SUMMARY OF CHANGES EDIT

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

RFP N65540-15-R-5171 QUESTIONS

1. QUESTION: What is the minimum quantity that will be released by this solicitation?

ANSWER: Please refer to page 7 of 63 of solicitation, N65540-15-R-5171:

“CONTRACT MINIMUM: The contract minimum shall be met by either ordering the quantities listed above in CLIN 0001 through 0003, or if First Article Testing (FAT) is waived, then the minimum shall be satisfied by ordering 5 production units as listed in CLIN 0004.”

2. QUESTION: Paragraph 2.5 cites as a Reference, Mil-Std-704F- Aircraft Electric Power Characteristics. It is unclear how this pertains to this RFQ for a 440 VAC, 3 ph, 3-wire Output.

ANSWER: Please refer to the updated Statement of Work which is provided as an attachment to this amendment.

3. QUESTION: Paragraph 3.15.2 states, “Specifically designed to service present and future aircraft no-break power requirements." Again, it is unclear how this would relate to a Frequency Converter with 440 VAC, 3 ph, 400 Hz Output.

4. QUESTION: Paragraph 3.17 cites an ambient Temperature of 52 Deg C. The standard shipboard maximum ambient temperature is 50 Deg C. Is the 52 Deg C a typo?

ANSWER: The solicitation is clear on its face.

5. QUESTION: We have no facility to provide different pricing for procurement year quantities ranging from

1 to 25. The price of the equipment decreases the larger the production orders are. It would be advantageous to the government and enable it to get better pricing by including FAR 7.2 which would provide for economic order quantities based on volume. It is very difficult to set pricing for quantities that may range from 1 to 25 and remain competitive while providing the best value for the government.

ANSWER: The solicitation is clear on its face. Please refer to solicitation page 55 of 63, FAR clause

52.216-1, Type of Contract (April 1984).

6. QUESTION: The dimensions in Table 1 of page 9 in our opinion are too small to accommodate an

180KVA SSFC that has transformer isolation. We feel the approximate dimensions should be 80"H z 72"W x 36"D or some variation of that approximate volume. Similarly, we feel that the weight at this power rating should be approximately 6000lbs. Are we permitted to bid dimensions that we feel are more technically feasible?

ANSWER: No, the solicitation is clear on its face.

7. QUESTION: On page 30, 52.209-3, First Article Approval, paragraph (b) notes that the first article test report must be submitted 60 calendar days from the date of this contract. It is clear in the paragraph that this is intended to be the completed first article test report and not just the format of the report. It is not possible to have the first article completed and tested within 60 days from the date of the contract. Please clarify.

ANSWER: On page 30 of 63 of solicitation, N65540-15-R-5171, FAR clause 52.209-3, First Article

Approval, sentence one of paragraph (b) has been revised from 60 calendar days to 90 calendar days from the date of this contract.

8. QUESTION: How shall we include the pricing for the first article? The price for this would include the non-recurring engineering (if applicable). We typically see separate line items for the first articles of the

FFP IDIQ multiyear contracts we have received or bid on.

ANSWER: As stated in Amendment 0002, the solicitation is clear on its face. Proposal content is at the discretion of the offeror.

9. QUESTION: Page 31, 52.216-19, Order Limitations, paragraph (b) states that the contractor is not obligated to honor any order for a single item in excess of 5 units. This does not make sense because 5 is the minimum, but the maximum would be 25 units annually. 1, 2 and 3 under paragraph (b) do not seem to make sense considering the maximum order limitations.

ANSWER: Page 31, 52.216-19, Order Limitations, paragraph (b), (1) and (2) has been corrected to reflect

25 units.

10. QUESTION: Paragraph 4. First Article Test Requirements - 4.1.1 Mill Std-901D - Shock Test: Please confirm that the Shock Test needs to be performed on only one Converter, operating in isolation.

(Converters which can operate in parallel with one or more converters normally would be required to undergo the Shock test while running in parallel with one other, which is not being subjected to the Shock

Test).

11. QUESTION: Paragraph 4. First Article Test Requirements - 4.1.3 EMI/MIL-STD-461F: Please advise if there is any maximum value on the capacitance between Line and Ground, on the Input and Output Phases.

12. QUESTION: Since this planned procurement has been designated as a small business set-aside, would a small business distribution/ dealership be eligible for award if they planned to procure the contract end item from a large business and then supply it to the government with no value or minimal value added?

ANSWER: Proposal content is at the discretion of the offeror.

13. QUESTION: Does the small business bidder need to be a manufacturer, as determined by the Walsh

Healey Act, in order to be eligible?

ANSWER: Yes, please refer to FAR clause, 52,222-20, Contracts for Materials, Supplies, Articles and

Equipment Exceeding $15,000.

14. QUESTION: Where on the ship will the unit be located (topside/above decks or below decks)?

15. QUESTION: Is this solicitation set aside for “Total Small Business” or “Small Business”?

ANSWER: Total Small Business

16. QUESTION: The solicitation schedule CLIN 0002 states the First Article Test Report delivery date is 90 days ADC. However, in the Clauses Section, Page 30 of 63, clause 52.209-3, FIRST ARTICLE

APPROVAL – CONTACTOR TESTING states the “the contractor shall submit the first article test report within 60 calendar days from the date of this contract…”. What is the delivery/due date for the FA Test

Report: 90 days ADC or 60 days from date of contract?

ANSWER: 90 calendar days from the date of this contract. Additionally, page 30 of 63, clause 52.209-3, FIRST ARTICLE APPROVAL – CONTACTOR TESTING, has been updated to reflect 90 days.

17. QUESTION: Is this solicitation for replacement of existing equipment or for new equipment?
