Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at https://www.dla.mil/Logistics-Operations/Services/JCP/. Information about PIEE PSM is located at https://piee.eb.mil. Offerors must request access to the controlled attachments via SAM.gov. The Contracting Officer will review JCP and allow access to controlled documents by Cage Code if requesting vendor is properly registered in JCP. The controlled documents will be located in PSM; therefore, the Offeror will need to obtain the controlled documents through PSM.

2. Proposal Submission Module/Portal

Proposals shall be submitted through the PSM Module/Portal located at https://piee.eb.mil by the solicitation closing date and time specified on the cover letter of this solicitation, block (8). PSM is down or inoperable prior to the closing time and date. In the rare event of a portal malfunction, arrangements must be made with the Contracting Officer cognizant for the solicitation prior to the solicitation closing date and time in order to submit a proposal electronically outside the portal. Failure to submit a complete proposal prior to the solicitation closing date and time will render the proposal late and unacceptable.

Any amendments to the subject solicitation will be posted through PSM. The complete solicitation package, including all amendments, should be received and reviewed prior to submitting a response. It is the responsibility of the Offeror to obtain all amendments and/or other applicable documents prior to submission of the proposal. Offerors are responsible for submitting proposals and any proposal modifications in the PSM by the time specified in the solicitation. Any proposal modification not submitted in the PSM by the exact time specified for receipt of proposal is "late" and will not be considered. The solicitation will close at the exact date and time specified in the solicitation. The time and date of proposal receipt will be the upload completion/delivery time and date recorded within PSM. Do not assume that electronic submission will occur instantaneously. Large files (e.g. 10MB or more) will take some time to upload. Offerors should time their upload effort with prudence by not waiting until the last few minutes--this will allow for unexpected delays in the transmittal process. Offerors are encouraged to keep a copy of the upload confirmation for their record.

Section M - Evaluation Factors for Award

Miscellaneous text in this section has been modified to:

M.1. BASIS FOR AWARD

The Government intends to make an award to each and all Qualifying Offerors. A Qualifying Offeror is defined as a responsible source who submits a technically acceptable proposal that conforms to the requirements of the solicitation, and the contracting officer has no reason to believe would be likely to offer other than fair and reasonable pricing (10 U.S.C. 3206(c)).

To be determined technically acceptable an Offeror must be rated acceptable in each of the evaluation Factors. Offerors are advised that technical proposals may be evaluated without consideration of any proposed subcontractor, which is deemed to have an organizational conflict of interest.

Price or Cost will not be included as an evaluation factor for award of the Multiple Award Contract (MAC), however, price or cost will be considered as one of the evaluation factors in the selection decision for each Task or Delivery Order placed under the MAC.

The contracts resulting from this solicitation will be awarded to those responsible Offerors whose offers conform to the solicitation requirements.

M.2 RELATIVE IMPORTANCE OF EVALUATION FACTORS

All the factors (1-4) are of equal importance and will be rated on an acceptable/unacceptable basis. An acceptable rating in these factors are required to be eligible for award.

M.3. EVALUATION APPROACH

FACTOR 1 - PROPELLER INSPECTION PERSONNEL

The Government will evaluate whether the Offeror's proposal demonstrates it has, at a minimum, one (1) personnel certified in both the NAVSEA Propeller Visual Inspection and NAVSEA Propeller Certification courses.

FACTOR 2 - WELDING PROCEDURES AND PERSONNEL

The Government will evaluate whether the Offeror's proposal demonstrates it has NAVSEA approved welding procedures relevant to the requirements of the solicitation, including the SOW and, at a minimum, one (1) qualified personnel for each welding procedure.

FACTOR 3 - NDT PROCEDURES AND PERSONNEL

The Government will evaluate whether the Offeror's proposal demonstrates it has approved NDT procedures for Magnetic Particle Testing (MT), Liquid Penetrant Testing (PT), Ultrasonic Testing (UT), and Visual Testing (VT), and certified personnel for each NDT procedure in accordance with

NAVSEA T9074-AS-GIB-010/271.

FACTOR 4 - FACILITY LIFTING, HANDLING, & STORAGE CAPABILITY

The Government will evaluate whether the Offeror's proposal demonstrates it has the ability to transport, lift, handle, flip and store propellers up to 60,000 pounds and 21 feet in diameter.

Table 1 - Factors 1, 2, 3, and 4 Technical Ratings

Rating Description

Acceptable Proposal meets the minimum requirements of the Solicitation.

Unacceptable Proposal does not meet the minimum requirements of the Solicitation.

An Unacceptable rating in any factor will result in the proposal being deemed unacceptable.

M.4. COMPETITIVE ACQUISITION INSTRUCTIONS

The Government intends to evaluate proposals and award a contract without discussions with Offerors. Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a technical standpoint. However, the Government reserves the right to enter into discussions with Offerors as it is determined by the Contracting Officer to be in the Government's best interest.

M.5. DISCUSSION/FINAL PROPOSAL REVISIONS

If the Contracting Officer determines that discussions are to be held, they shall indicate to, or discuss with, each Offeror still being considered for award; deficiencies, significant weaknesses, and adverse past performance information to which the offeror has not yet had an opportunity to respond.

The scope and extent of discussions are a matter of Contracting Officer judgment. At the conclusion of discussions, each Offeror still in the competitive range shall be given an opportunity to submit a final proposal revision. The Contracting Officer will establish a final cutoff date for receipt of final proposal revisions.
