QUESTIONS AND ANSWERS

Q1. What are the site restrictions for access to the space where the LABORATORY will be?

A1. The final location of the LABORATORY is within an existing, high-bay building, which has two main points of access: (a) via exterior 34” x 84” door, and (b) via a rollup door and interior passageways, at times limited to approximately 65” wide and 15’ high. All materials, whether end-product or supporting, must be passable via these means of access.

Q2. Are PPQ forms from another federal project acceptable?

A2. No. Contractors shall use the PPQ form (Attachment 9 of this solicitation) to submit past performance information.

Q3: Paragraph 3.5 Interpretation of Findings of the Slab and Soils Report (Attachment 8) identifies the requirements for wall loads of 400 plf. It requires shallow spread footings to support the columns for a second story. The SOW excludes such a requirement. How should this be handled?

A3: The Slab and Soils Report (Attachment 8) provides US Army Corps of Engineers’ interpretation of the findings from their investigation of the existing conditions. That interpretation was based on assumptions of the to-be-built structure’s weight, how the structure would distribute its weight and how the structure would be loaded; given this was investigation work occurring before the solicitation, USACE did not / could not know what specific vendor and specific product would be provided. The report is provided to vendors as a reference of existing conditions and for contractors to make their own judgements / engineering decisions on providing a solution, not as a specification or scope on what the vendors are to execute.

Q4. Does the technical quote page limitation apply to only Factor 2, Past Performance?

A4. No. The page limitation applies to both Factor 1 and Factor 2, which form the entire technical quote. The total pages for Factor 1 and 2 shall not exceed 10, single sided pages (Not including the following: SF1449 or any pages of the solicitation, Past Performance Questionnaires (PPQs), CPARs Documentation).

Q5. Since the modular facility is to be built within and existing building, does the roof does need to be weather tight?

A5. The roof of the facility shall be protected against vertically falling drops of water.

Q6. Are Past Performance Questionnaires (PPQs) to be submitted within the quote?

A6. PPQs may be submitted within the quote or via separate email. However, all PPQs must be received NLT the time and date specified in the solicitation.

Q7. Can the contractor grind down the concrete slab’s low grade slope around the cable trench to the surrounding slab grade before filling in the cable trench?

A7. Yes, the contractor may “grind” down the existing surface. Dust protection and clean-up measures must be utilized during any grinding/scarifying activity to minimize impact to all adjacent spaces and Government and contractor personnel (See SOW paragraphs 3.1.4 and 5.4.1(f)).

Q8. Are progress payments authorized?

A8. No. Progress payments are not authorized.

Q9. What are the weight limitations of trench plates in hallway and over cable trench?

A9. Unknown. The contractor shall verify plate thickness and weight limitation in the field and coordinate additional plating, if necessary, to support loads.

Q10. Where is the utility (electrical and water) access for site tools/equipment?

A10. Multiple, existing convenience outlets are available immediately adjacent to the worksite on the south wall of

Lab 1205. There is also an existing power panel adjacent to the worksite that can be tapped for additional power if needed, which can be coordinated upon request to the COR. Water is available at a Janitorial Closet located adjacent to the proposed structure’s site, immediately northeast of the site. The Janitorial Closet has an existing hose connection that can be made available for contractor use upon request to the COR.

Q11. Where is the main electrical hookup for the structure?

A11. Main electrical hookup shall occur at the Building 87 southeast substation, located east of the planned structure’s site. The existing power panel labeled “High Power Lab Distribution Panel”, a 3-phase, 480V panel with a 1200A main breaker and multiple spare breakers is envisioned as the specific connection point. Routing of cable/conduit, breaker size/replacement, modifications to the panel and any other installation related details shall be coordinated during design development, including determining suitable of the aforementioned power panel to meet the power supply needs of the structure (See SOW paragraphs 3.7.4 and 4.3.2).

Q12. What are the limitations to altering the floor to create a level surface (railroad tracks area)?

A12. See answer to question 7 and SOW paragraphs 3.1.4 and 5.4.1(f)

Q13. Can you clarify the need for a “chair lift?”

A13. The Government’s intent was for an inclined platform lift to be provided for access to the 2nd floor. The

Government will accept a vertical platform lift as an alternative to an inclined platform lift if all ADA, emergency egress and other requirements of the solicitation can be met (see SOW paragraph 3.5.5).

Q14. SOW Section 3.3.1- Is mesh required in wall panels fabricated from steel sheet?

A14: No mesh is required to join steel sheet wall panels if they are otherwise attached or joined with permanent materials.

Q15. SOW Section 3.3.1- Is mesh required in first floor ceiling panels fabricated from steel sheet?

A15. No mesh is required to join steel sheet wall panels if they are otherwise attached or joined with permanent materials. The first floor ceiling (separator between first floor and second floor) is considered a general partition, not a "true floor" or "true ceiling" to the secure area.

Q16. SOW Section 3.3.1- Is mesh required in ceiling (also roof) at second floor?

A16. No mesh is required in the ceiling/roof, except as may be needed or allowed to extend and join the outer walls to the true floor and the true ceiling as specified in Section 3.3.1.

Q17. Are there any requirements for Radio Frequency (RF) attenuation?

A17: No.

Q18. Are there any requirements for filtered Red power?

A18. No.

Q19. SOW Section 3.4.9- Is exterior door hardware required on secondary exits?

A19. Per SOW Section 3.6.18, no door hardware shall be exposed on the exterior of the secondary exit doors of the first or second story.

Q20. Is the enclosure to have an acoustic floor or is the enclosure to have walls mounted to the concrete floor?

A20. The enclosure shall have a raised floor (SOW Section 3.4.4) that sits directly above the existing concrete slab.

The concrete slab would form the "sixth side" of the security box.

Q21. Is there any inspection space requirements underneath the enclosure?

A21. No.

Q22. Are there any interior partition and doors throughout the design?

This solicitation is issued IAW FAR Subpart 13.5 procedures. The Deputy for Small Business concurs with the set-aside decision.

Section C - Descriptions and Specifications

STATEMENT OF WORK

1 INTRODUCTION

1.1 Location and Background

1.1.1 The work is located in Building 87 at the Naval Surface Warfare Center, Philadelphia Division

(NSWCPD), at 5101 S. 11th St., Philadelphia PA, 19112.

1.1.2 A Secure Laboratory Area is required in Building 87 to support the Bakery for various R&D efforts. The most efficient way to address this need has been determined to be via use of pre-manufactured acoustic wall panels to assemble a structure on site. For the remainder of the document, this laboratory shall be referred to as the “Laboratory”.

1.1.3 Limitations posed by the foundational slab and/or its subsurface shall be taken into account to ensure that a two-story space is satisfactorily supported without any major improvements to the slab or its subsurface, which are considered out of scope of this project.

1.1.3.1 A separate document, “Slab and Soils Report, Building 87, Naval Surface Warfare Center, Philadelphia

Division” dated June 2020, has been provided to assist with this analysis.

1.2 Clarifying Figures and Drawings

1.2.1 All figures and drawings in this document should be considered notional and exist only to help clarify and convey the context of the various specifications. In the case of any disagreement between the figures/drawings and textual specification, the textual specification is the ultimate authority.

2 GENERAL SYSTEM DESCRIPTION

2.1 System Context

2.1.1 Current work requirements include secure computing and storage capabilities; along with secure communication capabilities with other partner organizations. The intent of the LABORATORY is to address these technical resources, storage, and communication capabilities.

2.2 System Required States and Modes

2.2.1 The LABORATORY will be operationally maintained by Naval Surface Warfare Center Philadelphia

Division (NSWCPD) Code 30 for Open Storage at the Collateral Secret level. Standard Operating

Procedures (SOPs) will be developed in conjunction with Physical Security (Code 105) and IA Security

(Code 104) before the LABORATORY is fully operational in order to ensure operational capabilities are properly maintained.

2.3 User Characteristics

2.3.1 Users will be required to access the LABORATORY through proximity/PIN access in addition to an electronic combination lock (Kaba Mas X-10 or equivalent that meets Federal Specification FF-L-2740).

These access requirements will require users to first have proper access as well as the need to know the combination to the combination lock and how to operate this lock. Users will also be required to know how to operate the local security controllers within the LABORATORY in order to prevent false/nuisance alarm events from occurring.

2.4 Operational Security (OPSEC)

2.4.1 The Contractor shall protect critical information associated with this contract to prevent unauthorized disclosure. The NSWC Philadelphia Division's (NSWCPD) Critical Information List, (CIL) will be provided on site, if warranted. Performance under this contract requires the Contractor to adhere to OPSEC requirements. The Contractor may not impose OPSEC requirements on its subcontractors unless NSWCPD approves the OPSEC requirements. During the period of this contract, the Contractor may be exposed to, use, or produce, NSWCPD Critical Information (CI) and/or observables and indicators which may lead to discovery of CI. NSWCPD's CI will not be distributed to unauthorized third parties, including foreign governments, or companies under Foreign Ownership, Control, or Influence (FOCI).

2.4.2 CUI correspondence transmitted internally on the Contractor's unclassified networks or information systems, and externally, shall be protected per NIST SP-800-171, Protecting Controlled Unclassified

Information (CUI) in Non-federal Systems and Organizations. Assembled large components/systems being transported to and from testing areas, other production or government facilities (whether or not on public roadways) shall be in an enclosed van trailer or covered flatbed trailer. Component/System outside storage, staging, and test areas shall be shielded/obscured from public view wherever physically possible.

2.4.3 NSWCPD's CI shall not be publicized in corporate wide newsletters, trade magazines, displays, intranet pages or public facing websites. Media requests related to this project shall be directed to the Procuring

Contracting Officer (PCO), and the Contracting Officer’s Representative (COR) who will forward the required to the NSWCPD Public Release Authority for review.

2.4.4 Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or; incidents of loss/compromise of government Classified or CI, Business Sensitive, Company Proprietary information related to this or other program must be immediately reported to the contractor's Facility Security Officer and Cognizant Security Office and/or the Naval Criminal Investigative Service (NCIS), and the NSWCPD

Security Division (Code 105.1). Questions concerning these requirements shall be directed to the PCO, and the COR who will forward the request to the NSWCPD Security Division (Code 105.1).

2.5 General Design Requirements

2.5.1 The overall design of the LABORATORY shall be in accordance with the following references:

• Appendix to Enclosure 3 of DoDM 5200.01 Volume 3 dated February 24, 2012;

• Americans with Disabilities Act; and

• Department of Defense (DoD) Facilities Criteria (FC) 1-300-09N (Navy and Marine Corps Design

Procedures); and

• DoD Unified Facilities Criteria (UFC) 1-200-01 (DoD Building Code – General Building

Requirements).

2.5.2 The LABORATORY, as indicated within this document, shall be in compliance with NFPA and UFC 3-

600-01/UFGS codes and standards.

2.5.3 The LABORATORY shall be modular in nature and manufactured offsite. Assembly and installation may occur at the project site in Bldg. 87.

2.5.4 All telecommunications and video surveillance services or equipment delivered for use with the

LABORATORY shall comply with all relevant sections of the Federal Acquisition Regulation as amended by Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act (NDAA) for Fiscal

Year 2019, as outlined in Federal Acquisition Circular (FAC) 2019-05.

3 DETAILED DESIGN REQUIREMENTS

3.1 Site Preparation Requirements

3.1.1 The LABORATORY will be located on the south side of the center bay of Building 87.

3.1.2 One 2’6” wide x 6’0” long x 1’0” deep (all nominal measurements), empty cable trench shall be filled even with the existing grade of the concrete slab with concrete, grout or flowable fill to eliminate any gaps in the physical security boundary that would be posed by the existing trench. The resulting floor shall be finished to a condition similar or better to the surrounding foundation floor.

3.1.3 The design and installation of the LABORATORY shall include any other preparation needed at the site to ensure the structural stability of the LABORATORY. All site preparation plans and designs shall be delivered to the Government in advance of delivery (see §5.2.1).

3.1.4 Minor scarifying or grinding of the existing slab surface for the purpose of improving bonding/adhesion or to level the slab surface is allowable. Removal of tracks within work site area and/or use of floor leveler, grout, concrete or similar product to fill voids and level the surface is acceptable. Techniques that require removal of the existing concrete slab, installation of new steel reinforcement in the slab, or installation of shallow or deep foundations are not allowable.

3.2 General Footprint Requirements

3.2.1 General requirements for the layout of the LABORATORY are diagrammed in Figure 1 and attached documentation.

3.2.2 The LABORATORY footprint shall be sized nominally as a rectangle with a maximum width of 22 ft. and a maximum length of 51 ft. Additional space outside this rectangle may be used for access, egress and vestibule features as described in the rest of this document.

3.2.3 The WEST wall shall be erected in line with the existing structure/wall to the NORTH, as depicted in

Figure 1. The existing passageway dimensions shall be maintained.

3.2.4 The NORTH wall shall be erected parallel to, but no further NORTH than, the existing structure/wall to the

EAST (the NORTH-side wall of P-107 immediately adjacent to the LABORATORY), as depicted in

Figure 1.

3.2.5 If needed, any stairs on the NORTH side of the LABORATORY shall not extend further to the NORTH than the adjacent set of stairs on the NORTH side of the P107 structure.

3.2.6 A clear pathway of at least 36 in. (three feet) shall be maintained around the entire perimeter of the

LABORATORY to accommodate emergency egress routes.

3.2.7 In any areas where the LABORATORY structure removes access to an egress path, such as along the

WEST side of the P107 structure, alterations shall be designed, approved by the Government, and implemented during installation to ensure sufficient egress clearance is maintained. All site alteration plans and designs shall be delivered to the Government in advance of delivery (see §5.2.1).

3.2.8 The design of the LABORATORY shall provide two means of egress from the secure working areas on both the first story and the second story. All means of egress components shall be in compliance with

NFPA 101.

3.2.9 The design of the LABORATORY shall provide a means for maintaining access to the cleanout ports in the proximity of the NORTH-WEST corner of the P107 structure. This access may be either outside or inside the secure perimeter of the LABORATORY.

3.2.10 The design of the LABORATORY shall incorporate a means of accessing the existing valve at 24 ft.

elevation along the SOUTH wall of Building 87. A design that retains the existing 12 ft. tall platform along the SOUTH wall of Building 87 will meet this specification. An alternate design for maintaining access to the valve that removes the platform shall be approved by the Government.

3.2.11 The LABORATORY, including any associated mechanical equipment shall not exceed a total installed height of 30 ft. from the existing concrete floor without written approval from the Contracting Officer.

3.3 Materials and Methods

3.3.1 The outer walls of the LABORATORY shall be manufactured in accordance with Appendix to Enclosure 3 of DoDM 5200.01 Volume 3, paragraph 1.b.(1), which states that the walls shall be of permanent materials;

i.e. plaster, gypsum wallboard, metal panels, hardboard, wood, plywood, or other materials offering resistance to, and evidence of unauthorized entry into the area. Walls shall be extended from the true floor to the true ceiling and attached with permanent materials, mesh or 18 gauge expanded steel screen.

3.3.2 As per Appendix to Enclosure 3 of DoDM 5200.01 Volume 3, paragraph 1.b.(2), the (true) ceilings of the secure area shall be made of plaster, gypsum, wallboard material, hardwood, or any other acceptable material.

3.3.3 As per Appendix to Enclosure 3 of DoDM 5200.01 Volume 3, paragraph 1.b.(5), utility openings such as ducts and vents shall be smaller than man-passable (96 square inches). An opening larger than 96 square inches (and over 6 inches in its smallest dimension) that enters or passes through an open storage area shall be hardened in accordance with Military Handbook MIL-HDBK-1013/1A.

3.3.4 Methods used to assemble and install the LABORATORY shall be such that a rating of Sound

Transmission Class (STC) 50 or better is maintained between the inside of the LABORATORY secure area and the surrounding external environment (including between the secure area and the Entrance Vestibule).

3.3.5 Notwithstanding the above requirements, partitions such as walls, floors, ceilings or similar, shall be manufactured of non-combustible materials or only the types and quantities of materials permitted by the

International Building Code (IBC) for Type IIB.

3.3.6 All materials and methods used to assemble and install the secure area envelope (walls and uppermost ceiling) of the LABORATORY shall be shown, either through field- or laboratory- testing to meet the indicated sound isolation ratings.

3.4 Internal Dimensions

3.4.1 The internal layout of the LABORATORY shall consist of an Entrance Vestibule and Secure Working

Area (SWA). The Entrance Vestibule shall consist of only a single story. The SWA shall consist of two stories joined together into a single secure boundary, connected via an internal staircase.

3.4.2 The design of the LABORATORY shall not include any windows or other openings in the security boundary except as specified in the rest of this document.

3.4.3 The LABORATORY shall provide a secure working area of at least 1,000 square feet on the main level

(first story) and at least an additional 1,000 square feet on the upper level (second story).

3.4.4 A raised floor or false floor shall be installed in order to minimize the amount of exposed conduit that would otherwise be required for cabling/connection runs throughout the LABORATORY. The distance between the true floor and raised floor shall be adequate enough to conceal any electrical wire, data wire, conduit, piping, and duct work, as required.

3.4.5 All wiring installed below the raised floor shall either be installed within conduit or be plenum rated wiring.

3.4.6 A dropped ceiling shall be installed in order to minimize the amount of exposed conduit that would otherwise be required for cabling/connection runs throughout the LABORATORY, and to enhance the acoustic response of the space and improve occupant comfort and well-being. The distance between the true (structural) ceiling and dropped ceiling shall be adequate enough to conceal any electrical wire, data wire, conduit, piping, and duct work in plenum or overhead space.

3.4.7 The internal ceiling height within the secure working area shall be at least 8 ft. from the raised, finished floor to the dropped, finished ceiling.

3.4.8 The LABORATORY shall provide a main Entrance Vestibule with internal size no smaller than 6 ft. x 6 ft.

3.4.9 A secondary exit from the first story shall be provided in accordance with applicable codes to provide an emergency egress option and alternate access for equipment loading. This doorway shall provide a means to roll equipment in and out of the SWA without going through the vestibule (see §3.6.14).

3.4.10 A secondary exit from the second story shall be provided in accordance with applicable codes to provide an emergency egress option.

3.4.11 Per OSHA and NFPA requirements, secondary exits on both the first and second stories shall provide a second exit path remote from the primary exit path.

3.4.12 A notional dimensional layout of the LABORATORY appears in Figure 2 below. Alternate layouts are permissible so long as they meet the written specifications in this document.

3.5 ADA Accessibility

3.5.1 All aspects of the LABORATORY shall be in accordance with the Americans with Disabilities Act (ADA), including access to and egress from the second floor.

3.5.2 A ramp shall be provided for entry at the main entrance to the LABORATORY. One possible design for this ramp is depicted in Figure 2.

3.5.3 Any stairs and/or ramps shall be equipped with handrails in accordance with applicable building codes.

3.5.4 Any access ramps shall have an incline no greater than 1:12 (rise:run).

3.5.5 Any internal stairway shall be accessible via an inclined platform lift or similar attachment to the stairway compliant with the ADA. A vertical platform lift is an acceptable alternative to an inclined platform lift if all ADA, emergency egress and other requirements of this SOW can be met.

3.6 Security Components

3.6.1 The LABORATORY shall be protected by a security and access control system, including an intelligent dual reader controller (Lenel p/n: LNL-2220 or equivalent) installed within the SWA. The intelligent dual reader controller shall be installed in a suitable enclosure along with a power supply (Lenel p/n: LNL-

AL400ULX or equivalent), 12V battery (Altronix p/n: BT-126 or equivalent), fuse block (Altronix p/n:

PD8UL or equivalent), and Input Control Module (ICM) (Lenel p/n: LNL-1100 or equivalent). The provided battery shall be capable of supplying a minimum of 8 hours of backup power to the system, with load calculations provided in system design documentation.

3.6.2 All security components shall be installed by Lenel OnGuard Core (Associate) certified personnel (or equivalent manufacturer-recognized certification), with installation to include programming, commissioning, and testing in coordination with NSWCPD security personnel.

3.6.3 All alarm points shall be terminated onto the ICM.

3.6.4 Unless otherwise specified, any door included in the LABORATORY design shall be a sound control door with STC-50 rating with non-removable hinges and approved security locks. For outswing doors, hinge-side protection shall be provided by making hinge pins non-removable (e.g., spot welding) or by using hinges with interlocking leaves that prevent removal, per Appendix to Enclosure 3 of DoDM 5200.01

Volume 3, paragraph 1.b.(3). Furthermore, any door shall be readily able to be opened from the inside in the event of an emergency with a “panic bar” type of locking mechanism and an outward swing.

3.6.5 Unless otherwise specified, any door included in the LABORATORY design shall have the ability to be opened with a key-override via a lock core installed in a seven (7)-pin Small Format Interchangeable Core

(SFIC) rim housing.

3.6.6 Unless otherwise specified, any balanced magnetic switch (BMS) included in the LABORATORY design shall meet the standards of UL 634 Level 2 (Magnasphere p/n: HSS-L2S-000 or equivalent) and tampers shall be wired to the ICM.

3.6.7 Unless otherwise specified, any proximity/PIN access reader included in the LABORATORY design shall be a BridgePoint p/n: 74-01-2003 and installed at a centerline height nominally 42 inches above the level of the finished floor. Any substitution for the BridgePoint reader shall be subject to approval by the

Contracting Officer to ensure compatibility with local spare parts program.

3.6.8 Unless otherwise specified, all security and access control system components, including any electronic latch release (ELR) or request to exit (REX) devices, shall be compatible with a 12-volt Lenel security system controller, to maintain compatibility with existing security systems installed at NSWCPD.

3.6.9 The outer entrance door to the Entrance Vestibule shall be a 36-inch Wide x 84-inch High outswing door with a mechanical/hydraulic automatic door closer installed at the top of the door.

3.6.10 The outer entrance door shall be equipped with a proximity/PIN access reader installed in conjunction with a BMS, ELR and REX. All security system components for the outer entrance door shall connect to the system controller specified in 3.6.1.

3.6.11 The inner entrance door shall be a 1-3/4 inch Thick 36 inch Wide x 84 inch High outswing door made of

16 gauge cold rolled steel meeting ASTM A366 specification with factory welded, two-piece 14 gauge steel split frame and a Grade 1, heavy duty, surface mounted door closer installed at the top of the door

(Lockmasters, Inc. Model 3070 or equivalent).

3.6.12 The inner entrance door shall provide a STC 50 acoustic rating and at least a 90 minute fire rating.

3.6.13 The inner entrance door shall be factory equipped with a built-in GSA-approved combination lock meeting

Federal Specification FF-L-2740 (LKM10K-P-X10 or equivalent), a BMS, and a proximity/PIN access reader installed in conjunction with a compatible ELR and REX for this door. All security system components for the inner entrance door shall connect to the system controller specified in 3.6.1.

–Note: The ELR installed will be dependent upon the type of construction used for the doors. It is assumed that if LKM locks as called out are installed that the REX and ELR will be integrated with each lock system. The installation of an LKM lock may also require the installation of a power transfer hinge

(Von Duprin p/n: EPT-10 or equivalent) in order to pass the REX and ELR signals to the respective door controller.

3.6.14 The secondary exit door from the first story shall be a 1-3/4 inch Thick x 72 inch Wide x 84 inch High outswing standard pair of doors made of 16 gauge cold rolled steel meeting ASTM A366 specification with factory welded, two-piece 14 gauge steel split frame, an attached astragal and a Grade 1, heavy duty, surface mounted door closer installed at the top of the active leaf (Lockmasters, Inc. Model 6070 or equivalent).

3.6.15 The secondary exit door from the first story shall provide a STC 50 acoustic rating and at least a 90 minute fire rating.

3.6.16 The secondary exit door from the second story shall be a 1-3/4 inch Thick x 36 inch Wide x 84 inch High outswing door made of 16 gauge cold rolled steel meeting ASTM A366 specification with factory welded, two-piece 14 gauge steel split frame and a Grade 1, heavy duty, surface mounted door closer installed at the top of the door (Lockmasters, Inc. Model 3070 or equivalent).

3.6.17 The secondary exit door from the second story shall provide a STC 50 acoustic rating and at least a 90 minute fire rating.

3.6.18 Both first story and second story secondary exit doors shall be secured from the inside with factory-equipped deadbolt emergency egress hardware such as Panic Bar Exit Only hardware (LKM10K-PE or equivalent, with hardware matching the rest of the doors), per Appendix to Enclosure 3 of DoDM 5200.01

Volume 3, paragraph 1.b.(3). Both doors shall also be equipped with a BMS. No door hardware shall be exposed on the exterior of these doors. Key-override functionality shall not be provided for these doors.

The BMS shall connect to the system controller specified in 3.6.1.

3.6.19 The Secure Work Area shall be protected by motion sensors (Bosh p/n: DS360 or equivalent) that can be armed/disarmed via a command keypad (Lenel p/n: LNL-CK or equivalent).

3.6.20 The command keypad shall be installed on an accessible wall no more than 3 feet from the main entrance and at a centerline height nominally 56 inches above the level of the finished floor.

3.6.21 The command keypad shall be connected to the system controller specified in 3.6.1.

3.6.22 A proximity/PIN access reader shall be installed adjacent to and wired directly to the reader input of the command keypad. The reader will be used for granting access to arm and disarm the keypad.

3.6.23 The installed LABORATORY security system, when alarmed, shall trigger the annunciation of an externally installed tamper proof alarm horn (Tristate p/n: RVL-36c/SRN-SC or equivalent) installed on the outside of the LABORATORY at an elevation of at least 9 ft.

3.6.24 All circuits between the intelligent controllers and security component sensors (BMS, REX, etc…) shall be supervisory through the use of an end of line resistor (Johnson Controls p/n: 6644 or equivalent) in order to detect open circuit line tampering.

3.6.25 Security cameras (Pelco p/n: IME839-1ERS or equivalent; equivalent shall be ONVIF T-profile compliant and at least 5 megapixel) shall be installed to supplement the monitoring of the entrances and exits of the

LABORATORY.

3.6.26 Security cameras shall collectively provide a clear view of all four doors, all external interfaces (network, voice, security) and all electrical power equipment or switches feeding the Laboratory from the provided transformer to the service panel. Cameras shall not enable the viewer to observe into the LABORATORY when doors are open nor observe external control pads or access control components that would enable them to identify access codes of the LABORATORY or any surrounding facilities.

3.6.27 Security cameras shall be powered by and connected via Cat5e or Cat6 cable to a dedicated Power over

Ethernet (POE) network switch in the non-secure network rack. A compatible POE network switch shall be provided and installed for this purpose.

3.6.28 Security cameras shall be viewable via Government Furnished Equipment (GFE) via designated Ethernet drops near display mount locations with specific placement subject to approval by the Government, fed from the POE network switch in the non-secure network rack.

3.6.29 Two Cat5e or Cat6 cables shall run from the POE network switch in the non-secure network rack to an RJ-

45 connection point in the security system external interface enclosure (see §4.2.5).

3.6.30 Post-delivery support shall be provided to NSWCPD Physical Security Department, Code 105, to assist in testing the final connection of security system components to, and ensuring proper operation and function with existing NSWCPD systems (see §5.4.2).

3.6.31 The combinations for all GSA-approved combination locks and keys for all keyed locks delivered with

LABORATORY shall be made available to and maintained by NSWCPD.

3.6.32 Access monitoring of the LABORATORY entrance will be provided by and installed internally by

NSWCPD personnel.

3.6.33 All wiring for security components should be located within the secure envelope of the LABORATORY.

Wiring that must run external to the secure envelope of the LABORATORY shall be installed in a manner as to provide resistance to, and evidence of, tampering.

3.7 Power and Communication Components

3.7.1 The LABORATORY shall have an internal electrical system installed in order to provide power for the

HVAC system, Security System, electrical outlets, lighting circuits, and fire detection system.

3.7.2 The electrical system shall be serviceable with access to independent circuit breakers contained within an electrical service panel located in the SWA.

3.7.3 Any electrical cable runs installed through a raised floor shall be armored cable.

3.7.4 An appropriately sized transformer shall be provided to supply power to the LABORATORY (75 kVA is suggested as a minimum). This transformer shall convert from a 480V 3PH Delta supply voltage, located at the Building 87 southeast substation, located east of the planned structure’s site.

Note: Hookups are the responsibility of the Contractor (see §4.3.2).

3.7.5 The provided electrical transformer and any newly installed power disconnect switches or distribution panels controlling the supply power to the electrical service panel located in the SWA shall be protected from public access and/or tampering. It is recommended that all power disconnects after the transformer be located inside the LABORATORY or its vestibule.

3.7.6 The circuit breaker(s) for the HVAC system shall be sized appropriately for the HVAC system installed in the LABORATORY.

3.7.7 The circuit breaker(s) for the security system shall be appropriately sized for the intelligent security controllers and all endpoint security devices.

3.7.8 The circuit breaker(s) for the lighting circuit(s) shall be appropriately sized for the lighting components installed.

3.7.9 The circuit breaker(s) for the fire detection system shall be appropriately sized for the system installed.

3.7.10 Unless differently specified below, all provided electrical outlets shall be 120VAC-20AMP duplex receptacles.

3.7.11 Each receptacle shall be clearly labeled to indicate the appropriate controlling circuit breaker.

3.7.12 There shall be no more than eight 120VAC-15AMP duplex receptacles sharing a single 15AMP breaker located within the electrical service panel.

3.7.13 There shall be no more than four 120VAC-20AMP duplex receptacles (or two 20AMP quadplex receptacles) sharing a single 20AMP breaker located within the electrical service panel.

3.7.14 All 120VAC-30AMP receptacles shall have their own individual 30AMP breakers within the electrical service panel.

3.7.15 Receptacles shall be provided throughout the main workspace according to the following schedule, with specific placement subject to approval by the Government:

• Four (4) each 120VAC-15AMP duplex receptacles able to be installed in up to ten (10) workspace locations on the second floor (workspace furniture will be Government furnished and Government installed after the LABORATORY installation);

• One (1) 120VAC-15AMP duplex receptacle located in the vicinity of each wall-mounted display (six total on the first floor, two total on the second floor, see §3.9.1);

• 120VAC-20AMP duplex receptacles located approximately every ten feet along the interior wall of the first floor;

• Eight (8) 120VAC-20AMP quadplex receptacle boxes approximately evenly distributed throughout the raised floor cavity of the first floor, installed in a semi-flexible fashion so as to allow repositioning within a

8-foot radius of their nominal locations;

• One (1) 120VAC-30AMP L5-30R locking receptacle installed in the vicinity of each network cabinet

(two total) on the first floor;

• One (1) 120VAC-15AMP or -20AMP duplex receptacle in the entrance vestibule on the same wall as the installed storage lockers; and

• Additional 120VAC-15AMP duplex receptacles located along the interior walls as needed to meet applicable codes.

3.7.16 To the extent possible, the design of the electrical distribution shall be coordinated with the Government’s plans for any Government furnished / Government installed Furniture, Fixtures and Equipment (FFE).

3.7.17 All floor tiles on the first floor shall be easily removable for access to receptacles beneath the finished floor. Two sets of any required tools to remove floor tiles shall be provided with delivery of the

LABORATORY. At least twelve (12) floor tiles shall have access holes in them to allow cables to pass safely through the finished floor with the floor tile in place.

3.8 Network Infrastructure

3.8.1 The layout and installation of the network infrastructure shall be according to the Level I Red/Black

Requirement as indicated in Section 4.5 of Committee on National Systems Advisory Memorandum

(CNSSAM) TEMPEST/01-13, RED/BLACK Installation Guidance, dated 17 January 2014.

3.8.2 A “black” network rack enclosure (“non-secure rack”) (Tripp-Lite P/N: SRQ18U or equivalent;

equivalent shall provide up to 28 dB noise attenuation) shall be provided and installed via a suitable manner on the first floor of the SWA. Installation shall be such that the front of the cabinet faces generally toward the center of the SWA. Appropriate clearance shall be maintained in front of and behind the rack for access and equipment installation. For the purposes of TEMPEST, all equipment installed in this rack enclosure shall be considered “BLACK Equipment”, and all cable, optical fiber cable, or metallic wire cable terminating in this rack enclosure shall be considered “BLACK Line”, “BLACK Optical Fiber Line” or “BLACK Wireline”, respectively, unless otherwise indicated in this document.

3.8.3 Except where otherwise indicated or as allowed by the Government in writing, all network cable, whether optical fiber or metallic wire, intended by design to carry a non-secure (or encrypted) signal, or terminating in the non-secure rack specified above, shall be of green or grey color or otherwise labeled at each end-point as well as at least every 36 inches along the cable so as to be identified as a non-secure signal line.

3.8.4 A “red” network rack enclosure (“secure rack”) (Tripp-Lite P/N: SRQP42UB or equivalent; equivalent shall provide up to 20 dB noise attenuation) shall be provided and installed via a suitable manner on the first floor of the SWA. Installation shall be such that the front of the cabinet faces generally toward the center of the SWA. Appropriate clearance shall be maintained in front of and behind the rack for access and equipment installation. For the purposes of TEMPEST, all equipment installed in this rack enclosure shall be considered “RED Equipment”, and all cable, optical fiber cable, or metallic wire cable terminating in this rack enclosure shall be considered “RED Line”, “RED Optical Fiber Line” or “RED Wireline”, respectively, unless otherwise indicated in this document.

3.8.5 Except where otherwise indicated, all network cable, whether optical fiber or metallic wire, intended by design to carry an unencrypted secure signal, or terminating in the secure rack specified above, shall be of red color or otherwise labeled at each end-point as well as at least every 36 inches along the cable so as to be identified as a secure signal line.

3.8.6 All metallic wire network cable considered to be “RED Wirelines” shall be shielded. Metallic distribution, such as conduit or enclosed cable tray, may be used for shielding in lieu of cabling shields when it is difficult to use shielded cable. All metallic distribution shall be electrically continuous and installed in accordance with the National Electric Code. Electrical Metallic Tubing (EMT) used in lieu of shielded cable shall utilize compression fittings.

3.8.7 The non-secure rack and the secure rack shall be separated from each other by at least 40 inches.

3.8.8 Six (6) pairs of fiber-optic network cable shall run from a patch panel in the secure rack to a patch panel in the non-secure rack to facilitate cross-connections as needed. These shall terminate with SC-type jacks.

The outer jacket for this/these cable(s) shall be green or grey color, or otherwise labeled at each end-point as well as at least every 36 inches along the cable so as to be identified as a non-secure signal line, and it shall be considered a “BLACK Optical Fiber Line”.

3.8.9 Network wiring and drops for NIPR, SIPR and an Internal Secret network shall be provided throughout the main workspace. All wiring shall be made with Cat5e or Cat6 cable. Drops shall be according to the below schedule:

Note: NIPR drop locations always have a pair of two (2) RJ-45 connectors (“A” and “B”), each wired independently. See §3.8.10.

• One (1) pair NIPR (A+B), one (1) SIPR, and two (2) Internal Secret drops able to be installed in up to ten (10) workspace locations on the second floor (workspace furniture will be Government furnished and

Government installed after the LABORATORY installation);

• One (1) Internal Secret drop and one (1) security camera network drop located in the vicinity of each wall-mounted display (six total on the first floor, two total on the second floor); See also §3.6.28.

• Four (4) pair NIPR (A+B) and four (4) SIPR drops distributed evenly throughout the first floor; and

• Twenty (20) clusters of two (2) Internal Secret drops each distributed evenly throughout the first floor working area. At least six of these clusters shall be located in the cavity below the finished floor.

To the extent possible, the design of the electrical distribution shall be coordinated with the

Government’s plans for any Government furnished / Government installed Furniture, Fixtures and

Equipment (FFE).

3.8.10 All NIPR Network drop locations shall consist of two RJ-45 jacks (configured per EIA/TIA 568B) installed adjacently. The first jack shall be blue and sub-labeled “A”; the second jack shall be green and sub-labeled

“B”. All NIPR drops (both A and B jacks) shall land on a patch panel in the non-secure rack.

Note: The NIPR Network switch/router will be installed after performance under this contract and is not within the scope of this contract.

3.8.11 All SIPR Network drops shall be RJ-45 jacks (configured per EIA/TIA 568B) colored red. All SIPR drops shall land on a patch panel in the secure rack.

Note: The SIPR Network switch/router will be installed after performance under this contract and is not within the scope of this contract .

3.8.12 All Internal Secret Network drops shall be RJ-45 (configured per EIA/TIA 568B) jacks colored black. All

Internal Secret drops shall land on a patch panel (separate from the patch panel provided for SIPR

Network) in the secure rack.

Note: The Internal Secret Network switch/router will be installed after performance under this contract and is not within the scope of this contract.

3.8.13 Voice communications drops shall be provided according to the following schedule:

• One (1) voice drop able to be installed in up to ten (10) workspace locations on the second floor

(workspace furniture will be Government furnished and Government installed after the LABORATORY installation); and

• Four (4) voice drops on the first floor, co-located with the four NIPR drops.

3.8.14 The voice communication drops shall be RJ-45 (configured per EIA/TIA 568B) jacks colored white or ivory. All voice drops shall feed to a patch panel in the non-secure rack.

3.8.15 All network and voice communication drops shall be labeled at the drop and in the appropriate network rack to uniquely identify the associated service (NIPR, SIPR, etc.) and drop number for that service.

3.8.16 Wall jacks for patching SIPR and/or the Internal Secret Network to equipment, as identified in the above network drops, shall be installed into separate outlet boxes from those wall jacks provided for NIPR, Voice, Security Cameras or other non-secure applications. Wall jacks for RED lines shall be separated by at least

5 cm (2 inches) from those wall jacks for BLACK lines.

3.8.17 No separation is required between SIPR and Internal Secret Network cables or wall jacks, nor is there a need to separate these two services into distinct outlet boxes.

3.9 Video Components
