About this file

This is a Class Justification and Approval (J&A) document for other than full and open competition from the Naval Surface Warfare Center Philadelphia Division for a Basic Ordering Agreement (BOA) with Collins Aerospace Mission Systems for Central Atmosphere Monitoring System (CAMS) components. The 60-month BOA covers spare parts, test equipment, entire units, and related materials for CAMS, which is the primary atmosphere monitoring system on all U.S. Navy submarines.

The total estimated value is $90,422,757, split evenly between Other Procurement Navy (OPN) and Operations & Maintenance Navy (O&MN) funding across FY24-28. Collins Aerospace is justified as the sole source because they are the original equipment manufacturer of all CAMS variants (Mk I, Mk II, and IIA) and possess proprietary technical data rights. The Navy requested but was denied purchase of technical data rights on November 30, 2023. An RFI was posted on SAM.gov from October 26 to November 13, 2023, and a synopsis was posted March 20, 2024 with an April 4, 2024 closing date. The procurement includes 54 different line items ranging from cables and circuit cards to complete CAMS IIA systems, with quantities varying from 1 to 150 units per item. The estimated need date is June 15, 2024.
