Description of the item or service required, the estimated cost, and required delivery date.

The proposed acquisition will provide Platinum Level Technical Support for ORC HSM 260 (ORC ACES 012B) previously purchased.

The estimated cost is $94,500.00. The required delivery date is 7/31/2015.

Specific characteristics of the material or service that limit the availability to a sole/limited source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.

Under Contract number N00174-10-F-0052, the Navy purchased licenses for 200 Smartcard/CAC Management Consoles to support Fleet Forces Command and their need for secure communications between not only individuals using a computer on the network but also on the computers themselves. The Consoles were purchased as licenses from Operational Research Corporation (ORC), an approved DOD Common Criteria Certificate Authority. The Common criteria certification is a standard that came into effect on July 1, 2002 with the implementation of the National Security Telecommunications and Information Systems Security Policy (NSTISSP) No. 11. This policy mandated that departments and agencies within the Executive Branch, for use on National Security Systems, only acquire IA and IA-enabled information technology products that are certified as meeting common criteria security standards. Per the DODI 8500.2 all incorporated IA products, and IA-enabled IT products that require use of the products IA capabilities, acquired under the contracts executed after July 1, 2002, shall comply with the evaluation and validation requirements of NSTISSP No, 11.

As part of the licensing requirement, an annual maintenance fee is required to maintain continued support of the licenses. Since the original purchase of the licenses, this maintenance fee has been funded by Contract GS-35F-0164J/N65538-11-F-0111, Contract GS-35F- 0164J/N65726-13-F-0021, and Contract GS-35F-0164J/N65726-14-F-0014. With the expiration of contract GS-35F-0164J/N65726-14- F-0014 and the continued requirement to support the product, a new vehicle is required. Since the original licenses were purchased from ORC, they are the only company that can provide the necessary support to continue this important project. In addition, the certificates are already owned and in use within the NMCI Network. They have undergone extensive Information Assurance testing with the oversight and approval of NAVSEA 08 to demonstrate satisfactory control of Unclassified Navy Nuclear Propulsion Information. This capability has also demonstrated a low risk solution to pass UNNPI data. The vendors knowledge and experience with Navy and NMCI networks and security processes is not available from other vendors. Further failure to have active maintenance on a software product loaded on a DOD system is an Information Assurance Category I finding that may result in the system losing is Authority to Operate (ATO). This is so because without the upgrades and patches provided under software maintenance agreements a system is vulnerable to viruses. This action is taken in compliance with DoD Instruction 8500.01E – Information Assurance; and, DoD Instruction 8500.2 – Information Assurance Implementation.
