About this file
This is a Questions and Answers document for Solicitation N6449826R0012, the Balance Arbor IDIQ issued by Naval Surface Warfare Center, Philadelphia Division (NSWCPD). The document addresses four technical clarifications raised by potential offerors regarding the design and manufacturing requirements for the Balance Arbor Assembly and related components.
The Q&A clarifies that commercially available off-the-shelf (COTS) hardware items such as screws may be used provided vendors supply certificates of compliance attesting to freedom from imperfections and compliance with drawing requirements. The government confirmed that updated drawings (NAVSEA 245-9003483 REV A and NAVSEA 245-9003484 REV A) now include previously missing pages regarding additional storage boxes for mounting hardware. Significant Bill of Materials discrepancies in the Universal Dummy Hub drawings were identified and corrected in updated drawings, specifically addressing raw material plate thicknesses and quantities for Items 3, 5, 8, 9, and 10 across drawings 245-8997016 (Intermediate Type Dummy Hub) and 245-8997015 (Large Type Dummy Hub). The government confirmed that balancing of the Balance Arbor Assembly per the referenced drawing and S9245-AR-TSM-010 Manual is within scope, while balancing of blades is explicitly excluded from the scope of work.

Solicitation N6449826R0012 Attachment 3 (dated March 13, 2026) Balance Arbor RFP - N6449826R0012 Questions and Answers
Below are answers to questions received under this Solicitation:
Question 1: The drawings are not clear regarding some of the hardware items for the hubs, such as the screws. Shall we assume that these items can be commercially available off-the-shelf (COTS) products, or will we be required to provide full material certifications and inspection reports for these?
Answer 1: These can be COTS products (e.g. McMaster Carr), however there should be a certificate of compliance from the vendor to attest that they are free from imperfections/material issues and meet the requirements of the drawing.
Question 2: After reviewing the drawings, I noticed that the crate drawings do not include additional boxes for storing the mounting hardware. If we are not required to supply the additional boxes, will there be instructions for how the mounting hardware should be stored for final delivery?
Answer 2: Drawings NAVSEA 245- 9003483 REV [A] and NAVSEA 245- 9003484 REV [A] were missing the pages related to the additional boxes. These drawings have been updated to include the missing pages.
Question 3: A discrepancy was found in the Bill of Materials for both of the Universal Dummy Hub drawings.
For Dwg # 245-8997016 Intermediate Type Dummy Hub -The raw plate size for each of Items 8, 9, and 10 do not match the sizes in later areas of the drawing -Item 8 finished plate is 4.973” thick (BOM shows plate thickness of 2.25”) 5+ inch thick material is far more expensive than 2.25” -Item 9 actually works because the final part is 1.978” thick, so not really an issue there -Item 10 finished plate is only 1.187” thick (BOM shows 2.25” material) we will not need to order that thick of material to make these plates
For Dwg # 245-8997015 Large Type Dummy Hub -Item 3 shows quantity of 1 plate (will need a total of 5 plates for Item 3) -Item 5 shows quantity of 1 plate (will need a total of 5 plates for Item 5)
What is the correct information for these drawings?
Answer 3: Please see the attached updated drawings.
Question 4: Is the balancing mentioned in the notes part of the expected scope?
Answer 4: The Balance Arbor Assembly will have to be balanced per the drawing and the S9245-AR-TSM-010 Manual (referenced in drawing), but balancing of blades is not part of the scope.
