About this file

This is a Questions and Answers document for a federal contract solicitation regarding the installation of solar-powered parking lot lights at Naval Station (SWFLANT) for Buildings 6003, 6004, and 6005.

The project scope involves installing 22 government-furnished solar light fixtures on existing 30-foot square tapered steel poles at three separate parking lots. All fixtures are identical in make and model, feature dusk-to-dawn illumination with 50% dimming capability, and include all required mounting hardware. The contractor is responsible only for installation; no new poles are required, no existing fixtures are to be removed, and the inoperable permanent lights should remain in place. Fixtures must be mounted on top of existing poles where feasible, or angled beneath permanent fixtures to illuminate parking lots. The contractor must provide lift equipment (boom lift or scissor lift), coordinate temporary closure of up to two parking spaces per location during installation, and provide a porta potty. Work must be completed within two weeks of scheduling. The Government will provide specification sheets, pictures of installation locations, Google Maps coordinates, and light fixtures at Engineering Support Building (ESB) for handover. A boom lift requires inspection and vehicle pass approval upon entry to the base. Contractor equipment may be left overnight in designated laydown areas near the building locations. Tree trimming has been submitted as a separate work order to address potential obstruction of light placement.

Question Number Contractor Questions Government Response

1 At what height are the new fixtures to be mounted on the existing poles at each building? 30’ Above Fixed Floor

Will the existing light fixtures be de-energized/disabled after the new solar units are installed? If they remain active, the ambient light may prevent the solar fixtures' dusk-to-dawn sensors from functioning properly. The permanent lights do not work at this time.

Can the contractor block 2-3 parking spaces adjacent to each fixture during installation? If so, how many fixtures can have spaces blocked simultaneously, and are there restricted hours for parking lot closures?

Yes parking lot areas around lights can be blocked off. However, we cannot block off all spots at once due to limited parking spots. The Contractor will be required to coordinate the parking lot closure as stated in Section C, Description/ Specifications/ Statement of Work, of the contract.

Is the contractor responsible for moving fixtures from the Missile Parts Warehouse (B3036) to each installation location? Will a government escort be required for this?

The government will have lights on hand at ESB to hand over to contractor at the start of project.

Will a boom lift be permitted on base and in the work areas? Are there any size, weight, or certification requirements for equipment entering SWFLANT? A boom lift can be brought on base, it just needs to be inspected and get a vehicle pass.

Can the contractor leave a boom lift and tools on base overnight? If so, is there a designated staging area near Buildings 6003, 6004, and 6005? Yes, the lift can be left overnight in the designated laydown area.

7 Are all light fixtures to be installed across parking lots the same make and model? Yes

Can you please confirm the light fixture make and model # (perhaps a photo of nameplate/specs or brochure weblink)? See attached specification sheet and pictures.

Can you please provide more information on the accessories to be installed (i.e. will there be an external/emergency battery bank that will need installed, additional sensor controls, etc.) No external emergency bank. Only the Solar lights provided shall be installed.

10 Are all parking lot light poles identical in height? Yes 11 Can you please confirm the parking lot light pole heights? 30’

Please clarify the intended mounting configuration for the new solar powered parking lot lights at locations where two existing pole-mounted light fixtures are already present.

Should the new solar light be mounted on one of the existing poles, or is a separate mounting location required? Solar lights are to be mounted on the specified existing poles to illuminate the parking lot.

At locations where there is one existing operable pole-mounted light, should the new solar light fixture be oriented toward the parking lot area or toward the adjacent roadway? Solar light fixtrure should be oriented towards the parking lot.

Would the Government permit temporary closure of two (2) parking spaces per pole location during installation, with spaces reopened immediately after work at each location is completed? See response to question three.

Please confirm whether the Government-furnished solar powered parking lot lights include all required mounting hardware, brackets, and pole mounting assemblies, or if the contractor is expected to provide any additional mounting components or poles for installation. All hardware is with the lights.

Please clarify the intended mounting method for the solar powered parking lot lights. Are the fixtures to be mounted on existing or new light poles, or are they intended to be mounted directly to the exterior walls of Buildings 6003, 6004, and 6005? All fixtures are to be mounted on existing light poles.

will you please provide manufacturer, model number, and cut sheets for the solar light fixtures to be installed, including mounting configuration and dimensions, to allow accurate equipment and labor planning? see specification sheets

18 Can we have the exact specs for the lights and fixtures that you have? see specification sheets

Are new poles required or will they be attached to existing poles and/or building mounted.

Could you please clarify? All fixtures are to be mounted on existing light poles.

What are the salient characteristics of the various fixtures i.e. voltage output, lumens, wattage, type of housing (metal, plastic) color of fixture? see specification sheet

21 Will a lift be needed? Means and methods is at the contractors discretiion.

22 Illumination time, a single timed mode or a dual timed mode? Illumination time is from Dusk to dawn.

23 Are there existing fixtures to be removed if so, will the Govt. lock out the power? Nothing is to be removed.

24 Please post pictures of the various locations for the install See pictures. Three separate parking lots. Poles are 30’

Is this project just for the installation of lights that are already purchased or is this listing for product and installation of solar lights? This project is for the Installation of government purchased lights.

26 Do the fixtures have to be at a minimum or maximum height on the poles? See response to question one 27 The lumens or foot candles per fixture? see specification sheets

What is the pole mounting specs/requirements? will be required to be hurricane proof footings that the poles are mounting to, are the footings included, or do they need to be priced as well?

This project is not for the installing poles, the contractor will only be installing Government provided solar light fixtures.

Can you share the exact Google Maps location (coordinates or link) of the requested area?

This will help your design team review the shading conditions. see attachment of parking lots.

What material are the current poles made from? Some poles cannot be retrofitted depending on their configuration. 30’ square tapered steel pole.

Would you prefer the lights to operate at full power all night, or have them dim during a certain portion (50% dimming is standard)? Dusk to dawn with 50% dimming.

Are existing parking lot lights for buildings 6003, 6004, 6005 solar lights as well or hardwired to facility power? Both, there is permanent lights and solar lights attached to poles.

Can you please specify what you mean by "attachments" in the scope of work? Are these mounting attachments for the solar light fixtures or are these supplementary/auxiliary backup battery packs? There is no external emergency bank. The mounting attachment is the solar light fixtures.

Is the contractor locking out circuits controlling existing parking lot lights (if connected to utility)? or are existing parking lot lights on a timer / controller? The contractor is only installing solar lights.

Will Naval Station provide use of facilities (i.e. washroom) for contractor use or is the contractor required to provide its own utilities (portapotty)? A porta potty will be required and it will need to be emptied and strapped down.

Are there extra solar lights in stock just in case Navy provided solar lights come out of the box defective (very rarely, but still occurs)? There are 22 solar lights on hand.

37 Are contractors allowed to use on base scissor lifts? The contractor will have to provide lift.

38 Do you know what wattage you're looking for with these solar lights? see specification list.

For the 2-week term, is that just 2 weeks once work is scheduled or expected to be completed 2 weeks after acceptance of bid? Once work has been scheduled, the contractor has two weeks to perform.

40 Do you want the lights on the top or the bottom?
