5. Clause 252.204-7002, Payment For Contract Line or Subline Items Not Separately Priced is added by reference.
6. Section L (Content of Proposals) has been added.
7. Section M Evaluation Rating Tables have been updated.
8. Proposal due date has been extended to 12:00PM (EDT) 29 August 2023.
PART II
This amendment provides a list of questions and comments received in response to the solicitation. The questions and comments are provided for all potential Offerors to review. Note that questions may have been edited for clarity and duplicative questions may have been combined or deleted. All available, necessary information and any necessary changes to the solicitation resulting from consideration of the below questions and comments have been incorporated into the solicitation as stated in PART I of this Amendment. As a result of this amendment, the solicitation is considered to be clear.
Q1: As detailed in Section L of this solicitation, Offerors are required to submit a technical proposal and Rolls Royce Marine North America (RRMNA) Authorized Maintenance Repair and Overhaul Center (AMROC) agreement. For clarification, is the US Navy is requesting an Offeror’s AMROC Certificate?
A1 – Correct. See Section L for updated language.
Q2: Is a Contractor located outside of the United States exempt from the Small Business Participation Commitment Document (SBPCD), Small Business Commitment Past Performance and Small Business Subcontracting Plan submissions?
A2 - Please see FAR 19.708(b)(3) for applicability of this factor.
Q3: Will a Contractor receive an “Acceptable” rating for Factor 3, Small Business Participation Commitment Ratings if it is exempt from the Small Business requirements pursuant to FAR 19.708?
A3 - Please see Section M of the RFP for rating details. If the regulations as stated in Question/Answer #2 are not applicable, then a neutral or not applicable rating would be assigned to that factor for an Offeror. A neutral or not applicable rating would not preclude an Offeror from being rated as technically acceptable.
Q4: Is FOB “Destination” the Contractor’s Airport/Port? Otherwise, please advise the Destination.
A4 – FOB Destination is not the Contractor’s Airport/Port. Destination will be provided at Task Order level.
Q5: Should the Contractor propose a Firm-Fixed Price that is applicable during the whole five (5) year contract period?
A5 - As stated in Section A, no cost shall be submitted for schedule B pricing.
“The MAC IDIQ Contract(s) will be evaluated based on technical factors only, and award(s) will be made to each and all qualifying Offerors in accordance with FAR 15.304(c)(1)(ii)(A).”
To be explicitly clear, no pricing shall be submitted in response to this RFP. Pricing will be requested and submitted at the Task Order level.
Q6: It is our understanding that Over & Above is additional work not covered by the basic work scope in CLIN 0001. From our experience, the Over and Above work scope may be different when the gas turbine has been inspected. May the Contractor propose a man-hour rate and additional materials based on OEM’s list price in CLIN 0002? Furthermore, will the Over & Above be on a Time and Materials basis?
A6 - Please reference DFARS 252.217-7028 for information regarding Over and Above. Over and Above is work that is in scope. CLIN 0002 will handled the same as CLIN 0001 on a Firm-Fixed-Price basis.
Q7: What does “Not Separately Priced” mean in CLIN 0003 – CLIN 0013? Should all the related activity cost in CLIN 0003 – CLIN 0013 be included in CLIN 0001?
A7 - For additional information regarding Not Separately Priced; please reference FAR 252.204-7002 which has been added to the RFP via this amendment. At the Task Order level all NSP cost shall be incorporated at the appropriate line item.
Q8: Will the Contractor be informed of the US Navy owned serviceable parts that are available during the contract period? Otherwise, in what circumstances may the Contractor use US Navy owned serviceable parts?
A8 - All parts will be Contractor Furnished Material (CFM). The USN will not be supplying Government Furnished Material (GFM) for this requirement. Please refer to section 8.7 in the Perforamnce Work Statement. A reminder that pricing will be proposed at the Task Order level.
Q9: Can Contractors utilize WAWF when they are located outside US? What is the payment term to be used in this contract after invoicing by Contractor? Will the payment be made by Telegraphic Transfer(wire transfer) in each delivery?
A9 - WAWF is available outside of the US. Payment will be made via Electronic Funds Transfer (EFT), in accordance with FAR 52.232-33 in Section I.
Q10: Is it required that the suppliers meet the DPAS regulation if a Contractor outside of the US procures the required spares from US manufacturers or US vendors.
A10 – This requirment is DPAS rated and any resulting contract will be rated, as applicable.
Q11: Please confirm the required proposal documents to be submitted.
A11 - See Section L contained within this amendment. The RFP will close on 29 August 2023.
Q12: What is the US Navy’s condition on liquidated damage?
A12 - See page 32 which includes FAR 52.219-16.
Q13: What will be the average annual induction quantity?
A13 – The estimated annual ordering quantity is fourteen (14) per year. Please be advised this is for estimating purposes only, not guarenteed and subject to change.
Q14: Please confirm that email proposals are acceptable.
A14 – Email proposals are not acceptable. All proposals must be submitted via DoD SAFE at https://safe.apps.mil/ is required for electronic proposal submissions. See Section L (L.2.2) of the amendment for further details.
