This is a justification to support the procurement of item(s) that are peculiar to one manufacturer under the PBX (Private Branch Exchange) Equipment, Switches and Routers multiple award contract (MAC). The scope of this contract includes the procurement and delivery of PBX equipment, switches and routers commercially available off-the-shelf (COTS) equipment and accessories; maintenance;

training; evaluation and repair; equipment integration, configuration and setup; and upgrade kits not available via mandatory sources to perform the SPAWAR mission. The items listed below are considered to be within scope of the PBX Equipment, Switches and Routers MAC, and have been determined to be commercially available through various resellers. The iDirect equipment is Commercial Off-The- Shelf (COTS) and is not available via mandatory sources.

3. DESCRIPTION OF SUPPLIES.

MFG: IDirect 9350 P/N: K0000160-0001- Satellite Router (AC) QTY:4

4. IDENTIFICATION. FAR 16.505(a)(4) items are peculiar to one manufacturer.

In November 2014, the Department of Defense Chief Information Officer (DoD-CIO) directed the use of a Defense Information Systems Agency (DISA) and selected an Enterprise SATCOM Gateway Modem (ESGM) for use by the Joint Global Broadcast Service (GBS) users, including the Navy. DISA selected the iDirect 9350 Satellite Router as the sole source ESGM. There is no alternate manufacturer/ vendor that produces a device that meets the criteria for ESGM as directed by DISA. This procurement will obtain four (4) of these devices for use in Navy environmental qualification testing (EQT) and follow-on developmental/operational testing (DT/OT).

The DISA directed ESGM (iDirect 9350) is the only ESGM TRANSEC compatible device for use in Navy GBS afloat systems. Without this U.S. Navy ships and submarines will not be able to receive the GBS Joint broadcast, severely degrading assured Command and Control (C2) and counter anti-access/area denial (A2/AD) operations. No other manufacturer produces a device that meets the criteria of

DISA.

The use of the ESGM iDirect 9350 Satellite Router is directed by DISA and is required to be able to operate and view the GBS broadcast.

ESGM is one of the key and essential required devices required for GBS, without which GBS will not operate and can not meet DOD- CIO directed TRANSEC requirements for network interoperability and cybersecurity.

5. DETERMINATION OF FAIR AND REASONABLE COST.

The proposals will be analyzed in accordance with FAR 15.404. It is anticipated that the government will use various cost/price analysis techniques, including but not limited to: (1) comparison of proposed prices; (2) comparison of proposed prices to historical prices paid;

(3) comparison of proposed prices with independent government cost estimate amounts; and (4) comparison of proposed prices obtained through market research for the same or similar items such that the anticipated cost to the government will be fair and reasonable.

6. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.

Although the items are peculiar to one manufacturer, all MAC holders will be provided a fair opportunity to be considered for the orders.

7. ACTIONS TAKEN TO REMOVE OR OVERCOME BARRIERS THAT LED TO THE BRAND NAME JUSTIFICATION.

Since the specified equipment is part of the baseline inventory which has an approved hardware baseline for the GBS Joint Broadcast, it is likely this specified equipment will be required for the foreseeable future until other suitable solutions supporting GBS Joint broadcast system have been identified and accredited. In the event that other suitable solutions are not identified we will continue to pursue
