About this file
This is a Request for Information (RFI) attachment detailing requirements for engineering and technical services to support the Littoral Combat Ship (LCS) Machinery Control Consolidated Maintenance System (MCCMS). The MCCMS is a maintenance laptop system used across 28 ships of both USS Freedom (LCS-1) and USS Independence (LCS-2) variants to troubleshoot, observe, and maintain shipboard machinery systems.
The document outlines comprehensive requirements for the contractor to serve as the Navy's In-Service Engineering Agent (ISEA) and Software Support Agent (SSA). Key responsibilities include fleet engineering support, system design, requirements management, configuration management, cybersecurity support (including RMF compliance), software development, obsolescence management, and integrated logistics support. The contractor must establish a MCCMS development and test facility, implement NSWCPD Systems Engineering Process (SEP) practices based on CMMI Level 3, and maintain ISO 9001:2015 quality management standards. The system integrates with multiple PLC/embedded controllers and uses various communication protocols (RS232, RS422, RS485, USB, RJ45) to interface with ship systems. The contractor will be responsible for both remote and on-site support, including troubleshooting, maintenance, training, and documentation across all LCS platforms.

LCS MCCMS RFI Attachment
LCS Machinery Control Consolidated Maintenance System
1. Background
a. The Cyber secure Hull, Mechanical, & Electrical (HM&E) Control Systems & Networks
Department (NSWCPD Department 50) supports US Navy HM&E Controls, Navigation, Casualty Control, Conditioned-Based Maintenance, and Network Systems on all US Navy
Surface Combatant, Amphibious, and Aircraft Carrier ships. NSWCPD Division 51 supports the development, modernization, acquisition and life cycle maintenance of
Control Systems across all ship platforms.
b. This RFI is for engineering and technical services required to perform development, modernization, acquisition, deployment and life cycle maintenance for the LCS Classes
Machinery Control Consolidated Maintenance System (MCCMS), or “maintenance laptop”.
c. The purpose of the MCCMS is to provide a cost-effective system to troubleshoot, observe, and maintain shipboard machinery and associated systems aboard both
Littoral Combat Ship variants. The MCCMS provides one consolidated system that is utilized by multiple personnel types to troubleshoot, observe, and maintain several machinery systems on board both LCS Variants. This system reduces reliance on original equipment manufacturers, reducing time to support the ship, travel and labor costs, and
Integrated Logistics Support (ILS) impacts. Figure 1 provides a high-level block diagram of the MCCMS. Figures 2 and 3 provide a list of MCCMS software components on both
LCS 1 and 2 ship classes.
