About this file

This document is a Scope of Work for a dust collection system required by NFPC (a government agency) to reduce employee exposure to airborne dust and contaminants during grinding operations. The system must meet OSHA requirements, including an average face air velocity of not less than 200 feet per minute and HEPA filtration to capture at least 99.97% of airborne particles 0.3 microns or larger.

The required equipment includes two dust collection modules, a retractable soft-wall booth, and HEPA filters. The modules must have specific airflow, filter area, and power characteristics. The booth must be made of fire-rated vinyl-coated polyester, be sized to fit the work area and employees, and be compatible with the modules. The contractor is responsible for delivery, installation, and startup testing of the complete system. This Scope of Work corresponds to a pre-solicitation for the "DWS Torit Modules & Detachable Booth" contract opportunity, issued by the Department of the Navy Naval Sea Systems Command.

Grinding Booth Scope of Work

1. NFPC is in need of a dust collection system to reduce employee exposure to airborne dust and contaminants, and maintain airborne concentarations below OSHA thresholds during grinding operations performed in its production buildings. To make the most of exsiting space limitations three sides of the dust collection system shall consist of collapsible (flexible) material. The fourth side shall consist of stationary dust collection modules that contain the blowers and air filtration system. When installed, the flexible sides will be mounted to a manually retractable scissor enclosure that will be expanded when in use, but retract when not in use permitting use of the limited production space. One dust collection system will be installed in a productions shop to be determined. During grinding operations, the “dirty” air will be filtered through the dust collection module(s), then through a HEPA filter, and after that, the air will be returned back into the shop. The dust collection system shall meet all applicable OSHA standards. Specifically, OSHA 1910.94 - Ventilation that states, “Portable grinding operations, whenever the nature of the work permits, shall be conducted within a partial enclosure. The opening in the enclosure shall be no larger than is actually required in the operation and an average face air velocity of not less than 200 feet per minute shall be maintained.” This requirement is crucial for the design and sizing of the dust collection modules and surrounding booth. In addition, the HEPA After-Filter for the exhaust is required to be installed onto the exhaust system of the modules to permit the air recirculation back into the shop. The following are the specifications for a dust collection system that meet the needs of NFPC.

Requirements:

Required equipment:

1. (x2) Dust collection modules

2. (x1) Booth

3. HEPA filter(s).

4. Controls for Modules mounted on or next to enclosure.

5. All required fixtures and fasteners to attach the booth, modules, controls, filters, etc.

6. Module and Booth assembly and design drawings.

Required Services:

1. Contractor/vendor is responsible for delivery, loading/unloading of equipment.

2. Contractor/Vendor is responsible for installation and assembly of modules, booth, HEPA filter, and controls.

3. Contractor/Vendor responsible for any storage and disposal of any equipment and trash during and after performing installation.

4. Contractor/Vendor must prewire all electrical equipment and controls. For final connection to NFPC utilities, the contractor/vendor will provide appropriate installation instruction documentation for NFPC to make the final connection for the power.

5. Upon completion, the Contractor will perform startup and testing activities to demonstrate the new dust collection system meets all OSHA and client specifications.

Dust collection Modules:

The Dust collection modules must be compatible with the booth the HEPA filter(s), and controls. The modules must be one of the following below.

(Specs are for one module)

· Nominal Airflow: 7000cfm

· No. Filters: 6

· Ultra-Web Filter area: 1524 ft^2

· # of valves: 6

· # of dust drawers: 2

· Dimensions: 45 in (width), 51.1 in (depth), 96 in (height)

· Power: MOTOR / POWER PACK: TEFC - 10 HP 208-230/460/575/60/3

Booth:

1. The booth must be a soft wall retractable scissor DWS (down flow workstation) enclosure with appropriate fire rating for metal grinding operations. Framing made of steel and sides made of Vinyl Coated Polyester.

2. Specs for siding material

· Property: Clear Polyvinyl Coated Polyester Scrim Fabric

· Width: 54”

· Roll Length: 109 yards

· Sealing Properties: Dielectric or Thermal

· Tear: (lb) ASTM D1117 35W * 35F

· Tensile Grab (lb) ASTM D7521 85 W * 100F

· Flame Resistance: Meets requirements FMVSS 302 NFPA 701-1989 Large scale test CAN/ULC-s109

· Cold Crack D2136: -35 deg C

· Roll size: 50 meters/ 55yards

3. Booth Size: The booth must be properly sized to meet OSHA 1910.94(b)(5)(iv). Needs to fit x1 product and 2 employees at one time. (Product dimensions 6’x3’x8’ (lwh).

4. Booth must meet the following OSHA requirement.“(1910.94(b)(5)(iv) Portable grinding operations, whenever the nature of the work permits, shall be conducted within a partial enclosure. The opening in the enclosure shall be no larger than is actually required in the operation and an average face air velocity of not less than 200 feet per minute shall be maintained.)”

5. The booth Must be retractable (able to be drawn back in and out). Must have at least two lockable wheels on entrance side of the booth.

6. The Booth must be compatible with the Dust collection modules, filters, and controls. Furthermore, the booth must be attachable to the dust collection units.

HEPA Filter:

1. HEPA (high efficiency particulate air) filter (s) will be installed onto the dust collection modules as needed to meet the requirement below.

· Filters must capture and remove at least 99.97% of any airborne particles with a size of 0.3 microns (µm).
