About this file
This document contains questions and answers regarding solicitation N64498-24-R-4008 for repair of submarine mast, antenna, periscope, and communication systems heavy equipment and machinery. The solicitation requires vertical assembly and disassembly of Universal Modular Masts, with hydraulic cylinder repair capabilities. Hydraulic testing parameters including operating pressures, maximum test pressures, and flow rates are provided. Clarification is also given regarding progress payments, quality management system documentation page limits, and the correction of a drawing number referenced in the statement of work.

N64498-24-R-4008 Q&As
1. Q: Would the USG be interested in partial/non-compliant responses to this solicitation possibly providing a second source for repair of items that could be shipped to the UK and returned such as hydraulic cylinders and other mast HM&E?
A: No, overseas repair of hoist cylinders would not allow for easy oversight of the repair activity
2. Q: What are the dimensions of the Universal Modular Mast as to understand the requirements for the UMM testing? I.E.:
a. Q: Test stand foundation size/requirement, A: The test stand foundation dimensions are 24.5” wide x 32” long x 23” tall
b. Q: Hydraulic pressures needed for cycling, and testing with the tower
A: The hydraulic pressure requirements for the UMM are
Hydraulic Operating Pressure
1725 PSI Maximum
Hydraulic Design Pressure
1410 PSI Nominal
Hydraulic Max Test Pressure
4925 PSI
Hydraulic Outlet Pressure
80 PSI
Hoist Cylinder Operating
1120 PSI
Max Flow rate
32.3 gpm while raising, 11.4 while lowering
c. Q: What size / dimensions are needed for the UMM tower
A: The dimensions of the UMMs vary slightly depending on the configuration, but the largest UMM is approximately 181” tall x 30” x 23” and raised heights could extend to 440” above the foundation. There are also clamps and switches that attach to the sides, and hydraulic adapter piping that extends out the forward side at the base of the UMM. The space needed for UMM work must allow access to the side of the UMM at various heights, requiring staging or vertical personnel lifts.
d. Q: There is understanding Vertical disassemble required, is there a similar requirement for assembly?
A: Vertical assembly and disassembly of the UMM assembly is a requirement. Hydraulic cylinders can be worked on while supported horizontally but must always be pressurized and cycled vertically.
e. Q: Are the Door closure units for the 688’s or are these for the Virginia Class
A: Could be either
3. Q: Progress Payments:
3a. Will progress pay be available for government delays over 30, 60, 90 days?
3b. Will NSWCPD sponsor the DCMA/DCAA required audit?
A: IAW 32.104 Providing contract financing, the contractor must demonstrate actual financial need or the unavailability of private financing.
4. Q: A contractor requests the following drawing, which is listed in the subject solicitation, p. 120, Section L.3.3.
MMM (AN/BRD-7/BLD-1) Mast/Hydraulic Cylinder (4398606) A: Drawing 4398606 is a typo and should read 7661860, which is the MMM mast assembly drawing. Amendment 0001 corrects SOW section 3.3.3 (5) (c) and Section L.3.3 VOLUME III: FACTOR 2 - FACILITIES to reflect this change.
5. Q: Can the Government please clarify/identify SOW section 2.17, “ These documents can be referenced at: www.website.gov”. Can the correct website be provided?
A: This statement will be removed from SOW. Amendment 0001 corrects SOW section 2.17.
6. Q: Page 117 of the RFP indicates in Table L3 that Volume 5, Factor 4- Quality Assurance has a 5 page limit. Section L.3.5 – Pages 121 & 122 states “ The prime contractor shall provide its QMS Level 1 & Level 2 Procedures meeting the requirements of ASQ/ANSI/ISO 9001:2015. Providing the entire QMS is more than 5 pages. Can you please make Volume 5 no page limit or allow the QMS to be put in an Appendix to the response with no page limit?
A: IAW L.2.1. PAGE NUMBERS AND LIMITS (Page 116/135), “ The following are not included in the page limitations”; “Quality Management System Level 1 and Level 2 Procedures”.
