SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been added by full text:

QUESTIONS ASKED & ANSWERS

QUESTIONS ASKed & ANSWERS/CLARIFICATIONS Some questions/answer may be repeats.

1. Request confirmation that that Navy is looking for a 36-month lease

(1 base year and 2 option years with another possible 6 months as an option)?

ANSWER: Contract is for 1 base year and 2 option years

2. Please confirm printer speeds as the RFQ references 50-55 ppm in section 1.2.5 and then under section 13.

There is a table that lists 5 VB ranging in speeds of 25-55?

ANSWER: Speeds of 30-55 ppm are acceptable

3. Please confirm that this is a lease and each device added in the option years will be funded for the 36 months or is the Government looking to add devices in years 2 and 3 that will be coterminous so that all devices terminate at the same time. Adding devices coterminous will come at a much higher cost to the Government?

ANSWER: Any potential devices added in Option Years 2 & 3 would be coterminous, meaning all devices would terminate at the same time.

4. Would the Government consider looking at a lease verse purchase analysis to determine that purchasing this equipment outright could save the Navy up to 25% while still giving the Navy the same options for all service and supplies per the PWS?

ANSWER: Lease vs. Purchase was conducted internally.

5. Please confirm that the Navy will accept remanufactured equipment that is currently being remanufactured and in a continuing support status for the next 4-5 years?

ANSWER: Yes, remanufactured equipment is acceptable as long as it meets requirements, and technical support is provided for the full term.

6. Due to the fact there are no quantities listed for each VB as well as NIPR/SIPR that the Navy would like pricing for a single unit in each category and will then make a determination as to what they will put on the award?

ANSWER: Machine needs to meet minimum print requirements stated in section 10.0. Machine only needs to meet NIPR certification requirements.

7. Can you please provide the total quantities per volume band?

ANSWER: All units should meet a minimum speed of 30-55 ppm, quantitieslisted in section B

8. Can you please provide the total quantities per volume band for each location?

ANSWER: All units should meet a minimum speed of 30-55 ppm, quantities listed in section B. All Devices will be located in Philadelphia.

9. Can you please confirm how many devices will be NIPR/SIPR or if all devices are SIPR?

ANSWER: All Machines will be NIPR

10. Can you please confirm if virtual analyst support will be accepted?

ANSWER: If virtual analyst support is in reference to technical support being available virtually, that is acceptable as long as there aretechnicians that can come onsite if need be. If virtual analyst support references anything to do with monitoring device health over the network, that will not be allowed.

11. Can you please provide average monthly print volumes for both black/white and color devices?

ANSWER: All Devices will be color. Average print volume can range anywhere from 1,000-10,000+ depending on the location of the MFD.

12. On average, how many moves/relocations are estimated to occur over the course of the fleet?

ANSWER: Included in the SOW is 1 move per machine per calendar year.

13. Would you please consider a 3-day extension to the deadline after the release of questions and answers to allow adequate time to prepare a response?

ANSWER: RFQ CLOSES 01/10/2024 3PM EASTERN TIME

14. Section 2.0 says equipment must have a minimum of 50-55ppm for the speed. Section 10.0 says equipment must have a minimum of 20-29ppm for VB1 and 30-39ppm for VB2 for the speed. Please confirm which speeds are correct for all units.

ANSWER: Speeds of 30-55 ppm are acceptable

15. The charts in Section 13.0 are blank with the type and quantities of each VB. Please confirm the qty per VB AND if they need to be color or black and white devices.

ANSWER: All units should meet a minimum speed of 30-55 ppm. All devices must be color.

16. The price sheets reflect only 20 devices in the base year with the option to add up to 30 devices in option year 1 and 40 devices in option year 2. Are you requesting all units to end at the same contract term date? The rates for the additional machines will be different since they will reflect a shorter lease term. The price sheets will need to be updated. Do you anticipate all units being in place for a full 3-year term regardless of install?

ANSWER: All units will end on the same contract term date.

17. It appears that this is a 3-year lease term with 1 year and 2 option periods. Normally the Government does not allow for equipment to be ordered in the last option period. Can you confirm if equipment would be required in the last option period as this would increase the price significantly.

ANSWER: This contract is for a base year and 2 options years, if exercised. Equipment may be needed in the base year, option year 1, and option year 2, if exercised.

18. Can you please help me clarify the information you are looking for in "Volume Bands" section of the bid document.

ANSWER: Disregard Volume Bands section, requirements needed for devices are listed in Section 10 and devices need to have a speed of 30-55ppm.

19. Can you confirm the initial requirements are looking for a color, 55ppm, A3 device below?

ANSWER: Require Color devices that have a speed between 30-55ppm.

20. Please confirm that the Navy intends to lease a total of 20 MFD's with the option to increase this quantity to 40.

ANSWER: Yes, lease is for 20 devices with options to increase up to a total of 40 devices.

Does the Navy require the lease of Volume Band (VB-5) color devices ?"

ANSWER: Require a Volume Band 2 (30-39) or above (see section 10). Speedsof 30-55ppm are acceptable.
