About this file

This document is a Brand Name Justification Form for Simplified Acquisitions from Naval Surface Warfare Center Philadelphia (Code 514). The acquisition is for 18 RUGGEDCOM i802 compact Industrial Ethernet Switches, priced at $1,887.00 each (total $33,966.00), to support a Ship Change Document (SCD) 27517 CVN72 Advanced Damage Control System (ADCS) Hardware Upgrade for USS CVN 72. The switches are specifically from Siemens RuggedCom, selected after a Decision Analysis and Resolution (DAR) process determined they were the best technical solution due to their unique I/O port configuration and compact size.

The market survey identified three small business companies able to supply the parts: Government Acquisitions Inc, Lyme Technology Solutions, and Applied Control, with lead times of approximately 30 days. No after-market or third-party brand replacements are available. The procurement is time-sensitive, with a required delivery by September 30, 2025, and funding allocated by program sponsor PMS 312 for the ship's upcoming maintenance availability. Alternative switches from Hirschman/Belden and Eaton Tripp Lite were evaluated but rejected due to incompatible hardware integration requirements.

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE

ACQUISITION

Naval Surface Warfare Center Philadelphia (NSWCPD) Code 514 has been tasked to provide support for SCD 27517 CVN72 ADCS Hardware Upgrade. The ship requires new industrial ethernet switches (IES) for (ADCS) onboard CVN 72. Siemens, RuggedCom is the Original Equipment Manufacturer (OEM) that has custom designed IES’s to match the Input/Output(I/O) and bolt patterns of the existing equipment’s internal hardware.

The purpose of this SCD is to replace some of the components on the consoles that have failed or are expected to fail in the near future.

The RuggedCom part will be used to add functionality and usability. Code 514, in coordination with C513 and C543 has completed a Decision Analysis and Resolution (DAR) which determined that this RuggedCom industrial ethernet switch is the best technical solution. The other two switches considered were the Hirschman/Belden SPIDER‐PL‐20‐24T1Z6Z699TZ9HHHV and Eaton Tripp Lite NGI‐U08C2. These two options did not offer the correct I/O port configuration that is required to hook up to the internal hardware. The RuggedCom was select for its unique qualifications for its compact size and correct I/O port configuration. The program sponsor (PMS 312) has allocated funding to add this equipment during the ship’s upcoming maintenance availability for CVN 72. In order to execute this task in the allotted time frame and with the allocated funding, the correct parts are required to be procured.

3. MARKET SURVEY

The OEM, Siemens RuggedCom, and authorized resellers offer the switch that is able to fit the internal mounting location of the hardware for the consoles. There are three

Ref PN 07-06 companies that have provided estimates for the industrial ethernet switch. Lead times for procuring the parts from all three companies is roughly 30 days. Government Acquisitions Inc, Lyme, and Applied Control are the only companies able to supply the parts for SCD 27517 installs.

The following small business companies have confirmed they sell RuggedCom parts and are able to supply the part: Lyme Technology Solutions, Applied Control, and Government Acquisitions Inc.

There are no after‐market, third‐party brands that supply FFF replacements for these proprietary RuggedCom consoles. RuggedCom, and their partner vendors are the only sources of supply for parts that integrate with the existing consoles on the ship. The DAR that was performed, showed that the Hirschman/Belden SPIDER‐PL‐20‐ 24T1Z6Z699TZ9HHHV and Eaton Tripp Lite NGI‐U08C2 were unable to be used. These two did not offer the correct I/O configuration that were needed to hook up to the internal hardware.
