STATEMENT OF WORK
TO COLLECT AND DELIVER NON-OILY WASTEWATER FOR THE
WASTEWATER MANAGEMENT BRANCH OF THE
NAVAL SURFACE WARFARE CENTER, CARDEROCK DIVISION
1.0 Introduction
The Naval Surface Warfare Center, Carderock Division (NSWCCD) is conducting a program to evaluate methods of treating non-oily wastewater for shipboard and Forward Operating Base (FOB) applications. A critical aspect of the testing is to maintain the characteristics of the wastewater available to the laboratory during testing. The Non-Oily Wastewater Treatment Evaluation will determine how well the treatment systems perform using laboratory wastewater in that simulates shipboard-generated wastewater and FOB wastewater. The laboratory study will commence in August and requires delivery of the land-based wastewater sources from the same hauler throughout the study to maintain continuity and data integrity.
2.0 Criteria for the Septic Tank Hauler
Septic tank hauler must be certified in Maryland and Virginia. The hauler must have prior experience in collection and discharge procedures for Government laboratory facilities. The hauler must have a truck tank capacity to hold and transport 2,500 gallons of wastewater. The truck used for collection and delivery must be able to discharge upward a vertical height of fifteen feet into the NSWCCD storage tanks. The hauler must have approximately two hundred feet of three-inch septic hose (such as Kana-flex or equivalent) to collect wastewater from the various sites, and a three-inch male camlock connector to discharge into/from the NSWCCD storage tanks. The hoses must be secured to the fitting using hose clamps that are rated for the maximum pressure generated by the pump or clogged hose to prevent the hoses from detaching from the hose barb-camlock fitting. The hauler must maintain vehicles to prevent any fluid spillage, whether it is from the load or vehicle as the source. The hauler is required to be prepared with proper equipment to contain any such spillage, such as buckets, oil absorbent material/cloths, etc. The contractor must be responsible for any such spillage.
3.0 Scope of Work
The contractor shall provide services of septic tank hauler to collect shower/galley/scullery wastewater from Fort Myer in Rosslyn, VA and/or laundry water from ALSCO, Inc. in Alexandria, VA; or sewage from Noman M. Cole, Jr., Pollution Control Plant (Fairfax County) in Lorton, VA; then proceed to deliver each load to NSWCCD, Bethesda, MD (Building 60, Room 175). The hauler is required to coordinate each collection period to when the galley/scullery are operating their dishwashers at the Main Mess Hall (Building 404) at Fort Myer. Operation of the dishwashers is typically 0600 – 0700 hours or 1000 – 1400 hours. The contractor shall flush/clean the inside of their tank prior to collecting any load for NSWCCD to prevent contamination of the wastewater. The contractor shall contact NSWCCD if he/she is unable to collect a sufficient volume of wastewater in a 2-hr period. The contractor shall deliver up to three loads a day to NSWCCD. The contractor shall provide services throughout the period of performance, including during inclement weather. The contractor must obtain the required identification badges and follow security regulations at all locations.
4.0 Collection and Delivery Services
4.1 A load of graywater shall consist of 2,500 gallons of laundry water collected from ALSCO Inc. and/or 250 to 2,500 gallons of galley water collected from manhole 27A at Fort Myer. The manhole is adjacent to the Main Mess Hall (Building 404). Galley water collection must start below the grease layer in the tank. A load of blackwater shall consist of 2,500 gallons of sludge collected from Noman M. Cole, Jr., Pollution Control Plant (Fairfax County) in Lorton, VA. The collection point for the sewage is from the primary sludge thickener influent. A load (collection and delivery) shall be needed approximately eight or ten times a week for a total of 157 loads.
