About this file
This is a Sole Source Justification and Approval document from the Department of the Navy's Naval Surface Warfare Center in Philadelphia for a firm-fixed-price purchase order. The procurement is for 140 VPX3-1260-A14DL90 3U VPX Single Board Computers with specific technical configurations, including an Intel Xeon E-2276ME 9th Gen processor, 16 GB DDR4 SDRAM, 160 GB NVMe SSD, CentOS Linux, and various connectivity options. An additional yearly software upgrade program (SUP) for Linux is also included, with a total estimated value of $1,699,690 and an anticipated completion date of six months from the award date.
The document justifies the sole-source procurement from Curtiss-Wright, arguing that they are the only source capable of providing the required hardware with unique specifications critical to the Machinery Control Systems (MCS) Tech Refresh. The procurement aims to replace aging legacy single board computers that have become obsolete. A request for information (RFI) was published on SAM.gov on March 19, 2025, with no contractor responses received. The Navy asserts that alternative brands cannot match the VPX3-1260-A14DL90 specifications, and changing suppliers would require extensive redesign of software, enclosures, and network infrastructure, which is not feasible at this time.

J&A No. 0233-25-163-00
A14DL90 materials. The purpose of this requisition is to acquire the remaining units to fully outfit all .
Deviation from the VPX3-1260-A14DL90 equipment would negatively affect mission critical goals as the Tech Refresh team would not have an acceptable hardware replacement for the aging legacy components. Without this modernized equipment, the legacy components would continue to become inoperable until there are no replacement parts available, halting mission objectives, software testing, and deliveries until functionality is no longer viable.
Communication and system monitorization deterioration would result in serious risk to the safety and performance of the ship as the sailors would not be able to send or receive critical information relating to systems health, hygiene and status.
Alternative brands are unable to match the specifications of the VPX3-1260-A14DL90.
Therefore, consideration of the alternative products would potentially require approval from stakeholders, a redesign to the MCS software, MCS enclosures, network infrastructure and re-consideration of all connected devices, which is not possible at this time. Thus, the VPX3-1260- A14DL90 hardware is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company. Based on the foregoing, Curtiss- Wright is the only source capable of providing the required items.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
On 19 March 2025, a request for information (RFI) was solicited to SAM.gov. Additionally, a synopsis of this procurement was published on the SAM.Gov on 2 April 2025. No contractors have responded to either posting as of the drafting of this Justification on 17 April 2025.
7. Determination of Fair and Reasonable Costs.
The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by this Justification will be fair and reasonable.
8. Actions to Remove Barriers to Competition.
For the reasons set forth in Paragraph 5, NSWCPD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWCPD will assess whether competition for future requirements is feasible.
