JUSTIFICATION FOR SINGLE SOURCE (SIMPLIFIED ACQUISITIONS <$150K)
1. The services listed on PR number 1300695958 is available from only one source and competition is precluded for reasons indicated below. There are no substitutes available.
2. This acquisition is restricted to the following source:
Contractor: Command Decisions Systems & Solutions Inc.
Contractor Address: 13045 Harvest Place, Clifton, VA 20124-0948
3. Description of the services required and required delivery date/period of performance.
Provide programmatic and technical support services for the White House Communications Agency (WHCA) Mobile Communications Vehicle (MCV) project from 14 Jun 2018 – 30 Sep 2018. Total Ceiling and Funding amount for this effort shall be $149,904.21. Work shall include design, integration, troubleshooting and basic operation of combinations of the following communications systems and associated antennas into a commercial platform:
• Commercial (Wideband) SATCOM
• Narrowband (Military) SATCOM
• Cellular Voice and Data Systems
• Wireless Data Networks
• Military and Public Safety Line of Site Radio Systems
• Computer systems (Thick Client)
• Networking systems
• Power and grounding systems
• Peripheral devices (connectors, cabling, terminators, coupling, keyboard/video/mouse switches, etc.)
• Video Surveillance Systems
4. Specific characteristics of the services that limit the availability to a single source e.g., unique features, function of the item, etc.
Originally the tasking was to integrate 17 MCVs: 2 MCVs during the base year, 12 MCVs during Option Year 1 and 3 MCVs during Option Year 2. Due to the vehicle platform modifier (located in Detroit) missing significant milestone dates from UAT failures and extensive rework efforts, the vehicle delivery schedule was significantly delayed. These delays resulted in no MCVs being delivered and integrated during the base period. A Task Order modification, N65236-13-D-5847-0001-03, was awarded on 7/21/2016, which exercised Option Year One (CLIN 2001) and realigned $185,519.55 in unfunded ceiling from Option Year Two to Option Year One. The ceiling realignment was required to support the integration of 2 additional MCVs, which were previously planned to be integrated during the base period. The realignment of funds left an unfunded ceiling amount of $1,674,334.21 for Option Year Two. The level of effort associated with Option Year 2 was anticipated to be significantly lower than Option Year One. Due to the vehicle platform modifier continuing to miss significant milestone dates from UAT failures and extensive rework efforts, the vehicle delivery schedule was significantly delayed again. An amendment to the WHCA MCV project's Mission Alignment was approved by the Executive Director extending the project completion date to 9/30/2018 (MA# 139.1). By the end of Option Year One (7/20/2017), only 1 MCV was delivered to WHCA as opposed to the originally planned 14 MCVs. MCV 1 became the baseline for the integration of the remaining fleet. In an effort to meet the 30 September 2018 project completion date, the PWS was modified in conjunction with a ceiling increase and the execution of option year 2; N65236-13-D-5847-0001-05 was awarded on 7/16/2017. The modification realigned the number of MCVs to be integrated during Option Year Two from 3 MCVs to 15 MCVs. The modification also increased the level of effort from concurrently integrating 2 MCVs to 5 MCVs. As integration of the next MCVs moved forward it quickly became evident that there were significant vehicle variations from the first MCV and the remaining vehicles in the fleet which were caused by the platform modifier. These variations required extensive rework efforts/workarounds causing the integration schedule to again slip to the right. As a mitigation strategy we brought on additional resources to focus on fixing all issues within the remaining MCVs in the fleet to prevent any further schedule slips and increased the ceiling again, N65236-13-D-5847-0001-06. The current Task Order’s period of performance ends on 6/13/2018 and the base contract’s PoP expiration date is also 6/13/2018. Due to warranty issues not being rectified on time by the platform modifier, the last 2 MCVs will not be able to be fully integrated and tested by the current Task Order’s PoP end date of 6/13/2018. In addition we currently are using the contractor facility to perform the integration work so once the task order ends we will no longer have a facility to perform the remaining work as no available Government facility, at this time, is large enough to support the integration effort or is in accordance with the customers' strict security requirements.
CDS2 is the only vendor positioned to support these tasks in the required time-frame necessary to successfully execute and complete this task without a high risk of failure or a work stop. They possess a core knowledge of the requirements, baseline design configurations, which are required to continue engineering design and integration/production support in the short time-frame necessary to meet the MCV delivery dates. They also possess the required Yankee White clearances. CDS2 is not a Prime contractor on any SPAWAR internal contract vehicles. If we do not get this task order awarded to CDS2, the Integration/Production schedule will move to the right far past the task order PoP end date and work would come to a halt once the task order ends. Due to the complexities of the MCV and the aggressive delivery schedule, we would not have time to ramp up another contractor to finish integrating the remaining 2 MCVs. Since the project ends on 30 Sep 2018, it would not be conducive for the Government to re-compete the work for a task order with only a 3 month PoP. If we had to re-compete the work, the time frame for awarding Task Orders would put our effort in severe jeopardy of a major work stop preventing IOC approval required for the MCVs to deploy with all the Presidential motorcades. Also it would take ~6 months of overlap to ramp up another vendor putting our delivery schedule in jeopardy and costing the Government approximately $2,000,000.
5. Check and fill in all that are applicable:
· The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:
· A patent, copyright, or proprietary data limits competition. The proprietary data and corresponding level of Government rights (if any) are described as follows:
· These are “direct replacement” parts/components for existing equipment and similar parts/components will not meet the Navy’s requirement.
