4. Authority Permitting Other Than Full and Open Competition.
FAR 16.505 (b )(2)(i)(C) - The order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the MAC,· provided that all the awardees were given fair opportunity to be considered for the original order.
5. Rationale Justifying Use of Cited Authority.
This is a performance based service acquisition required for the Network Management Reference Implementation Laboratory (NM RIL) in its continuing effort to maintain the JENM product for the Product Lead (PL) JENM. The JENM product in this task is being
(b)(4)
(b)(4)
(b)(4) supported in terms of software maintenance, cybersecurity maintenance, software testing, field support, and help desk support ofradio management. This performance work statement is a logical follow-on task to N66001-16-D-0071, Task Order 0004, which was fully competed under multiple award contracts N6600 l-l 6-D-0068 (SAIC), N6600 l-l 6-D- 0069 (G2SS), N66001-16-D-0070 (KDRSS) and N66001-16-D-0071 (BAHES) .. The RFP for task order 0004 advertised 26,000 labor hours for 12 months ofa potential follow-on effott. BAHES was the only contractor that submitted a proposal after a 10 day RFP period.
The other three MAC contractors provided "No Bid" statements, with reasoning that included not having the appropriate resources to provide a proposal and not having personnel with the required skills to meet the qualifications. Task Order 0004 was awarded to Booz Allen Hamilton Engineering Services, LLC on 10 January 2017 and its proposal was determined to be technically acceptable. This follow-on is anticipated to have a value hours of follow-on work.
Task Order 0004 provided software maintenance and test support for JENM and Boaz Allen Hamilton Incorporated has been supporting JENM for 12 months. JENM is a consolidated software application that plans, loads, manages and secures/defends mid and lower-tier software defined radios and associated waveforms.
Software maintenance activities were comprised of using multiple software programming tools and languages that were compatible with JENM v3 and the contractor used the NM RTL implementation of AGILE processes for software maintenance.
Software testing activities included building JENM test stations using the Software Version Description (SVD) and Software Performance Specification (SPS) and perform test and evaluation of JENM fixes and updates to include quick radio testing, functionality verifications, thread testing, regression testing, and test compliance with Software Subsystem Specification (SSS) and Software Requirement Specification (SRS).
Field and lab support activities were comprised of working closely with User community during field exercises and test evolutions, as well as lab test events, providing on-site and off-site support as needed; coordinating with the Radio Lab Manager for the Joint communications Engineering, Development and Integration (JEDI) lab for Communications Security (COMSEC) Material System (CMS); and coordinating with Key Management Office for keymat updates and destruction. Cybersecurity maintenance activities included maintaining awareness of the Risk Management Framework (RMF) as it applies to the JENM product.
The proposed follow-on task order is a technical continuation of these tasking activities, in order to keep the JENM product certified and compliant in terms of software maintenance, software testing, and software cybersecurity requirements.
Therefore, the proposed follow-on is a logical continuation of the support received in TO 0004. These technical support services are integral in the upcoming requirements of designing and implementing software application changes.
The expertise obtained by BAHES under Task Order 0004 is 100% applicable to the execution of the proposed follow-on task order. Award of a follow-on is estimated to save the Government $400,000, which would represent a minimal learning curve period of 6 months for 4 persons based on a contractor man-year of $200,000.
A delay of 6 months would impact the warfighter because JENM product would be vulnerable to loss of system maintenance, testing, and cybersecurity due to a lack of required security updates being applied to the software.
Since the follow-on is estimated at for 12 months, awarding to the incumbent represents a cost savings to the government of approximately .
Therefore in order to maintain the level of quality and efficiency achieved, it is in the best interest of the government to award a logical follow-on to N66001-16-D-0071, Task Order 0004.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
N66001-16-D-0071, TO 0004 was fully competed, with BAHES as the only contractor to submit a proposal.
The JENM software is currently undergoing software maintenance and testing and this TO is anticipated to be the last one needed for the JENM under this MAC.
7. Dete1mination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition".
For the reasons set forth in Paragraph 5, SSC PAC has no plans at this time to compete future contacts for the types of services covered by this document. If another potential source emerges, SSC PAC will assess whether competition for future requirements is feasible.
