level 2 personnel have Mastery of the functions of the IAT Level 1 position.

Experience:

· Three (3) years’ experience in computer/networks Systems Administration.

· One or more (1+) years ensuring Computer Environments (CE) and network environments (NE) are less vulnerable by correcting flaws and implementing Information Assurance (IA) controls in the hardware or software installed within their operational systems.

Experience:

· Three (3) years comprehensive experience with Microsoft Word, Microsoft Office (2003 and 2007), and document publication & editing applications.

22. ILLUSTRATOR

Security Clearance: " Secret” level clearance; TS/SCI eligible

Education:

High School Diploma.

Experience:

· Three (3) years comprehensive experience in standard graphics office design software and editors.
