About this file
This document is a justification and approval for a sole source award. The Navy requires repair and upgrade services for Landing Craft, Air Cushion test stands to keep the craft operational for the next twelve months. As the incumbent contractor, Coastal Gear Services possesses the specialized knowledge and equipment required to complete the work within the necessary timeframe. No other vendors responded to the pre-solicitation notices or have the capability to perform the services. The contracting officer determined the anticipated costs from Coastal Gear Services to be fair and reasonable based on price analysis of a future proposal. The justification cites no alternative sources and no plans to compete similar work in the future unless another qualified vendor emerges.

J&A Number: 0231-22-281-00.1
(GFM) inventory held at CGS. With the exception of special tooling provided to CGS by the LCAC Program to disassemble, inspect, reassemble, and test gearboxes, no other GFM is required.
Award to any other source would result in unacceptable delays in fulfilling the agency’s requirements, as the Navy requires these gearbox test stands to be repaired within the twelve (12) month ordering period in order for the LCAC craft to remain operational. Failure to award this contract to CGS would jeopardize immediate and future operational availability of LCAC craft. As a result, CGS is the only source available that is capable of providing the services in an acceptable time to fulfill the agency’s requirement for ship readiness and mission capability for the duration of the twelve (12) month ordering period.
Based on the above, the only capable source is CGS due to the nature of the requirement. No other source will possess the intimate knowledge and expertise needed to ensure the Government’s needs are met.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
In accordance with DFARS PGI 206.302-1, a Request for Information/Source Sought was posted to the beta.SAM.gov website on 16 August 2021 and closed on 30 August 2021. Additionally, a synopsis was published on the beta.SAM.gov website on 30 August 2021 and closed on 15 September 2021. No responses were received to either posting. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any other contractor than CGS to provide the required services.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated costs to the Government for the services covered by the J&A will be fair and reasonable. The contractor will submit a formal price proposal with other than certified cost or pricing data and sufficient information to support the accuracy and reliability of the estimate. The contractor’s proposal will be reviewed by experienced technical analysts and contract specialists with the aid of necessary field pricing support. The Contracting Officer will use price analysis for negotiating a fair and reasonable price.
8. Actions to Remove Barriers to Competition
For the reasons set forth in paragraph 5, the Government has no plans at this time to compete future contracts for the services covered by this procurement. If another potential source emerges, the Government will assess whether competition for future requirements is feasible.
