About this file

This document is a set of Questions and Answers related to Solicitation N6470925Q0007 for Emergency Management Services. The solicitation is being issued by the Department of the Navy Strategic Systems Programs and seeks to procure one (1) General Clerk III to provide technical, administrative, and logistics support. Key details include:

The solicitation appears to be a re-release of a previous solicitation (N6470924Q0053) that has already been awarded. The agency will not sponsor a facility clearance, and contractors must have an active secret-level facility clearance at the time of proposal submission. There is no incumbent contractor identified. The solicitation does not provide details on the contract term or renewal options. Responses are due on the original due date of November 30th, and the agency will not extend the deadline. The agency will not consider changing the recommended labor category or allowing multiple proposals from a single offeror.

N6470925Q0007 EMERGENCY MANAGEMENT SERVICE

COMBINED SYNOPSIS/SOLICITATION

QUESTIONS & ANSWERS

1. Will the government please confirm if this is a re-solicitation of N6470924Q0053? If so, why was this released again as that solicitation was awarded already.

Answer: Yes

2. If the contract was already awarded, is EO 14055 applicable to this contract? If so, please remove the resume requirement, as the company will be required by law to hire the incumbent.

Answer: The award amount has to be over $250,000.00 this EO applies.

3. Is EO 13706 applicable to this contract?

Answer: This EO is listed in the Wage Determination provided.

4. Would the government consider extending this requirement, given there is a holiday on Monday?

Answer: No

5. Would the government consider changing the recommended labor category to 01020 - Administrative Assistant? This seems more in line with the position, given the nature of it, in addition, the personnel would be handline emergency response, typically that is a higher labor category.

Answer: No

6. To confirm, do we have until November 30 to obtain sponsorship for the Facility Clearance (FCL) application? If so, would you recommend initiating this process pre-award?

Answer: I am not familiar with the process. SWFLANT will not sponsor a FCL.

7. Could you provide insight into any fees associated with obtaining base identification and vehicle passes?

Answer: No fees associated with getting base identification or vehicle pass.

8. Clearances:

There seems to be some conflicting information in the solicitation regarding the clearances. In the Performance Work Statement (PWS), Section 5.2 it states that the vendor must have an active facility clearance at a minimum of a Secret Level. However, in Attachment #4, it states that the "contract must possess or obtain an appropriate facility security clearance" and "If the contractor does not possess a facility clearance, the government can sponsor the application for an FCL." Given the above, I have two questions:

A.) What is the correct information that vendors must follow? Meaning should it already be active or will the government sponsor the FCL?

B.) We currently have another agency sponsoring our Top-Secret FCL, and is currently in process. Will we be eligible to submit a quotation?

Answer: You must have a secret Facility Clearance at the time you submit your quote. SWFLANT will not sponsor a FCL. The employee must have or be able to obtain a secret clearance.

9. Multiple Proposals:

Would the government accept multiple proposals from the same offeror? The reason I am asking this question is because I have about four qualified candidates, including the incumbent, and the other candidates are experienced with the Navy and the emergency management functions outlined in the PWS.

Answer: Why would you have multiple proposals? Just send all four resumes under one proposal. There is no incumbent.

10. After reviewing the available documentation, including section 3.2 General Requirements and all listed attachments, we found that specific details regarding the contract term or renewal options were not included.

Answer: The Combined Synopsis/Solicitation has all the required information needed to submit a quote.

11. Another question wondering if there is currently an Incumbent? Please oblige me with their name, the contract number and value if so.

Answer: There is no incumbent
