About this file

This is a combined synopsis and solicitation for commercial products and services issued by Strategic Weapons Facility, Atlantic (SWFLANT) under Request for Quotation (RFQ) N6470926Q0038. SWFLANT intends to establish a single-award Blanket Purchase Agreement (BPA) for the recurring purchase of commercial safety footwear and related mobile fitting and distribution services at Naval Submarine Base Kings Bay, Georgia. The BPA ordering period runs from 28 September 2026 through 30 March 2031, with no minimum quantity guaranteed. The Government estimates annual requirements of approximately 50 pairs of safety footwear and 12 scheduled mobile-service visits. This solicitation is set aside for small business under NAICS code 458210 (Shoe Retailers) with a business size standard of $34,000,000; vendors not certified as small businesses must provide self-certification.

The BPA pricing structure includes two items: BPA Item 0001 (Mobile Retail Vehicle Operations) billed as a firm-fixed price per visit covering all travel, fuel, truck operations, and base-access logistics, which may be proposed at $0.00 if costs are included in footwear pricing; and BPA Item 0002 (ASTM F2413 Compliant Safety Footwear) priced on a per-pair basis at the contractor's documented retail MSRP minus all applicable discounts, with a maximum per-pair price of $300.00. The Government will validate individual footwear prices before payment using supporting documentation, current commercial pricing, and market research. Quoters must agree to the $300 maximum price per pair and submit complete quotations addressing all requirements. Award will be made to the responsible quoter whose quote represents the lowest-price technically acceptable (LPTA) offer. Quotes must be submitted by email to spk12contracts@swflant.navy.mil by 18 September 2026 at 12:00 PM EST in Adobe or Microsoft Office format. Individual calls under the BPA cannot exceed $20,000, and total purchases cannot exceed $100,000. The contractor must provide a fully stocked mobile retail vehicle with on-site fitting, sizing, and immediate issuance of approved safety boots at Building 6005, 1150 USS Los Angeles Road, Kings Bay, Georgia 31547, coordinating installation access through the COR/Call Manager and conducting scheduled visits once monthly with additional on-call visits as needed.

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with RFO FAR 12.202(b)(1). This announcement constitutes the only solicitation. Quotes are being requested under Request for Quotation (RFQ) no N6470926Q0038 and a separate written solicitation will not be issued. Strategic Weapons Facility, Atlantic

(SWFLANT) intends to establish a single-award Blanket Purchase Agreement (BPA) under RFO

FAR 12.201-1(e)(3) for the recurring purchase of commercial safety footwear and related mobile fitting/distribution services. The BPA establishes a Firm Fixed Price for Mobile Retail Vehicle

Operations and an allowable footwear price for ASTM F2413 Compliant Safety Footwear. This

BPA does not obligate funds. The Government is obligated only by authorized orders placed under the BPA. The BPA ordering period will be 28 September 2026 through 30 March 2031.

The BPA establishes terms and conditions for commercial safety footwear and related mobile fitting and distribution services provided from a contractor-owned and contractor-operated mobile trailer or truck at the designated performance location for this BPA. This solicitation is set aside for small business. The NAICS code is 458210 - Shoe Retailers, and the business size standard is $34,000,000, if vendors are not certified as a SB under this NAICS they must provide self-certification of their business size with their proposal.

BPA Price List

BPA Pricing Structure:

• BPA Item 0001 (Mobile Retail Vehicle Operations): Billed as a Firm-Fixed Price (FFP) rate per visit. This rate represents the contractor's complete compensation for all travel, fuel, truck operations, and base-access logistics. (Note: If the contractor includes these costs in their footwear pricing, this item shall be proposed at $0.00 / No Cost).

• BPA Item 0002 (Safety Footwear): The allowable footwear price shall be billed on a per-pair basis and submitted with your monthly invoice. The price to the Government shall be the contractor's documented retail MSRP (Manufacturer's Suggested Retail Price) minus contractor discounts. Under no circumstances shall the final price of any single pair of shoes exceed $300.00.

Allowable Footwear Price. The maximum allowable footwear price is the contractor’s documented MSRP (Manufacturer’s Suggested Retail Price) less all applicable discounts for the exact manufacturer, model, and size issued. Documented MSRP less discounts means the current published MSRP minus all discounts the contractor actually receives or is entitled to, including but not limited to volume discounts, promotional discounts, dealer discounts, and any other applicable reductions. The total price per pair shall not exceed the contractor’s current publicly available commercial retail price for the exact manufacturer and model, or $300.00 per pair, whichever is lower, unless the Contracting Officer authorizes a higher amount in writing.

Quoter Submission Table. Quoters shall complete the following table as part of their quotation:

FAR 52.212-1 ADDENDUM: Instructions to Offerors – Commercial Items

SWFLANT requests a quote by 18th September 2026 at 12:00 PM (EST) to provide the services described in this notice. The Government may consider late quotes. Contractors responding to this request must furnish a quote as described below.

The quote must demonstrate an understanding of and ability to meet all of the requirements set forth in the Statement of Work (SOW) referenced herein. Throughout the quote, the Offeror shall provide sufficient detail to substantiate the validity of all statements. The Offeror shall demonstrate that the quote complies with the requirements, terms, and conditions of the solicitation. General statements that the Offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or paraphrasing the solicitation’s requirements in whole or in part, will NOT constitute compliance. Failure to conform to any of the requirements of the solicitation may form the basis for rejection of the quote.

Brochures are not desired; clarity, completeness, and conciseness are essential and the overall quality of the quote will be evaluated in the context of being representative of the Offeror’s services. An Offeror’s quote is presumed to represent the best efforts to respond to the solicitation.

Since only the quote submitted in response to this solicitation will be evaluated, Offerors should make certain that their quote is complete with regard to the information provided. Data previously submitted, or presumed to be known, e.g., previous projects performed for the

Government, will not be considered in the evaluation unless that information is physically contained in the quote. Provide the company name, street address, and SAM UEI number.

Offerors are advised that the Government may selectively verify any information provided in the quote. Offerors are cautioned that they are responsible to ensure that material that they desire to have evaluated for a particular section is contained in that specific section.

Quotes may be only e-mailed directly to spk12contracts@swflant.navy.mil, the sole designated e-mail address and inbox for receipt of e-mail submissions. No other electronic means of submission, used in whole or in combination with e-mail, is permitted.

E-mail quotes shall be in either Adobe or Microsoft Office format. Offerors are advised that the

Government may be unable to receive other types of electronic files (e.g., .zip files) or files in excess of 20 megabytes. To be timely, an e-mail quote must be received in its entirety in the designated E-mail inbox by the due date and time for quote submission. An e-mail quote that resides on a Government server, but has not appeared in the designated e-mail inbox by the due date and time for quote submission will be considered late unless the exception at FAR 52.212-

1(f) (2) (i) (A) applies. The exception at FAR 52.212-1(f) (2) (i) (B) shall not apply to e-mail quotes. Unless offeror proposes a shorter period, by submission of an offer, the offeror agrees that its offer, including any timely revisions thereto, shall remain valid until the Government makes award under this solicitation. The foregoing does not preclude an offeror from withdrawing its offer prior to award.

FAR 52.212-2 ADDENDUM: Evaluation– Commercial Items

The Government shall establish a BPA resulting from this RFQ with the responsible quoter whose quote, conforming to the RFQ, represents the Lowest-Price Technically-Acceptable

(LPTA) offer.

Price Evaluation Method:

The Government will evaluate price based on the quoter’s proposed Mobile Retail Vehicle

Operations – priced per visit under BPA Item 0001. The quoter must agree to the $300 maximum price per pair, and allowable footwear price documentation, stated in this solicitation to be technically acceptable.

The Government will validate the price of individual footwear purchases before payment using the contractor’s supporting documentation, current commercial pricing, previous purchases, market research, or other reasonable methods.

Technical Acceptability. To be determined technically acceptable, the quoter shall—

(1) submit a complete quotation that addresses all RFQ requirements;

(2) agree to the BPA pricing discount structure, supporting-documentation requirement, and

$300.00 maximum total price per pair;

(3) demonstrate the ability to provide safety footwear meeting the ASTM F2413 requirements stated in this RFQ;

(5) agree that the proposed footwear discount and visit rates are inclusive of all fitting, mobile truck operations, issuance/distribution, labor, delivery, transportation, administration, overhead, and profit;
