RFP N66001-17-R-0036
Questions and Answers
Question 1: What is your definition of small business?
Answer: In accordance with FAR Subpart 2.101, “small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121 (see 19.102). Such a concern is “not dominant in its field of operation” when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration must be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity. (See 15 U.S.C. 632.)
Additionally, small business size standards are based on North American Industrial Classification System (NAICS) codes. The NAICS code may indicate a qualifying small business based on the number of its employees or its average annual revenue in dollars. In accordance with the synopsis originally posted on 28 July 2018 and subsequently updated on 17 August 2017 and 31 August 2017, The NAICS code for this requirement is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and the small business size standard is 1,000 employees.
Question 2: Do you have a space segment or is this all terrestrial?
Answer: There are no space segments. All activities are terrestrial; they provide the transport mechanism for digital information exchanges between ships and aircraft.
Question 3: Is there any extra info you can provide (RFP, SOW, etc.)?
Answer: In accordance with the synopsis originally posted on 28 July 2018 and subsequently updated on 17 August 2017 and 31 August 2017, “The solicitation will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at https://e-commerce.spawar.navy.mil under SSC Pacific “Open Solicitations.” Hard copy versions of the RFP and any subsequent amendments will not be available. Firms are encouraged to review the website regularly for important solicitation information”.
