Scope of this Specification
Design Summary A. This Specification provides the technical requirements for the design, performance, construction, inspection, testing, and warranty of one (1) type of Medium Voltage Isolation Devices (MVID), for a total of two (2). Each Medium Voltage Isolation Device consists of the following equipment specified herein:
1. No load disconnect devices that are indoor rated enclosures with isolated vertical sections, providing independent power distribution and auxiliary sections.
2. The no-load disconnect devices shall have the following configurations:
Each MVID shall be capable of switching three (3) electrical poles, rated at minimum of 6.9kV, 3400A, 60Hz, to connect from one source to one load or to be in disconnected state. A switching mechanism that consists of either removable manual bus links or manual switches (as depicted in
Appendix A) is acceptable. Utilization of switching components that exceed the above specified rated values is acceptable. This switching device has an anticipated duty cycle of 500 operations per year.

Specification Terms A. Throughout this Specification the following terms apply:
1. “Government” refers to Naval Surface Warfare Center Philadelphia Division (NSWCPD).
2. “Contractor” refers to the party or parties submitting a bid for supplying the equipment specified herein. The selected Contractor shall be the Manufacturer and Supplier of the Medium Voltage
Isolation Device.
3. “Manufacturer” refers to the party, or parties, that manufacture a part or parts of the equipment or material.
Overview
Purpose A. The Contractor supplied Medium Voltage Isolation Devices will provide an interface between
Government supplied equipment under test. The Medium Voltage Isolation Devices will be located at the NSWCPD in Philadelphia, PA 19112.
Diagrams A. The conceptual diagram for the Medium Voltage Isolation Device configured as MVID is depicted in
Appendix A. The electrical power source supplying MVID switchgear will be three phase 60Hz from a
Government furnished generator or similarly derived from a public utility feed.
Required Equipment and Support Systems A. Each Medium Voltage Isolation Device shall provide the required equipment and supporting systems
1. Enclosure with separate compartments as specified herein.
2. Controls compartment with hinged doors for local operation as specified herein.
3. Allocations for independent high bandwidth (0-50 kHz) voltage and current sensors, as applicable, for each electrical pole and voltage sensor on main bus to be utilized by the
Government on a dedicated termination board for Government interface. Additional information on the Government interface is provided in Section 7.
4. Capable of 500 operations per year prior to the need of any replacement parts.
Deliverables A. The Contractor shall provide the following deliverables as specified herein:
1. Progress Report: The Contractor shall submit a Progress Report to report schedule data for all
End Items listed on in Section 2.3, In Accordance with (IAW) CDRL A001 Contractor Status
Report, Progress Reports, of this Technical Specification document. The planning and scheduling of this effort shall be proposed as discrete tasks. This shall occur monthly.
2. General Arrangement Drawings: The Contractor shall deliver General Arrangement drawings IAW CDRL A002, Product Drawings/Models and Associated Lists, General
Arrangement Drawings, of this technical specification document. The general arrangement drawings shall include both Plan and Elevation views. The drawings shall include all electrical
(controls, instrumentation and power) connection locations. The Contractor shall provide foundation layouts with dimensions and weights of equipment with alignment drawings and procedures.
3. MVID drawings: The Contractor shall submit MVID drawings IAW CDRL A003, Product
Drawings/Models and Associated Lists, MVID Drawings, of this technical specification document. The Contractor shall provide manufacture assembly, installation assembly, mechanical schematics, protection systems, and electrical/electronic diagrams with complete materials list.
4. Electrical Single Line Drawings: The Contractor shall submit Electrical Single Line
Drawings IAW CDRL A004, Product Drawings/Models and Associated Lists, Electrical
Single Line Drawings, of this technical specification document. All electrical, instrumentation, and controls wiring interconnections shall be clearly identified.
5. Manuals and supplemental data: The Contractor shall provide COTS manuals and supplemental data with all equipment and components for which manuals or data are available.
Copies of COTS manuals and supplemental data shall be delivered IAW CDRL A005, Technical Manuals, Manuals and Supplemental Data, of this Technical Specification document. All manuals for the components shall be submitted in both electronic and paper formats.
6. Test Procedures/Factory Acceptance Tests: The Contractor shall prepare a Test Plan IAW
CDRL A006, Test Plan, Test Procedures/Factory Acceptance Tests, of this Technical
Specification document. Factory Acceptance Test procedures include all design drawing validation, factory quality assurance electrical testing, and manufacturing test procedures, reports and qualifications shall be submitted for government review and approval. These tests shall include Tests identified in Section 9 of this Technical Specification.
7. Test Report: The Contractor shall prepare a Test Report for all successfully completed tests.
The Contractor shall prepare a Test Report, in Contractor format, IAW CDRL A007, Acceptance Test Reports (ATR), Test Reports, of this Technical Specification document, to document the result of the Factory Acceptance Testing (FAT). These tests shall include tests identified in Section 9 of this Technical Specification.
8. Packaging Plan: The Contractor shall prepare a Packaging Plan for the description of procurement. The Packaging Plan shall be delivered to and approved by the Government prior to delivery of the description of procurement. The packaging plan shall detail the precautions the Contractor plans to use to protect and preserve the description of procurement against corrosion, deterioration and physical damage during shipment and handling. The Packaging
Plan shall be prepared and submitted IAW CDRL A008 Packaging Plan, Packaging Plan, of this technical specification document.
9. Lift Plan: The Contractor shall submit Lifting Arrangement Drawings IAW CDRL
A009COMNAVREGMIDLANTINST/NAVFAC MIDLANT 11262.1 REG ENG/PW7, Lift
Plan. The requirements for these drawings are specified further in sections 6.6 and 7.4 of this technical specification document.
10. Long-Lead-Time Procurement Schedule: The Contractor shall submit a Procurement
Schedule for long-lead-time parts IAW CDRL A010 Presentation Material, Long-Lead-Time
Procurement Schedule. Long lead-time materials include the Current Sensors, High Voltage
Dividers, Multi-Cable Transits and sub components.
11. Quality Inspection Test Plan: The Contractor shall submit a Quality Inspection Test Plan
IAW CDRL A011, Inspection and Test Plan, Quality Inspection Test Plan.
12. Welding Procedure Specifications (WPS): The Contractor shall submit WPS IAW CDRL
A012, Welding Procedures, Welding Procedural Specifications (WPS).
13. Welding Performance Qualifications (WPQ): The Contractor shall submit WPQ IAW
CDRL A013, Welder Performance Qualification and Training Program, Welder Performance
Qualifications (WPQ).
14. Non-Destructive Test (NDT) Procedures and Reports: The Contractor shall submit NDT
Procedures IAW CDRL A014, Test Procedures, Non-Destructive Test (NDT) Procedures and
Reports.
Applicable Codes, Standards, and Regulations
General A. Unless otherwise specified, the equipment shall be designed, constructed, and tested in accordance with the applicable provisions of the following standards. The latest edition of the referenced document
(including any amendments or corrections) applies, at the time of contract award.
B. Where a standard is referred to and conflicts with a part of this Specification, the Government shall be consulted in writing for immediate resolution.
C. When an equivalent standard to those identified in this Specification are proposed by the Contractor, the
Contractor shall notify the Government in writing for immediate resolution.

Equipment Ratings, Materials, and Workmanship A. The Medium Voltage Isolation Device equipment provided shall meet all requirements specified herein.
B. Materials used for work performed under this contract shall be new and suitable for the intended service conditions of the equipment.
C. Work shall be performed by skilled mechanics in the various crafts and be executed in a first class and workmanlike manner in accordance with recognized good practice in the industry.
Conditions of Service A. All Medium Voltage Isolation Device equipment will be located indoors in ambient temperatures ranging between 40 and 122deg F.
Switchboard Acceptance, Performance Warranty and Defects Liability A. Acceptance of the Medium Voltage Isolation Device shall follow the successful completion of all Tests identified in Section 9 including the review and approval of all test reports by the Government, and receipt of the Contractor supplied Test Certifications.
B. The Contractor shall warrant that the equipment supplied shall be entirely suitable for the intended service and is free from faults in design, and is of sufficient capability to meet the specified Performance
Requirements.
C. The Contractor shall warrant the MVID for a period of twelve (12) months from the date of Acceptance by the Government that all equipment furnished by the Contractor shall be free from defects in design, material, and workmanship.
General Tasking
Overall System Requirements A. The Contractor shall have complete responsibility for the provision of all equipment and accessories necessary for the successful operation of the Medium Voltage Isolation Devices.
Scope of Supply A. The Contractor’s work shall include the furnishings of all design, construction, fabrication, inspection, testing, documentation, and applicable custom tools of the MVIDs.
B. The Contractor’s work shall include the following:
1. Equipment as specified herein.
2. Factory field service / training as specified herein.
Contractor Analyses A. The Contractor shall provide, at a minimum, the following submittals for Government review and approval of the MVID design:
1. Mechanical design to include overall MVID dimension and weight of the individual equipment and lifting arrangements. This shall be included in CDRL A002 and CDRL A009 submittals.
2. Thermal management design to meet the performance specified herein. This shall include any special arrangements due to sensor selection and placement and associated components. This shall be included in CDRL A003 submittals.
3. Electrical power design to meet the performance specified herein. This shall include the circuit breaker and bus-bar derived ratings. This shall be included in CDRL A004 submittals.
4. Controls and instrumentation design to meet the performance specified herein. This shall include all sensor and controls wiring schematics. This shall be included in CDRL A004 submittals.
5. Reliability analysis to include individual component, subsystem and overall system reliability determinations. This analysis shall be based on component reliability information and previously developed system configuration for system reliability assessments. This shall be included in CDRL
A003 submittals.
6. The Contractor shall submit monthly Progress Reports in accordance with CDRL A001.
6. General Requirements
Equipment Drawing and Technical Data Submittal Requirements A. The Contractor shall deliver, all submittals identified in Section 2.4 and Section 5.3.
B. The sequence of drawing and technical data submission shall be such that all information is available prior to the Government’s review. All drawings and technical data shall be reviewed and approved by the Government prior to final submittal.
C. All drawings shall be submitted in digital format as PDF files suitable for mark-up with comments and printing. The title block shall contain the name of the Government, contract name and number, and the
Government’s equipment tag number.
D. The Contractor shall make all necessary changes in design that are required to make the work conform to the provisions of the contract without additional cost to the Government.
E. All final submitted drawings shall be brought to an As-Built status and be endorsed with the wording
“As Built” in the revision block.
Installation Instructions, Operating, and Maintenance Manuals A. Medium Voltage Isolation Device Operating and Maintenance (O&M) Manuals shall be supplied by the
Contractor to provide all information deemed necessary for the Government to operate and maintain the component throughout its design life.
B. The documentation shall contain Manufacturer contact information, warranty information, instructions, drawings (reduced as necessary, but clearly legible), parts lists, catalogs, and any other instructions that may be needed or be useful in the installation, planned maintenance, corrective maintenance, dismantling, assembling and for identification when ordering replacement parts. The manuals shall be provided in searchable, digital format and in paper hardcopy format. A minimum of three (3) hardcopy format shall be assembled and bound between hardcovers to Letter size (8.5 inch by 11 inch), All associated drawing hardcopies shall be Ledger size (11 inch by 17 inch). Where the Contractor’s and/or
Subcontractor’s standard brochures are included, they shall be clearly marked to indicate the part that has actually been furnished.
C. Each set of Manuals shall be divided into separate volumes for:
1. Installation Instructions
2. Operating Instructions
3. Maintenance Manuals with list of spare parts
D. The Contractor shall provide COTS manuals and supplemental data with all equipment and components for which manuals or data are available. Copies of COTS manuals and supplemental data shall be delivered IAW CDRL A005, Technical Manuals, Manuals and Supplemental Data, of this technical specification document. All manuals for the components of the system shall be submitted in a single three-ring binder or multiple binders, as necessary.
Nameplates, Markings, and Notices A. Nameplates, notices and the like shall be permanently attached to the equipment to bring the attention to the following:
1. Notices required by statutory regulations such as maximum safe working load.
2. Warning notices such as “DANGER” and “WARNING”.
3. Equipment nameplates with the Manufacturer’s model and data
B. Suitable nameplates shall also be attached to indicators and control switches furnished with the equipment.
C. Nameplates and notices shall be of appropriate size and the information contained thereon be easily read from all operating positions. They shall be affixed to the equipment so that they cannot be removed or destroyed through wear and tear.
D. Stampings and engravings shall be of sufficient depth so that the letters, numbers, and wording shall not be worn away by the prevailing environmental conditions.
E. Nameplate material shall be of stainless steel.
F. MVID equipment nameplates shall have all necessary information to facilitate identification and installation and shall include but not be limited to (as applicable):
1. Name of Manufacturer
2. Government’s contract number
3. Equipment tag number
4. Manufacturer’s serial number
5. Design and performance information as applicable
6. Date of Manufacture
7. Ambient Temperature
8. Voltage
9. Current
10. Number of phases
11. Total weight
Cleaning, Painting and Protective Coatings A. Painting and protective coatings shall be in accordance with the Contractor’s applicable standard painting Specification.
B. Painting shall be able to withstand temperatures from 40°F to 122°F and relative humidity of 0% to
100%
Special Tools, Devices, and Test Equipment A. The Contractor shall supply a complete list and recommended quantities of test equipment and any custom tooling required to install and maintain the Medium Voltage Isolation Devices. The list of recommended custom tooling and test equipment shall be noted in the Maintenance Manuals. Custom tooling is defined as any non-commercially available tool required for installation, operation or maintenance of the MVIDs.
B. The Contractor shall deliver one set of necessary custom tooling and devices required for the installation, operation, and maintenance of the plant or equipment supplied. These shall be new, of first-class quality, crated separately from other equipment and materials, and be clearly marked as to their intended use.
Assembly, Packaging, and Shipping A. The equipment shall be packed in accordance with CDRL A008, Packaging Plan. The packaging plan shall detail the precautions the Contractor plans to use to protect and preserve the description of procurement against corrosion, deterioration and physical damage during shipment and handling. The packaging plan shall be delivered to and approved by the Government prior to delivery. Any damage received in transit due to defective or insufficient packing or defective methods of packing shall be corrected by the Contractor at their expense and within a reasonable time when called upon to do so.
B. Delivery of all components shall not exceed 20 weeks after receipt of order (ARO) and approval of drawings.
Design and Fabrication Requirements A. The Medium Voltage Isolation Device Contractor should be ISO-9001 Certified and should submit current Certification documentation upon Contract Award.
General Arrangement A. The Contractor supplied MVID enclosure shall be constructed of vertical metal enclosed sections bolted together to form a rigid assembly and shall be front and rear aligned.
B. The Contractor supplied MVID enclosure shall be designed for cable entry to be top, bottom, and side and shall be accessible through the front and back sides for hookup. The top, side, and bottom entry options shall each be capable of handling all cables required to operate the device at rated load.
C. The Contractor supplied MVID enclosure shall be rated for NEMA ICS 6 Type 3R.
D. The Contractor supplied MVID enclosure shall be designed for top and bottom entry of cabling and shall be accessible through the front and back sides for hookup.
E. The Contractor supplied MVID enclosure shall be bolted together with removable bolt-on side and hinged rear panels, and sloping roof downward toward rear to prevent dripping water or falling objects from entering the enclosure or damaging instrumentation and controls on the front panels. The panels shall be adequately secured but shall not be used for structural strength.
F. The Contractor supplied MVID enclosure shall have ventilation openings at the top and bottom where required to reject heat inside the cabinet. The use of cooling fans shall be prohibited.
G. The Contractor supplied MVID enclosure shall be equipped with insect/rodent screen and filter to permit air circulation.
H. The Contractor supplied MVID bases, frames and channels of enclosure shall be corrosion resistant and shall be fabricated of ASTM A 167 type 304L.
I. The Contractor supplied MVID rear hinged panels shall be provided with stainless steel pad lockable vault handles with a two point latch position 1, OFF, position 2) for MVID. The lockable vault handles shall provide positive lockout means at each position of the switch.
J. The Contractor supplied MVID bus bars shall be copper with silver or tin-plated contact surfaces. Phase bus bars shall be insulated providing a minimum breakdown voltage of 16,000 volts per ASTM D 149.
K. The Contractor supplied MVID shall have vertical insulating barriers between the front device section, the main bus section, and the cable compartment with full front to rear vertical insulating barriers between adjacent sections as necessary.
L. The Contractor supplied MVID main section shall consist of an individually mounted disconnect, as specified herein.
M. The Contractor supplied MVID handles for individually mounted devices shall be of the same design and method of external operation. Label handles prominently to indicate device ampere rating, color coded for device type. Identify ON-OFF indication by handle position (or bus link position) and by prominent marking.
N. Each contractor supplied MVID shall have 120-volt heaters in each vertical section to control moisture condensation and shall be controlled by a thermostat and humidistat located in the section. A single external source of Customer provided 120V power will be provided to each MVID.
O. The Medium Voltage Isolation Device identified as MVID shall be outfitted with the following features:
1. Isolation devices that can perform the following no-load break function:
i. Switching three (3) electrical poles, rated at minimum of 6.9kV, 3400A, 60Hz, from one source to one load or to a disconnected state.
ii. Accommodation for circuit breakers or shorting bars.
iii. The Contactor shall identify the specific switching device arrangement that can perform this specified function.
2. The overall size of the enclosure envelope of MVID shall not exceed 80" wide x 65" deep x
103" high.
P. The Contractor supplied MVID will be installed on a Government provided structural steel platform located inside a test facility at NSWCPD Philadelphia, PA.
Q. The Contractor supplied MVID enclosure shall allow for breakout of multi-conductor cable routing to the termination point without compromising cable and conductor bend radius requirements. The minimum bend radii for LS8KVTSU-100 cable, and individual conductors are 18 inches and 8 inches respectively.
R. The MVID enclosure shall provide cable supports inside the enclosure to allow non-conductive wire fastener after the cables are broken out and routed to the termination points.
S. Each MCT block shall be provided with the appropriate wedges, stay plates, blanks, and multi-diameter blocks for all cabling transiting through the block.
General A. The MVID shall be compatible with the interfaces as specified herein.
B. The MVID shall be sized to continuously deliver the full power as specified herein.
C. The MVID shall be designed to the best industry engineering practices to minimizing the overall size.
D. The MVID shall be completely factory engineered, including any protective devices and equipment indicated with necessary interconnections, instrumentation, and control wiring.
E. The MVID shall be as completely factory assembled as possible within shipping and handling limitations as specified herein.
F. The MVID shall be fully tested at the factory prior to shipment as specified herein the Testing
Requirements in Section 9.
G. The MVID shall be designed to ensure personnel safety in accordance with NFPA 70E. The MVID shall incorporate provisions for installing grounding devices such as grounding stud/ball on each phase and ground with sufficient accessibility during maintenance periods.
H. The MVID shall meet the minimum creepage and clearance distances between active parts and between active parts and ground in accordance with industry standards.
I. The MVID shall have a common isolated ground bus that is run on the bottom of each section.
J. The MVID shall have a ground pad for equipment bonding. On the interior and exterior of cabinet.
K. The MVID shall be provided with a Multi-Cable Transit (MCT) frame and appropriate blocks to accommodate all input cables, and shall include any blanks, and any other necessary items, to close the
MCT in accordance with MCT OEM guidelines. Blank blocks shall be provided, in addition to the cable blocks, for future Test Device outputs installation.
L. External and internal surfaces shall be coated with at least one coat of corrosion-resistant material.
M. Painted surfaces shall conform to requirements specified in IEEE C37.21-7.2.2.
N. All fabrication and welding shall be in accordance with ASME, AWS, AISC and ISO 9001 as applicable to this project.
O.
Instrumentation and Control
Control Functions
A. The MVID Contractor shall provide any Instrumentation and Control for the safe local operation of the
MVID.
B. The Medium Voltage Isolation Device control equipment shall provide, at a minimum, the following control and instrumentation functions:
1. Local Medium Voltage Isolation Device control shall include:
a. Isolation Device manual operation control(s)
b. Heater ON/OFF/AUTO selection switch
2. Local Medium Voltage Isolation Device indication shall include:
a. Isolation Device Position indication
b. Heaters ON indication
3. Remote Medium Voltage Isolation Device indication shall include:
a. Switch position indication, in the form of a dry contact closure
b. Heaters ON indication
C. The MVID Contractor shall provide space allocation accommodations and dedicated Customer interface termination points for either of the following high bandwidth (0-50kHz) voltage and current sensors to be utilized by the Government:
1. MVID shall be designed and constructed to accommodate the future mounting of the instruments and components described below:
a) Voltage Measurement Mounting Plate(s) – (1) Zimmer Electronic Systems, HST9-3, installed on a set of 3-phase (A/B/C) of the MVID source installed on each phase (A, B, C) of the MVID source.
b) Fuse Assembly Mounting Plate(s) – Each phase of the Zimmer voltage divider requires high voltage fuses (EATON 15NCLTPT-0.5E-A)
c) Voltage Surge Arresters Mounting Plate(s) - Each phase of the Zimmer voltage divider requires a voltage surge arrester (Cooper AZES092G008010).
d) Current Measurement Mounting Plate(s) – (3) LEM, ITZ-5000-SB, installed on each pole (A, B, C) of the MVID source.
e) Structural mounting points for current and voltage measurement instruments and foundation plates for surge arrestor components as described immediately above are to be provided in the MVID configured enclosures. The MVID units to be fabricated and delivered will not contain the actual voltage and current measurement instrumentation; and nor will these same units contain the surge arrestors.
2. The MVID contractor shall provide mounting points for instruments and foundation plates for surge arresters.
D. The sensor interfaces and physical sensors, including the Customer interface sensors identified in Section
7.2.1.B shall be designed such that these sensors can be easily removed for inspection and calibration.
Control Panels
A. All power connections above 30A shall be pressure (crimp) type connectors with a NEMA pad, including terminations for Government’s connections.
B. Wire connections, other than factory soldered connections, shall be made with non-insulated straight shank, crimp type, plated, terminals.
C. Each terminal block and each point used on terminal block shall be labeled with tape or stick on labels.
D. All circuit boards shall be accessible for quick and easy replacement without special tools.
E. Components shall be accessible through lockable hinged door.
F. No electrically-energized components shall be accessible with doors closed.
G. Hardware shall be properly designed and/or treated to resist corrosion.
H. Power bus shall be conservatively rated and so designed for fault current rating and maintenance-free operation.
I. All interconnecting wiring, equipment and terminal board points shall be properly identified using identification marking.
J. Modular construction shall be used to minimize maintenance and change-out required during the troubleshooting process where necessary.
K. Thermostatically controlled space heaters shall be provided to control environmental conditions when necessary.
L. All panels and equipment shall be designed to ensure safety of operating and maintenance personnel.
Controls Connection Cubicle
A. Each Instrumentation and Control Connection Cubicle shall be adequately sized to permit the proper termination of the low voltage control and instrument wires and cables in accordance with the requirements of the MVID and national and local electrical codes.
B. All Instrumentation and Control wiring for remote monitoring shall be run to the Control Connection
Cubicle with outgoing connections available on DIN mounted terminal blocks.
C. Each Instrumentation and Control Connection Terminal Box shall incorporate a ground lug.
D. Instrumentation and Control Terminal blocks shall be rated at 600 VAC.
E. Instrumentation and Control wires and cables shall be rated at 600 VAC and be a minimum of #18 AWG.
Connections and Terminals
Power Cable Termination Bus work
A. The Power Cable Termination Bus work shall be adequately sized to permit the proper termination of the following cables:
1. MVID: Shall accommodate the following terminations at the input and output:
a) Input: Eighteen (18) 8kV, Three conductor #1/0 AWG power cables, overall individual cable diameter 2.12-2.24”, overall conductor diameter 0.88”, type
LS8KVTSU-100.
b) Output: Eighteen (18) 8KV, Three conductor #1/0 AWG power cables, overall individual cable diameter 2.12-2.24”, overall conductor diameter 0.88”, type
LS8KVTSU-100.
B. The Power Cable Termination Bus work shall be copper with silver plated contact surfaces
C. The Power Cable Termination Bus work shall be designed to accommodate customer installed Thomas and Betts (T&B) 54255SP two-hole copper lug connection for the power cables
D. A common isolated ground bus shall be run on the bottom of each section and have provisions to be bonded to site structure and shall accommodate QTY 108: 54205SP, 30N Copper Lugs (3 ground lugs per 8kV cable).
E. The Ground Bus work shall be copper.
F. The conductors shall be oriented and labeled from left to right for the A, B, and C phase terminations for MVID.
G. The Contractor shall specify the required tightening torque for the bolts on the termination pad.
H. The Contractor shall specify the make and model number of the ground conductor lugs that should be used for the ground wires and the tightening torque required for the bolts on the exterior termination pad.
I. Power Connection Terminal Boxes shall provide a termination pad that is clearly marked for the connection of grounding conductors.
Installation
A. The Contractor shall provide Installation Drawings IAW CDRL A003, Product Drawings/Models and
Associated Lists, Medium Voltage Isolation Device Drawings.
B. The installation drawings shall provide sufficient detail including clearances and tolerances required for installation.
Lifting and Rigging A. The Contractor shall deliver each MVID to NSWCPD Building 633, 4850 S. 15th Street,Philadelphia, PA 19112 . The Government TPOC will coordinate delivery instructions and specific offloading details prior to the scheduled delivery of material.
B. The Contractor shall provide lift arrangement drawings, in accordance with CDRL A009 , Lift Plan for all components and assemblies to be lifted on site at NSWCPD, Philadelphia PA.
C. The lift arrangement drawings shall provide sufficient detail in order to develop lift plans and for review and approval for all crane and rigging operations necessary to move and position the MVID on-site.
D. The lift arrangement drawings shall identify the location, configuration and rating of all lifting points, shall provide a lift diagram as needed to depict any restrictions on lift angles at lift points and shall identify associated rigging hardware.
E. The lift arrangement drawings shall also include, or be accompanied by, engineering calculations.
F. The lift arrangement drawings for four-point configurations (if required) shall be designed to meet the requirements of NAVFAC P307 'Management of Weight Handling Equipment' as follows:
1. Slings, shackles, and attachment points in a four leg assembly for a four-point lift shall be sized based on either pair of diagonally opposing legs carrying the entire load, unless the assembly is equipped with devices that automatically adjust for equal distribution of the load such as engineered equalizer plates.
2. Chain hoists can be used for equalizing loads only if used in conjunction with load indicating devices.
G. Welds of lifting pads, jacking and handling features on the components and assemblies shall be inspected in accordance with NAVSEA Technical Publication S9074-AR-GIB-010/278, Table VII, Machinery
Class M2, Category A.

Medium Voltage Isolation Device Technical Data Sheets
A. The Medium Voltage Isolation Device main bus bars shall have a continuous current rating of 3400

B. The Medium Voltage Isolation Device shall be rated to meet the following input characteristics:

C. Each delivered isolation device, instrumentation and any other component must be pre-qualified and tested in accordance with IEC 62271-1 and IEC 62271-102.
Environmental Conditions
A. The Medium Voltage Isolation Device shall be installed indoors rated and capable of operating in an environment with an ambient temperature range of 40°F to 122°F.
B. Within a 122°F environment. Temperature within the box shall not exceed 167°F.
Inspections and Tests
Categories and Scope of Tests A. The Contractor shall prepare a Test Report, in Contractor format, for all successfully completed tests.
The Contractor shall prepare a Test Report, in Contractor format, IAW CDRL A007, Test/Inspection
Report, FAT Test Report, of this technical specification document, to document the result of the Factory
Acceptance Testing (FAT). The final test report will be submitted only after failures (if any) have been corrected, and the applicable test has been repeated to verify adequacy of the correction.
B. The Contractor shall perform their standard tests and those applicable from industry standards such as but not limited to:
1. IEC 62271-102 High Voltage Switchgear and Control gear, Alternating Current Disconnectors
2. IEC 62271-1High Voltage Switchgear and Control Gear, General Specifications
C. The Contractor’s test plan shall include pass/fail criteria for each test.
D. The Government will have the right to observe any or all tests performed at the factory and shall be notified a minimum of 14 days prior to such tests.
E. Should any test item fail to conform to the specified requirements, the Contractor shall perform a failure analysis identifying the cause(s) of such failure along with the corrective action(s) to be taken. This analysis and corrective actions shall be supplied to the Government for review and approval.
F. If previously tested items are changed or modified in a way that could negate the previous test, the
Contractor shall perform a complete retest to demonstrate conformance with specified requirements.
G. The Contractor shall submit a Certified test report for each test, including a summary of results, to the
Government. The test report shall be complete with the Contractor’s acknowledgement certifying the test data and verifying conformance to the specified requirements.
H. The Contractor shall submit calibration data sheets for all instrumentation.
I. These test shall include at a minimum the following three primary categories in accordance with guidance from IEC 62271:
1. Dielectric tests. Power frequency withstand test shall be performed to demonstrate the ability of the insulation system.
2. Rated continuous current tests. Test shall be performed at ambient temperature for such a period of time that the temperature rise of any monitored point has not increased by more than one (1) degree Celsius over one hour period.
3. Mechanical endurance tests. A test cycle consists of operations between connected, test and disconnected positions to demonstrate proper sequential operation and to establish satisfactory function with a minimum of 500 operations.
4. Flame-resistance tests. Sheet, molded, or cast insulating material used in a switchgear assembly shall not be classified as flame resistant unless they have a minimum average ignition time of
60 s and a maximum average burning time of 500 s when tested in accordance with method II of ASTM D229.
5. Certified factory test reports, signed and dated by the person who conducted the test, shall be provided to the Government prior to shipment.
6. Grounding of instrument transformer case test. The effectiveness of grounding of each instrument transformer case or frame shall be checked by a low potential source such as 10V or less using bells, buzzers, or lights.
7. Electrical operation and control wiring tests shall include wiring continuity, insulation test, polarity verification and sequence test and include:
a. Demonstrate each isolation device indication of Open/Close locally. All test shall demonstrate trouble free, stable operation.
J. Welding Procedure Specifications (WPS) shall be submitted for Government review and approval.
K. Welding Procedure Qualification Records (PQR) shall be submitted for Government review and approval.
L. Welder Performance Qualifications (WPQ) shall be submitted for Government review and approval.
M. Non-Destructive Test Procedures (NDT) and Reports shall be submitted for Government review and approval.
N. Non-Destructive Test Procedures (NDT) Personnel Qualifications shall be submitted for Government review and approval.
O. Painting and Surface Preparation procedures shall be submitted for Government review and approval.

STATEMENT OF WORK
STATEMENT OF WORK/SPECIFICATIONS
NSWCPD MEDIUM VOLTAGE ISOLATION DEVICES (MVIDs)
1.0 BACKGROUND
NSWCPD is the Navy’s center for excellence for ships and ship systems. NSWCPD provides full-spectrum research and development, testing, evaluation, in-service engineering, and fleet support organization for the Navy’s surface and under-sea vehicles. NSWCPD’s expertise spans across more than forty (40) disciplines, from electrical and mechanical engineering to computer engineering and physics. NSWCPD test sites and facilities are responsible for conducting tests, diagnostics and evaluations of new, emerging and prototype systems.
1.1 This contract is for non-personal services. It does not create employment rights with the
U.S. Government whether actual, inherent, or implied.
1.2 Government / Contractor Relationship
1.2.1 The services to be delivered under this procurement are non-personal services and the parties recognize and agree that no employer-employee relationship exist or will exist under the award between the Government and the Contractor’s personnel.
Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.
1.2.2 The Contractor employees shall identify themselves as Contractor personnel by introducing themselves as Contractor personnel and displaying distinguishable badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.
1.2.3 Contractor personnel under this procurement shall not engage in any of the inherently governmental functions listed at FAR Subpart 7.5 or DFARS 207.5.
1.2.4 Employee Relationship:
1.2.4.1 The services to be performed under this requirement do not require the
Contractor or its personnel to exercise personal judgement and discretion on behalf of the Government. Rather the Contractor’s personnel will act and exercise personal judgement and discretion on behalf of the Contractor.
1.2.4.2 Rules, regulations, directives, and requirements that are issued by the U.S.
Navy and NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on Government transportation. This is not to be constructed or interpreted to establish any degree of Government control that is inconsistent with a non- personal service contract.
1.2.5 Inapplicability of Employee Benefits: This procurement does not create an employer- employee relationship. Accordingly, entitlements and benefits applicable to such relationships do not apply.
1.2.6 Notice. It is the Contractor's, as well as the Government's, responsibility to monitor
Contract activities and notify the Contracting Officer if the Contractor believes that the intent of this Section has been or may be violated.
1.2.6.1 The Contractor should notify the Contracting Officer in writing within three
(3) calendar days from the date of any incident that the Contractor considers to constitute a violation of this Section. The notice should include the date, nature, and circumstances of the conduct; the name, function, and activity of each Government employee or Contractor official or employee involved or…
