This is a justification to support the procurement of items that are peculiar to one manufacturer under the Command and Control (C2) Equipment multiple award contract (MAC). The scope of this contract includes the procurement and delivery of C2 commercially available off-the-shelf (COTS) equipment, software and hardware licenses/maintenance associated with COTS equipment not available via mandatory sources, renewals for software and hardware licenses/maintenance not available via mandatory sources, warranties, associated incidental services and all associated documentation necessary to perform the SPAWAR mission. The software licenses and support listed below are considered to be within scope of the MAC, have been determined to be commercially available through various re-sellers, and are not available via mandatory sources.

The brand name items listed are required to support the USS Secure Shore Right Size enclave, which includes Standard Telemetry and Command Components (STACC) and Computer Network Defense Systems (CNDS), to be located at SPAWARSYSCEN Atlantic. USS Secure Shore Right Size enclave will use software and network protocols that are deployed in operational environments. The required software is in support of the SPAWAR HQ 5.8 USS Secure effort to provide STACC and CNDS cybersecurity testing environments.

Extensive engineering and market research of available products that meet the stringent requirements for compatibility with the currently fielded STACC and CNDS systems was conducted with the subject products meeting these requirements. The above BMC software products are the approved software for the STACC and CNDS projects and meet specific critical design, functional, and operational requirements necessary for mission support. These software products underwent extensive testing and evaluation to be approved as part of the STACC and CNDS design and configuration baseline documentation. The STACC and CNDS software selected for fielding was based on performance, reliability and support. The approved configurations for both STACC and CNDS require that no other products be used in place of the products listed above. The above software comprises the currently fielded STACC and CNDS configurations and has been tested and integrated in various locations. If this specific brand BMC software is not used, the STACC and CNDS test environments will not exactly mirror the fielded systems, thereby hindering the C4I Functional Domain representation for cross- SYSCOM cybersecurity testing. The currently fielded architecture dictates the use of this brand in order to ensure mission success.

Different vendor products for the USS Secure Shore Right Size cybersecurity testing environment would prohibit direct testing of the exact STACC and CNDS fielded configurations. Additionally, the resulting delays and potential cybersecurity risks from different product selections would create a significant fiscal and operational impact to mission critical components.

5. DETERMINATION OF FAIR AND REASONABLE COST.

The proposals will be analyzed in accordance with FAR 15.404. It is anticipated that the government will use various cost/price analysis techniques, including but not limited to: (1) comparison of proposed prices; (2) comparison of proposed prices to historical prices paid;

(3) comparison of proposed prices with independent government cost estimate amounts; and (4) comparison of proposed prices obtained through market research for the same or similar items such that the anticipated cost to the government will be fair and reasonable.

6. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.

Although the items are peculiar to one manufacturer, all MAC holders will be provided a fair opportunity to be considered for the orders.

7. ACTIONS TAKEN TO REMOVE OR OVERCOME BARRIERS THAT LED TO THE BRAND NAME JUSTIFICATION.

Since the specified BMC software has undergone extensive testing and evaluation, and the software comprises the currently fielded STACC and CNDS configurations, it is likely that this specified software will be required for the foreseeable future. Should other acceptable sources become known that meets the Government's unique needs, appropriate action to ensure competition will be taken.
