JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Identification of the Agency and Contracting Activity
Department of the Navy Strategic Weapons Facility, Atlantic (SWFLANT) located at 1150 USS Los
Angeles Road, Kings Bay, GA 31547-2634
2. Nature and/or Description of the Action Being Approved
The acquisition of the supplies/services under a Brand Name Justification.
3. Description of Supplies/Services Required to Meet the Agency’s Needs
Two Eaton Admiral SS Power Pedestals at Alpha Dock
IGE: $ $47,996.30
4. Statutory Authority Permitting Brand Name Justification
This action is being executed in accordance with FAR 13.106(b)(1)(ii) as a particular brand-name item is required.
5. Rationale Supporting Use of the Authority
The Shore Power Pedestals for Alpha Dock were designed as part of the dock replacement project (NAVFAC
Contract N69450-17-F-0725, Work Order Number 1574659). The docks were severely damaged during
Hurricane Matthew in September of 2016, and Hurricane Irma in October of 2017 and for the replacement the individual components were design and built as a single system. The power pedestal is custom designed to meet the unique requirements of the Marine Protector Class 87 foot Coastal Patrol Boat. The Original
Equipment Manufacturer (OEM) for these custom designed power pedestals is Eaton Electrical and the specific model needed is the “Custom Admiral SS Power Pedestal”.
If the Custom Admiral SS Power Pedestal is not procured, the Marine Protector Class 87 foot Coastal Patrol
Boat will not be able to have shore power while docked limiting the maintenance that can be performed resulting in having to send it off base for basic items and will cause loss of coverage for boat moves preventing protection of our strategic weapons.

The mandatory sources were surveyed and could not meet the requirements. The requirements are available in the open market.
7. Description of Efforts Made to Solicit Offers from as Many Potential Sources as Practicable
A Combined Synopsis with a brand name justification will be placed in sam.gov for 15 days.
8. Fair and Reasonable Determination
All quotations or offers will be evaluated in accordance with FAR 13.106-3(a) and award will not be made unless the Contracting Officer can find the price fair and reasonable.
9. Other Facts Supporting the Use of Other than Full and Open Competition
None.
10. List of Sources that Expressed an Interest in the Acquisition
None
11. Actions to Remove or Overcome Barriers to Competition
If a similar requirement arises, every effort will be made to compete it to the maximum extent practicable;
however, based upon the aforementioned facts and details, the Government does not foresee a feasible alternative to the selected manufacturer or source.
