About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) issued by the Department of the Navy's Strategic Weapons Facility Atlantic in Kings Bay, Georgia. The procurement is for original equipment manufacturer (OEM) MTU 10V2000M92 engines with ZF Marine gear for a 64-foot Patrol Boat, specifically designed for Gладding Hearn vessels. WW Williams was awarded the contract on July 25, 2025 for one engine at $370,306 for PB64 Gладding Hearn vessels at SWFPAC. The Navy conducted market research, posted a Sources Sought Notice on SAM.gov, and found that while four small business vendors expressed interest, none were authorized Rolls-Royce MTU dealers, rendering them technically unacceptable. The contract requires engines to be new or re-manufactured and exactly compatible with current vessel engines, with the government continuing to monitor the marketplace for alternative options.
