1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
This requirement is for the procurement of material that is required on board of LHA6 and LHD8 installation. Material part numbers and quantities are specified below.
Material and quantity were determined by Code446 system mater experts.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
This requirement is for the purchase of material required for installation on board of LHD8 and LHA6. Brand name material and specific part numbers are required for the reasons stated below.
1. From Fit Function replacements of existing components, which means we do not have to modify the enclosures on the ship, just replace the components.
2. Parts meet environmental qualification requirements since they were tested and certified during LHA7 commissioning.
3. No mechanical drawing changes required for all LHD8 and LHA6 class of ships.
4. Interfaces with material already existing on the switchboard.
5. Capable of operating with control power that is available in the switchboard.
All the requirements were specified by C446 system matter experts and all material part numbers have successfully completed shock and vibration testing before first ship install which was LHA7 on FY22/FY23. Changing the material would require new shock testing to be completed on the enclosure, this would require engineering support and new enclosures to test. This would cost the government more money and resources.
3. MARKET SURVEY
Several vendors were contacted via phone and email. Quotes were requested and all the quotes were used for market research.
The part numbers specified for this project specified by system mater expert because they meet several specifications such as interfacing with existing system that it is currently installed on the ship, meet form fit function, passed environmental testing and are certified to be installed on board of us navy ship. All the following part meets all these specifications: (PBA28-ESVTS, CAN-
CR120/HV, PN8448-2221, HO-2X2-15-275-T-1MX-F1SS-SP, HIT-4U-3-AC-M-5-X-X-FX-T-
MIL, GRSLPFC11-1.5K60-120/240A-SM-2U-11072).
A comparable part to PBA28-ESVTS is part number PN760138-00 which is L3 Technology part number. This part number is environmentally shock and vibe qualified however this part number will not work for our project because it is not a form fit function and mechanical adjustments would be required to the enclosure. Mechanical adjustments change the scope of work, and it will require more time to complete the install.
A comparable part to PN8448-2221 is PN 4801569-3 which is a North Grumman System part number. This part number is environmentally shock and vibe qualified however this part number will not work for our project because it is not a form fit function and mechanical adjustments would be required to the enclosure. Mechanical adjustments change the scope of work, and it will require more time to complete the install.
A comparable part to CAN-CR120/HV is part number CP-CANFD-1P-ISO which is a Connective Peripherals part number. This part number is not environmentally qualified, therefore this part number is not certified to be installed on board of a US Navy Ship.
A comparable part to HO-2X2-15-275-T-1MX-F1SS-SP is part number 81004413 which is a Invalco part number. This part number is environmentally shock and vibe qualified however this part number will not work for our project because it is it is obsolete. Since this part number is obsolete it will not work for our project.
A comparable part to HIT-4U-3-AC-M-5-X-X-FX-T-MIL is part number 514402 which is a Invalco part number. This part number is environmentally shock and vibe qualified however this part number will not work for our project because it is it is obsolete. Since this part number is obsolete it will not work for our project.
A comparable part to GRSLPFC11-1.5K60-120/240A-SM-2U-11072 is part number S4K2U1500 which is a Sola part number. This part number is environmentally shock and vibe qualified however this part number will not work for our project because it is it is obsolete. Since this part number is obsolete it will not work for our project.
