This notice announces the intent to award a sole-source contract to Hi-Q Engineering, Inc. for engineering support services for the Fixed Submarine Broadcast System's Fixed Very Low Frequency/Low Frequency transmitters and antenna systems located at ten global sites. Hi-Q Engineering will provide engineering, maintenance, repair and modernization support for twelve transmitters ranging from 50kW to 2MW power ratings and utilizing solid-state and tube power amplifier technologies dating from the 1950s to 2000s. Services include rapid response to equipment failure reports to ensure uninterrupted critical radio broadcast communications between submarine fleet assets. | (A) QUESTION | (B) CATEGORY | (C) DOCUMENT | (D) SECTION | (E) PAGE | GOVERNMENT RESPONSE |
| Would the government tell us which Tasks listed in section 3.1 are planned to be awarded within the first 6 months of the contract award and in what priority? | QUESTION | PWS | NA | NA | The proposed procurement will result in the award of an Indefinite-Delivery Indefinte-Quantity (IDIQ) contract, utilizing Cost Plus Fixed Fee (CPFF) and Firm Fixed Priced (FFP) task orders. The contract minimum quantity is a total of $25,000. A task order is dependent on evolving, emergent mission requirements in various FSBS locations around the world as well as available funding. |
| What is the average turn around time from Task Order Development to being fully funded with approval to execute work? | QUESTION | PWS | NA | NA | The proposed IDIQ will allow for the predominant issue of CPFF task orders. FFP will be considered on an individual order basis. Task orders may include CPFF Level of Effort, CPFF Completion, and FFP contract line item numbers. CPFF Level of Effort may be incrementally funded. |
| Would the government consider establishing a FFP Task Oder 001 to include Program Management Support, Lab Support to include SME Level Systems Engineering Support, Help Desk, and an On-Call Technical Support (CASREP) Support CLIN (to be used as needed). This would stabilize the Core Support team and ensure funding is in place to hire/retain qualified critical staff members at contract award. | SUGGESTION | PWS | ALL, RFP 3.2 Program Management, RFP 3.6.2 On Call Support | ALL | The Government will consider the suggestion. |
| Would the government please define "secure connectivity access" under RFP Paragraph 2.1.3 Does this include classified connectivity such as SIPRNet? | QUESTION | PWS | 2.1.3 | 10 | The referenced PWS language in this draft RFP has been moved and updated for the final RFP release. The “secure connectivity access” is referring to the authorized VPN-type solution to gain access in to the network from a remote/alt location – it is not referring to a SIPRNET connection. |
| If "secure connectivity access" under RFP Paragraph 2.1.3 includes classified connectivity (e.g., SIPRNET) can the government clarify that it will sponsor the circuit as a post award action. | QUESTION | PWS | 2.1.3 | 10 | The referenced to "secure connectivity access" under RFP Paragraph 2.1.3 does not include classified connectivity (e.g., SIPRNET). |
| RFP paragraph 3.6.3 states that the contractor manages both Classified and Unclassified Mailboxes. Are we to assume that this Help Desk support will be funded as part of Task Order 001? | QUESTION | PWS | 3.6.3 | 22 | The IDIQ PWS is the overarching performance tasks for an indefinite quantity of services for a fixed time. A task order will include a tailored PWS crafted from the overarching IDIQ PWS task. |
| It is understood that the government intends to use a combination of CPFF, CPFF LOE, and FFP Task Orders. Would the government consider making Task orders FFP with payment milestones (Example: SOVT Acceptance or Operational Acceptance) that may also include payment reductions if the work is not completed on time or acceptable? | QUESTION | CDRLs | A012 | 37 | The proposed IDIQ will allow for the predominant issue of CPFF task orders. FFP will be considered on an individual order basis. FFP task orders will be structured in the best interest of the Government. |
