VISUAL INFORMATION (VI) EQUIPMENT MAINTENANCE/REPAIR & INSTALLATION STATEMENT OF WORK

CONTRACT PERIOD: 01 OCT 2018 - 30 SEP 2019

1.0 INTRODUCTION

In accordance with FAR 16.504 -- Indefinite-Quantity Contracts.

(a) Description. An indefinite-quantity contract provides for an indefinite quantity, within stated limits, of services during a fixed period. The Government places orders for individual requirements. Quantity limits may be stated as number of units or as dollar values.

1.1 Scope - This Statement of Work (SOW) describes contractor services that includes all labor required for maintenance, repair, relocation and installation of Visual Information (VI) equipment as specified by NCTC’s Designated Representative (DR). Types of VI equipment include, but are not limited to, various makes and models of LCD Projectors, document cameras, SMART boards, amplifiers, CCTV Analog, Digital Security Camera Systems and other electronic equipment (see attached inventory). Contractor and technicians responding to service calls SHALL possess sufficient knowledge and work experience to diagnose problems, troubleshoot source of problems and make necessary repairs to effectively correct deficiencies for all VI equipment identified on accompanying inventory spreadsheet. Contractor SHALL provide verifiable validating ability to provide services described in this paragraph. (Note: Any new VI equipment purchased within service contract period will be added to inventory list).

Over the last few years, NCTC has averaged almost 8 service calls per month. Less than 10% of these trouble calls have been emergency repair calls. Within 4 hours of contact, contractor SHALL respond to emergency repair service calls by physically assessing problem and providing a plan of action that leads to resolving the reported issue. Within 48 hours of contact, contractor SHALL respond to routine service calls by physically assessing problem and providing a plan of action that leads to resolving the reported issue. VI equipment is located in several buildings on board Naval Construction Battalion Center and at the Weapons Range in Woolmarket, Mississippi. Normal work hours for NCTC Gulfport are from 7:00 – 4:00, Monday through Friday.

Media/Visual Information Support services are provided aboard military training facilities that provide daily instruction to apprentice-level and advanced level students from the Navy, Army and Air Force. Prolonged interruptions to scheduled classroom education cannot be easily tolerated without adversely impacting training, requiring the vendor to be responsive to unscheduled calls with minimal advance notice. Vendor's ability to both respond to and mitigate emergency repair calls is a significant consideration. A site visit by potential bidders is HIGHLY RECOMMENDED and encouraged. Scope of service calls includes, but is not limited to, changing LCD projector bulbs (usually 1 hour or less), installing a variety of curriculum delivery equipment/peripherals, performing manufacturer-recommended maintenance on all VI equipment and the maintenance/repair/installation of security camera systems. Contractor SHALL provide any additional corrective maintenance deemed necessary by DR.

Contractor SHALL furnish all labor, tools and equipment required to perform specified work. If materials such as cables, connectors, or other related items are required to complete service, the contractor SHALL prepare a Micro Purchase Request form (provided by DR) containing detailed list of materials, quantity, unit of issue, material specifications, recommended source and estimated cost. Material requests SHALL be submitted to DR for review and purchase. Upon completion of service call, the contractor SHALL provide DR with a paper copy of work order describing work performed, number of hours worked and materials used. All unused material SHALL be returned. Upon completion of service, visual inspection of work by DR and copy of invoice, payment will be made via Government Purchase Card.

MANDITORY REQUIREMENTS:

Contractor SHALL provide current contact information (phone number and email address) to DR and will notify DR immediately of any changes. Contractor SHALL have technicians ready to respond to trouble calls on 1 October 2018. Contractor technicians SHALL possess proper identification and credentials to acquire a base pass for company/personal work vehicles (includes valid driver’s license, current vehicle registration and adequate vehicle insurance). Contractor technicians SHALL possess all these items no later than 1 October 2018. Contractor technicians not having proper identification or credentials for base entry will not be used as an excuse for inability to respond to service calls. Failure to comply with these requirements at any time will result in immediate Termination for Default (TFD).

RECOMMENDATION:

Due to the 4 hour response time for emergency trouble calls, it is HIGHLY RECOMMENDED that contractor technicians who will be responding to service calls reside within 50 miles of Naval Construction Training Center Gulfport, Mississippi, in order to meet response time requirement.
