JUSTIFICATION FOR SINGLE SOURCE (SIMPLIFIED ACQUISITIONS <$150K)
1. The service listed on 1300686349 is available from only one source and competition is precluded for reasons indicated below. There are no substitutes available.
2. This acquisition is restricted to the following source:
Contractor: Spirit Communications Contractor Address: 1500 Hampton Street Columbia, suite 101, SC 29201
3. Description of the service required and required delivery date/period of performance.
One year use of Dark Fiber Optic Cable in a Ringed Configuration, , 1/28/2018- 1/28/2019
4. Specific characteristics of the service that limit the availability to a single source e.g., unique features, function of the item, etc.
The Spirit dark fiber (fiber utilized by only SPAWAR) has been in use for over 6 years by the Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic’s Research Development Test & Evaluation (RDT&E) Unclassified and Secret Internet Protocol Router (SIPR) networks as part of the Network Connectivity, Security and Management solution. The dark fiber provides a secure and fault tolerant ring of Layer 1 connectivity between the network infrastructure on the Charleston Naval Weapons Station and the Charleston Old Navy Shipyard. Without this connectivity, employees at the Charleston Shipyard locations would have no phone service, no security (badge swipe/alarm) system service and the network users would be unable to complete their tasks therefore putting their missions at risk.
Spirit is the owner of the fiber being used and is therefore the only company that can execute the lease. Changing to another fiber provider will require a complete overhaul of the network architecture, configurations and security settings on the Research Development Test & Evaluation (RDT&E) network and Secret Internet Protocol Router Network (SIPR), as well as complete new training and deployment of new equipment.
These efforts would not only require the Integrated Product Team (IPT) to be shut down but every program/system that operates on the RDT&E network would be impacted. This would cause mission failure on multiple fronts.
Research was completed by using an Analysis of Alternatives (AOA) between existing vendors. It was determined that due to cost, schedule, performance and mission requirements, Spirit met the requirement. Estimate was derived from existing contract of which the above hardware is currently used and obtaining market research from the OEM.

5. Check and fill in all that are applicable:
The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:
This requirement is for the renewal of the lease of dark fiber (fiber only used by SPAWAR) from Spirit Communications. The fiber already exists between the Charleston Naval Weapons Station and the Charleston Old Navy Shipyard.
