STATEMENT OF WORK

Statement of Work (SOW) for

Laminated Bus Bar Test Sample Procurement

1.0 INTRODUCTION

1.0.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of

Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles.

This requirement is for NSWCPD Code 445, which is responsible for Submarine and CVN

Electrical Power Systems.

1.1 BACKGROUND

The Submarine and CVN Electrical Power System Branch (Code 445) and the Power System

Division (Code 44) of the Naval Surface Warfare Center, Philadelphia Division (NSWCPD), provides services to various platforms to attain the goal of a safe and reliable power system that is capable of supporting all current and future electrical loads aboard the fleets CVNs and

Submarines. This requirement supports NSWCPD’s ongoing efforts related to laminated bus bars and development of requirements particular to U.S. Navy ship and submarine applications.

1.2 SCOPE OF WORK

The Contractor shall fabricate, test and deliver laminated bus bar test samples and associated test reports and documentation as required herein. The materials procured under this contract and associated test results will be leveraged to verify the achievability and quality of NSWCPD’s new draft military specification, which will govern the design and manufacturing processes used on future multilayer bus bars for ship and submarine applications.

2.0 APPLICABLE DOCUMENTS

2.1 Medium Voltage Electric Power, Alternating Current; MIL-STD-1399-300 Part 2

2.2 IEEE Guide for Measurement of Partial Discharges in AC Machinery; IEEE 1434-2014

These documents can be referenced at assist.dla.mil

The Contractor shall reference and utilize the latest version available when performing tasks within this SOW.

3.0. REQUIREMENTS

3.1 Laminated Bus Bar Production

3.1.1 The Contractor shall design, manufacture and deliver a total quantity of 48 laminated bus bars as specified herein.

3.1.1.1 The Contract shall furnish bus bars capable of operating at the voltages shown in Table 1, with alternating currents up to 240 Amps and direct currents up to 120 amps, in a 50 degree C ambient environment with 95% humidity, non-condensing.

3.1.1.2 The contractor shall separate the 48 samples into lots and batches as shown in Table 2 below. Lots 1, 2 and 3 shall utilize different resin/adhesive types such as those comprised of polyester, epoxy, phenolic, acrylic etc., but must each use the same insulating material between layers.

3.1.1.3 The total size of each laminated bus bar shall not exceed 12”x12”x2”.

3.1.1.4 Each bus bar shall be permanently marked with a unique serial number that can be correlated to the batch and lot. Quantity 1 bus bar from each lot shall be identified as a control sample.

3.1.1.5 Bus bars shall be packaged in a manner that protects the product and supports long term (minimum of six months) storage in a non-temperature/humidity controlled facility, and shall include some means to minimize degradation that may occur as a result of temperature and humidity.

3.1.1.6 Contract shall deliver production drawings (CDRL A005) with hardware delivery hardware.

3.2 Laminated Bus Bar Test Plan and Reporting

3.2.1 The contractor shall provide a test plan to NSWCPD prior to manufacturing of any bus samples (CDRL A001), which outlines the tests, including those listed in 3.2.1, order of tests, and location (e.g. vendor or third party lab) the tests will be accomplished.

3.2.1.1 The Contractor shall produce a test procedure (CDRL A002) prior to the start of bus bar testing. The procedure shall be provided to NSWCPD at least 30 days prior to the start of testing.

3.2.1.2 The Contractor shall produce test reports for all tests accomplished and deliver these reports to NSWCPD within 30 days of completion of testing (CDRL A003). The test report shall indicate the order of tests, details regarding test setup and results. Any test that provides for a quantitative result shall be documented at minimum with the measured values, graphs, waveforms, etc.

3.2.1.3 The contractor shall identify all materials and parts to be used in the test samples, and provide a bill of materials (CDRL A004). The information documented at the part level shall be updated as the design progresses or changes and be sufficient to enable forecasting and management of any associated DMSMS issues.

3.2.2 The contractor shall notify NSWCPD of any test failures within 24 hours via email for information only.

3.3 Laminated Bus Bar Testing

3.3.1 The Contractor shall subject each laminated bus bar (excluding the control samples) to the following tests and inspection to ensure performance is within the requirements cited in Section

2.1.

3.3.1.1 The Contractor shall test bus bars in accordance with the manufacturer’s typical test protocols and quality conformance checks.

3.3.1.2 The Contractor shall perform a visual inspection ensuring all geometric factors including basic dimensions and edge radii are within an acceptable tolerance. Flat bends for 1/8-inch bus-bars shall have an inside radius 1.5 times the thickness of the bus-bar, and the ends of the bus-bars shall be neatly finished as to prevent any rough edges to minimize risk of formation of any voids between the bus bar and sealed edge of the insulation. Flat bends for bus-bars greater than 1/8 inch shall have an inside radius of no less than the thickness of the bus bar, and the ends of the bus bars shall be neatly finished.

Edgewise bends of copper bus-bars up to 2 inches in width may be made on an inside radius of 1 inch. Edgewise bends of copper bus-bars over 2 inches in width, but not exceeding 4 inches in width, may be made on an inside radius of 2 inches. Bars shall be free from cracks or flaws at bends. Ensure that edges are adequately sealed to prevent moisture intrusion.

3.3.1.3 The Contractor shall perform a Voltage Withstand test. Each layer of the laminated bus bars shall be subject to High-Potential testing in accordance with the requirements specified in Section 2.1.

3.3.1.4 The Contractor shall perform a Partial Discharge test. Each layer of the laminated bus bars shall be tested for Partial Discharge in accordance with the requirements specified in Section 2.2 (Reference Section 10.3 method A. Capture Phase Resolved

Signatures at conditioning voltage, 120% of nominal, nominal, and 90% nominal).

3.4 Manufacturing Phase-Out or Discontinuation of Production, Diminishing Sources, and

Obsolete Materials or Components

3.4.1 The contractor shall notify the contracting officer immediately upon determining the unavailability of obsolete materials or components. The contractor may recommend a solution to include the impact on the contract price and delivery. (a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the sub line item number (SLIN) or CLIN level, rather than at the total contract/TO level, and to submit invoices reflecting costs incurred at that level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal.

Subcontractors may email encryption code information directly to the Contracting Officer and Contracting Officer

Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the Contracting Officer and COR; or other method as agreed to by the Contracting Officer.

(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data

No payments shall be due if the contractor does not provide the COR and Contracting Officer email notification as required herein.
