SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 27-Apr-2023 05:00 PM to 11-May-2023 05:00 PM.
The following have been added by full text:
RESPONSE TO QUESTIONS
1. Vendor Question:
Our interpretation is a single First Article inspection is required for each assembly per AS9102. Please confirm that this item and SOW section 3.1.4 is First Article Inspection and not an AS9102 inspection of each unit.
Government’s Response: The government confirms there will be a single First Article inspection for each assembly per AS 9102.
2. Vendor Question:
Language in 3.1.5.2 conflicts with language in Procedure. Section 3.1.5.2 states “acceptance Testing based on procedures as outlined in Attachment 1 Hardware Design Verification Test (DVT) Procedure”. The Hardware Design Verification Test (DVT) Procedure defines the recurring production testing as:
“Shaded cells in Table 3-1” while the SOW section 3.1.5.2 language indicates that the recurring acceptance testing shall be the entire DVT test, that is, all tests in Table 3-1.
The Hardware Design Verification Test (DVT), Section 3, ETCU Test Procedure, 3.1 Table of Tests states:
Table 3-1 provides a list of the regression tests to be performed on the GEN 2 system. Formal testing may follow the sequence listed in this table although the individual tests have been designed to allow tests to be run in any order selected. Shaded cells in Table 3-1 indicate tests performed during both GEN 2 and recurring production test.”
Are we correct in our understanding that the ETCU and LRU Sled Assembly acceptance testing is as specified in the Gen 2 (N64498-19-D-4016 IDIQ) Regression Hardware Test Procedure, as indicated by the grey shaded sections in table 3-1, and NOT intended to be full DVT testing on each unit?
Government Response: Paragraph 3.1.5.2 of the SOW (Acceptance Testing) shall be used.
3. Vendor Question: Please confirm section 3.2 of the statement of work is “N/A”
Government’s Response: The government confirms this paragraph is not applicable
4. Vendors Question:
CLIN0002 and CLIN0003:
Inspection at destination is not practical as shipping time, transfer time from loading dock to lab, and scheduling of personnel to perform inspection and testing would dramatically add to individual delivery schedule times. Wo8iuld the government consider changing the Inspection and acceptance criteria to the following?
FROM: Inspect at Destination, Accept at Destination TO: Inspect at Origin, Accept at Origin
Government Response: The government revised the requirement to be inspect at origin and accept at destination
5. Vendors Questions:
The TDPs provided are not the latest revs for the part numbers solicited. Please confirm if we should provide a proposal based on the below TDP revs instead of what was provided with the solicitation:
ETCU: TK2013200, Rev P Sled: TK2013201, Rev G
Governments Response: TDP Revisions for TK2013200, Rev P and Sled: TK2013201, Rev G are redline revisions that the government has not finalized. The TDP reference in the solicitation is the latest revision to date and should be utilized when developing a proposal.
