About this file

This modification amends a solicitation for hard programmable logic controller (PLC) VME enclosures to replace software-based PLCs currently installed on Zumwalt-class destroyers. The Navy requires fifty 6-slot, 3U rack-mounted VME chassis with 400W power supplies to house single board computers and accommodate new PLC installations. Enclosures must have front-accessible boards in a horizontal orientation, rear input/output for replacement modules, and handles allowing at least 4 inches of chassis recess. Additional desired features include replaceable fan trays and front-mounted AC power inputs. Offerors must provide drawings, photos or other visuals alongside proposals to aid technical evaluations. The amended response deadline is July 26, 2023 at 5:00 PM.

STATEMENT OF WORK

Statement of Work

1. Background

Due to manufacturer obsolescence of critical control equipment, a technology modernization effort has been authorized for the Engineering Control System (ECS) of the Zumwalt Class (DDG1000) Destroyer. As part of this effort, ECS “softPLCs” will be replaced with physical PLCs. SoftPLCs are software-based PLCs operating on single board computers (SBC) installed in a VME chassis. In order to accommodate space for the new PLCs in the ECS control cabinet, the current VME enclosure must be replaced with a smaller profile unit. The new chassis will be required to house up to four SBCs (which are not being replaced as part of this modernization effort). The DDG1000 ECS development team has determined that a panel mount, horizontal orientation,6-slot x64 VME chassis with a 400w internal power supply is most appropriate to meet the functional needs of the remaining hardware and to provide space for installation of new hardware components. Additional configuration options are required to support installation of the chassis in a tactical shipboard environment. This procurement package is intended for the acquisition of fifty (50) LBTE VME enclosures for installation on all ships in the DDG-1000 Class.

2. The DDG1000 ECS Development team has outlined the following requirements for suitable VME enclosures:

Backplane – VME64X Board Slots – 6 Board Access - Front Board Orientation - Horizontal Profile – 3U Mounting – 19” Rack mount Power Supply – 120 VAC input, min 200W output Additional Features/Notes –

-Rear I/O for RTMs (6U x 80mm) on all backplane slots -Replaceable fan tray -Toggle style power switch with side barrier, accessible from front of chassis -AC input power on front of chassis with bayonet connector and mating cable -Left/Right handles to allow min. 4” chassis recess -Left/Right handles not to protrude more than 1-1/4” from front face of rack mount rails, allowing cabinet door to close in front of enclosure. (Depth of handles + thickness of rail mounting flange not to exceed 1-1/4”)

3. Additional functionality and features may be included in addition to the requirements outlined above. Such additional features shall be considered if they are intrinsic to a product that meets the stated requirements.

4. Drawing, photo, or other visual representation of the product offering shall be provided to aid in technical evaluation.
