About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for the United States Department of the Navy's Strategic Weapons Facility, Atlantic (SWFLANT). The document details a sole source contract for Navy Gateway Inns & Suites (NGIS) berthing located on Naval Submarine Base, Kings Bay, Georgia, to support SWFLANT watchstanding personnel. The contract is for a one-year base period from 01 October 2025 to 30 September 2026, using Fiscal Year 2026 Operation and Maintenance (O&MN) funding, with a firm-fixed price.
The justification emphasizes the critical need for on-base berthing to ensure rapid 15-minute response times for command duty personnel protecting national security assets. Off-base berthing options were deemed unsuitable due to potential delays from travel time, security protocols, and external factors like traffic and weather. Market research was conducted, including a 5-day posting on SAM.gov to solicit potential sources, but no alternatives were found that could meet the agency's stringent operational and security requirements. The contract will be awarded to Kings Bay NGIS as the only facility physically located on the base that can provide the necessary immediate accessibility for watchstanding personnel.

N64709-26-0001
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Identification of the Agency and Contracting Activity
The agency and contracting activity for this effort is the United States Department of the Navy’s Strategic Weapons Facility, Atlantic (SWFLANT) located at 1150 USS Los Angeles Rd, Kings Bay, GA 31547-2634.
2. Description of the Action Being Approved
The acquisition of the supplies/services particular to one manufacturer or company because only one source is reasonable available under a Sole Source Justification.
3. Description of Supplies/Services and Estimated Value
SWFLANT requires Navy Gateway Inns & Suites (NGIS) berthing located on Naval Submarine Base, Kings Bay, Georgia, for SWFLANT watchstanding personnel to remain on the installation while on duty to meet command operation and emergency requirements. The contract is expected to be a firm-fixed price contract for one base year. The period of performance of this required support is anticipated to be 01 October 2025 to 30 September 2026. The total value is anticipated to be $ using Fiscal Year 2026 Operation and Maintenance (O&MN) funding.
4. Statutory Authority Permitting Brand Name Justification
This action is being executed in accordance with FAR 13.106(b)(1)(i) as only one source is reasonably available.
5. Rationale Supporting Use of Cited Authority
SWFLANT has determined that it is essential to the Government’s requirements to contract for berthing on Naval Submarine Base Kings Bay, Georgia, and market research indicates other berthing options located off of the installation do not meet the agency’s needs. Per SWFLANT Instruction 1601.4P, SWFLANT personnel fulfilling watchstanding responsibilities must provide 24 hours per day support to meet SWFLANT’s mission on protecting vital national security assets. The instruction requires certain duty personnel to report to various areas on Naval Submarine Base Kings Bay, Georgia, within 15 minutes of being notified. This prompt response is essential for maintaining operational readiness. Kings Bay NGIS is the only facility physically located on Naval Submarine Base Kings Bay, Georgia, capable of supplying temporary berthing in support of operations and security requirements that will allow the SWFLANT Command Duty Officer (CDO) and Officer of the Day (OOD) to respond within 15 minutes of notification for any incidents.

IN REPLY REFER TO:
Off-base berthing options would not meet the 15-minute mustering requirement required in the instruction due to the following reasons:
1. Off-base berthing would involve travel time to and from the base, which can significantly delay the response time;
2. Relying on off-base berthing options may introduce uncertainties regarding availability and readiness, whereas on-base berthing ensures immediate accessibility and preparedness to respond within the required timeframe;
3. Delays in entering the base could arise from security protocols such as identity verification and vehicle inspections at the base entrance. While these measures are essential for ensuring the security and safety of the base and its personnel, they can also contribute to potential delays in accessing the base, especially during high-security alerts or busy periods.
Additionally, factors such as traffic congestion near the base entrance or adverse weather conditions could further impede timely entry onto the base from off-base berthing facilities. Such delays when coupled with contracting for off-base berthing would likely prevent watchstanding personnel from mustering at various on-base locations within the required 15 minutes of notification. Consequently, contracting for off-base berthing would not meet the agency’s needs.
6. Market Research Conducted
The mandatory sources were surveyed and none was identified that could meet the requirements. The requirement is available in the open market. An intent to award was uploaded onto SAM.gov for 5 days to solicit capability statements.
7. Description of Efforts Made to Solicit Offers from as Many Potential Sources as Practicable
In addition to the market research described in Section 6 above, an Intent to Award for the requirements was posted in SAM.gov for 5 days allowing as many potential sources as practicable to review the requirement and submit a quote or offer for informational purposes only.
8. Fair and Reasonable Determination
All quotations or offers will be evaluated in accordance with FAR 13.106-3(a) and award will not be made unless the Contracting Officer can find the price fair and reasonable.
9. Other Facts Supporting the Use of Other than Full and Open Competition
None
10. List of Sources that Expressed an Interest in the Acquisition
None
11. Actions to Remove or Overcome Barriers to Competition
Based upon the aforementioned facts and details identified in Section 5, the Government does not foresee a feasible alternative to the selected source. SWFLANT will continue to monitor the marketplace for viable, cost effective options to meet this requirement.
