OFFERORS QUESTIONS AND ANSWERS
Q1. On page 138 of the RFP, Section L.2.1, “e. Past Performance References” are listed under the items not included in the page limitations. However, on page 139 of the RFP, Section L.3, Volume III, Factor 5 Past Performance is limited to 10 pages. Please confirm that the 10 page limit is not inclusive of past performance citations/examples.
A1. In accordance with Section L.2.1, “Past Performance References” are not included in the Past Performance page limitations.
Q2. Page 138 refers to Section J attachments – We do not see Section J Attachments in the Download? Also, page 121 of RFP does not mention any Section J attachments. Were the section J Attachments omitted?
A2. The Section J attachments are published on beta.sam.gov, and they are listed on page 121 under the
“Exhibits” chart.
Q3. Page 142, Factor 2 – Small Business Participation Commitment (i) Small business Participation
Commitment – right above bullets, there is mention of Attachment 3, and there is no attachment 3. Did the government mean attachment 2?
A3. Yes, Attachment 3 is a mistake. This section will be changed to refer to Attachment 2.
Q4. On pages 28-29 of the RFP (section 8.2.21), the HVAC Mechanic requirements are related to
Insulator/Lagger work instead of HVAC work. Please clarify.
A4. There was no eCRAFT position explicitly specified as “Insulator/Lagger” and the position title was updated to match the closest eCraft title. This position is intended to fill the need of installing/removing/modifying insulation and lagging during alterations.
Q5. Both the Minimum Education and Minimum Experience state/refer to Insulator/Lagger. Please advise.
A5. Please refer to A4.
Q6. On page 143 of the RFP, Section L.3.2.3 – it states “Offerors shall provide information that demonstrates how the Offeror intends to provide proposed personnel that meet the prescribed minimum requirements for each labor category listed in Section C. Resumes are not required.” Although resumes are not required, it will take multiple pages to demonstrate that each proposed person meets the labor category requirements.
Will the government exclude the personnel qualifications from the 30 page limit for Volume II Technical Proposal?
A6. No, the Government intends to include personnel qualifications within the thirty (30) page limit for the
Technical Proposal.
Q7. Page, 137, Section L.2 Proposal Format reads: Cost/Price will be evaluated after basic contract award(s) at the task order level and therefore, Cost/Price is not an evaluation factor under this solicitation. The Non- Cost/Price Volumes of a Proposal shall not contain any reference to cost. Page 142. L.3.2.2 reads, “In addition to the completion of Attachment 3, the Offeror shall also provide the following as part of the SBPCD: A narrative on its plan to meet or exceed the baseline Minimum Quantitative Requirement (MQR) for small business participation equal or greater than the specified percentage of the Total Contract Value (TCV).” Without pricing, how are contractors expected to calculate small business % based on TCV?
A7. The Total Contract Value is the sum of CLINs 0001 through 0004. Each CLIN description includes the
Program Estimated dollar ($) amount for that line item. Offerors shall utilize the sum of CLINs 0001 – 0004 as the TCV.
Q8. The solicitation makes several references to Seaport requirements (pages 53, 72, 73, and 74). Are these references in error or will Task orders and reporting be required in Seaport?
A8. These references were made in error and will be removed from the solicitation. Please ignore any reference to Seaport within clause C-244-H002.
Q9. Section L, P 137 of 154: The RFP defines a major subcontractor as “any entity proposed to perform 30% or more of the total proposed contract value.” However, pricing has not been requested for inclusion in the submittal. Therefore, will be Government clarify how a percentage of the total proposed contract value is to be determined?
A9. Please refer to A7.
Q10. Section L, p 138 of 154: The list of documents excluded from page limitations includes
“Subcontracting/Teaming/Consulting Agreements.” However, no further instructions are provided within Section L that requires such agreements to be provided with the submittal. There are only instructions for letters of intent from subcontractors. Will the Government clarify whether or not offerors are to provide Teaming Agreements with their proposals?
A10. Providing teaming agreements is not a requirement of the RFP. If the offeror were to provide teaming agreements, they would not be counted in the page count.
Q11. Section L, L.3.2, p 141: VOLUME II: TECHNICAL states, “The purpose of the technical factors is to assess the offeror’s proposed approach, as detailed in its proposal, to satisfy the Government’s requirements. There are many aspects which may affect an offeror’s ability to meet the solicitation requirements. Examples include technical approach, risk, management approach, personnel qualifications, facilities, and others.” However, the remainder of the instructions don’t reference providing a technical approach or responding to the PWS in any way. Will the Government confirm whether it intends for offerors to address their capabilities according to the solicitation’s PWS, and if so, where in the proposal it should be included?
A11. The Government does intend for offerors to address their technical approach and capabilities, and this should be demonstrated within Factor 4 (A and B) and Factor 5.
Q12. Section L.3.2.1 Factor 1 – Quality Assurance p 141 of 154: The instructions for Quality Assurance state, “The prime contractor shall provide the QMS Level 1 and 2 procedures that have been submitted to a NAVSEA QMS Acceptance Authority or appropriate directorate to receive its QMS acceptance letter as referenced in Paragraph 1 above.” Will the Government clarify whether it intends to receive only a list of the procedures that were submitted to an Acceptance Authority, or if the Government intends to receive full copies of each procedure? If the Government intends to receive full copies of all procedures, the amount of documentation provided to Government will be voluminous.
A12. Please refer to A25.
Q13. Section L.3.2.2 Factor 2 Small Business Participation Commitment p. 142 of 154: Under (ii) Small Business Past Performance, the RFP mandates, “Offerors shall also provide a narrative describing their use of small business concerns over the past three years on relevant contracts. The offerors narrative shall discuss its use of small businesses as subcontractors or teaming partners and demonstrate the extent of compliance with the Offeror’s small business subcontracting plans and any related contract incentives. The description must include small business goals and the extent to which the goals were achieved in relevant contracts that required subcontracting plans. …..” Small business offerors are not required by the FAR to establish small business plans with goals for small business utilization, and therefore, would have no compliance data. Is the requirement for small businesses to provide such narrative waived?
A13. All Offerors, including Small Businesses, must address this requirement.
Q14. Page 1, the SF 33 states that the offeror should provide an original and 3 copies. Page 139, Section L.3 states the offeror should provide 1 original, 1 copy, and 1 soft copy. Will the government please confirm how many copies of the proposal it desires?
A14. The Government requires an original document and three (3) copies.
Q15. Page 3, Section B Notes state that Cost/Price will not be evaluated for the Contract Award(s), but Section B still contains fill-in sections. Please confirm the offeror should not include any Section B information in Volume I – Completed RFP.
A15. The Section B fill-ins should be left blank as Cost/Price will not be evaluated for Contract Award(s).
Q16. Page 28, Section C, 8.2.20 states that the Painter (eCraft 23760) will be “Qualified to Society of Protective
Coatings specification SSPC-QP2 or equivalent with one (1) year experience/apprenticeship with shipboard painting demonstrating knowledge, skills and abilities sufficient to strip, prepare surface and paint using various coatings and materials. This includes understanding MSDS sheets, containment of air born particles, sealing scuppers and drains, building isolation barriers and setting up proper ventilation for the workspace. Possess Environmental Protection Agency (EPA) approved lead paint removal certification.” In our professional experience, it would be unnecessary for a Painter to utilize SSPC-QP2 qualifications and lead paint removal certifications when performing Control System AIT work. Will the government please confirm these qualifications are required of the Painter for this SOW?
A16. The Government confirms that the SSPC-QP2 qualifications and the Environmental Protection Agency
(EPA) approved lead paint removal certification, are required for this procurement.
Q17. Is this contract covered by the Service Contract Labor Standards (SCLS)?
A17. This contract is exempt from SCLS.
Q18. SOW 4.2.3 - There appears to be a typo. Two (2) different paragraphs contain the same paragraph number but different content. Please confirm that the second heading should be renumbered 4.2.5.
A18. Section 4.2 of the Statement of Work will be adjusted to alleviate any confusion. The sub-sections will be numbered: 4.2.1, 4.2.2, 4.2.3, 4.2.4, 4.2.5, 4.2.6.
Q19. SOW 4.2.3 - There appears to be a typo. Two (2) different paragraphs contain the same paragraph number but different content. Please confirm that the second heading should be renumbered 4.2.6.

Q20. SOW 8.2 - Can the Offeror substitute an employee’s years of experience in lieu of education for program management positions?
A20. No, the Government requires all offerors to meet the minimums for education and experience.
Q21. L.2. Proposal Format - Paragraph L.2 states: “The font shall be Times New Roman with a font size of 12 throughout the document.” However, paragraph L.2.3 item b. states: “The font shall be in 10-point Times New Roman Font.” And, paragraph L.2.3 item e. states: “The font size for text contained in embedded graphics (tables and illustrations) shall be no smaller than 8-point font.” Please confirm that the required font size of the proposal is 10-point and the font size for text contained in embedded graphic (tables and illustrations) is no smaller than 8-point.
A21. The font and size contained within each offerors proposal shall be 10pt, Times New Roman.
Q22. Paragraph L.2.1 states: The following are not included in the page limitations: e. Past Performance
References. The table in paragraph L.3 indicates that Volume III is limited to 10 pages. Paragraph L.3.3 states: “List up to five (5) relevant contracts …” Please confirm that the 10-page limit for Volume III includes the five (5) relevant contracts.

Q24. L.3.1.2 Completed RFP - This paragraph states “Offerors must fill in all areas of the RFP listed as Offeror fill-ins.” Please confirm that this pertains to: Standard Form (SF) 33 Solicitation, Offer and Award and each amendment, as applicable; Section B – Supplies or Services and Prices; Section H – Special Contract Requirements and Section K – Representations, Certifications and Other Statements of Offerors.

Q25. L.3.2.1 Factor 1 – Quality Assurance - Due to the requirement for a NAVASEA QMS Acceptance Letter meeting the requirements of ISO 9001:2015, does the Government also need physical copies of the Level 1 and 2 Procedures which have already been reviewed or can Level 1 and 2 Procedures be attached in electronic form due to the length and complexity of this appendix?
A25. An organized, searchable, Electronic submission is acceptable and preferred.
Q26. L.3.2.2 Factor 2 – Small Business Participation Commitment - Due to the quick turn-around time for proposal submission and the requirement for use of small business (SB) concerns, will the Government provide an extension for submission of proposals to facilitate the Prime Contractor’s receipt of required SB information?
A26. The Government does not contemplate an extension at this time.
Q27. L.3.2.2 Factor 2 – Small Business Participation Commitment, item (i) - This paragraph states: “In addition to the completion of Attachment 3, the Offeror shall also provide the following as part of the SBPCD:”
However, there is no Attachment 3. Please confirm that the reference to Attachment 3 should be changed to refer to Attachment 2 – NSWCPD SBPCD.

Q28. L.3.2.4 (A) SUBFACTOR 4A – Subcontracting Management & L.3.2.4 (A) SUBFACTOR 4B – Start-up

Q29. Solicitation, Page 139, Section L, Para. L.3 - Sub-Para. L.3.2.1.2 requires the submission of QMS Level 1 and Level 2 Procedures, this would exceed the max page Limit of 30 pages in itself. Will the Government exclude the QMS Level 1 and Level 2 Procedures from the page count?
A29. In accordance with Section L.2.1 Page Numbers and Limits sub-part g. of the Content of Proposals, Quality
Management System Level 1 and Level 2 Procedures are not included in the page limitations.
Q30. Solicitation, Page 143, Section L, Para L.3.2.3 Factor 3 requires demonstration of how the Offeror intends to provide proposed personnel that meet the prescribed minimum requirements. Will the Government provide a template for the personnel qualifications and staffing plan?
A30. No, the Government does not intend to provide a template for the personnel qualifications and staffing plan.
Q31. Is solicitation N64498-20-R-4014 new work, or is there an incumbent? If this is a re-compete, could the
Government please provide information regarding the incumbent (i.e. vendor name and contract number)?
A31. Solicitation number N6449820R4014 is a new requirement.
Q32. Paragraphs 9.2.1 and 9.2.2 both require descriptions of the contractor’s facilities in Norfolk and San Diego
(respectively); however, Section L does not require a facility description/write up. Could the Government please clarify if facility descriptions are required, and in where they would be included in the Technical Proposal.
A32 The Government does require facility descriptions, and Offerors can include their facility descriptions within Factor 4: Management Approach.
Q33. Trades Helper Qualifications - Typically, Trades Helpers who are proficient in their performance do not last 2 years in their positions, nor is there a Journeyman Level of Competence. Request that the Maintenance Trade Helper labor category is exempt from the Journeyman level of competence and 2 years of shipboard experience requirements (page 29 of base RFP).
A33. The Government will reduce the requirements to the following:
Minimum Education: Graduate of high school or GED equivalent.
Minimum Experience: A general knowledge of HM&E shipboard equipment and systems.
Q34. Since no pricing will be requested and collected from subcontractors, what is the basis to Subcontract? Just listing them in the Cover Letter and Technical Proposal and SBPCD if a small business? Or something else?
A34. Offerors should follow the directions in Section L and M, specifically L.3.2.4(A).
Q35. CDRL A010, Installation Drawing package states: “Contractor shall submit detailed installation drawings to NSWCPD personnel at least 15 working days prior to the start of installation and updated drawings depicting post-installation configuration within 30 days of completion of installation.”. Section 6.1.2j, page 23 states: ” The contractor will provide red-lined mark-ups of SIDS at the end of installation. (CDRL A010).” These are two separate and distinct requirements. Please advise as to correct deliverable.
A35. The requirement to provide drawings 15 working days prior to start of installation is referring to any red-lines that are identified during a shipcheck or other drawing review prior to start of install; pre-install drawing changes may not be necessary and this will be determined following drawing review or shipcheck.
The post-install redlines are the deliverable at the end of install.
Q36. Section M, page 151, 2.1 SBPCD, states:” The baseline small business Minimum Quantitative Requirement
(MQR) for small business is 20% of the total proposed contract value (not subcontracting dollars).” The SBPCD spreadsheet if I am reading it correctly, Attachment 2, 1st tab has the MQR as 40%. Please advise.
A36. Please follow Section M of the solicitation (20%) as Attachment 2 is provided as an example, and should be changed to 20%.
Q37. Given the current conditions where the Federal Government is recommending minimal personal contact and limiting or cancelling all unnecessary travel, is it possible to deliver this proposal electronically, via email, vice a hard copy plus electronic/soft copy via hand delivered means?
A37. The Government is taking this in to consideration, and may be addressed in a future amendment.
Q38. Amendment 001, Answer to Question #14 states we are to provide an Original and three (3) Copies. The directions in Section L state we are to provide one Original, one Copy, and one Electronic/Soft Copy.
Please clarify.
A38. Section L of the solicitation has been adjusted to confirm one (1) Original and three (3) copies.
Q39. Our review of the Questions and Answers provided with Amendment 001, specifically answer #15, appears to indicate we are not to complete Section B. However, the answer to Question #24 appears to contradict that by confirming the asker's question regarding those areas we are to fill in, which in the question specifically includes Section B. Please clarify.
A39. Section B has already provided pricing, therefore no further fill-ins are necessary.
Q40. Due to general health-related issues and the impact of Amendment 001, we request a one week extension to
March 25.
A40. The Government is granting this extension.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
CONTENT OF PROPOSALS
L.1 GENERAL INSTRUCTIONS
The Offeror shall submit all information required by this RFP and in the same format as outlined herein. Failure to comply with the requirements of the RFP may result in the Offeror being removed from consideration for award.
The Government does not assume the duty to search for data to cure problems it finds in proposals. Proposals shall be sufficiently detailed to enable Government evaluation board members to make a thorough evaluation and to arrive at a sound determination as to whether or not the prospective Offeror has a thorough understanding of the requirements and associated risks and is able, willing, and competent to devote the resources necessary to meet the requirements.
No classified information shall be provided in any volume.
A “subcontractor” includes any person or entity other than the prime contractor (e.g., consultants, temporary purchased labor, or firms) who will furnish or furnishes any effort in connection with this prospective contract award.
A “major subcontractor” is considered to be any entity proposed to perform 30% or more of the total proposed contract value for the purposes of this solicitation.
L.1.2. SUBMISSION OF QUESTIONS AND COMMENTS

The questions should include the page number and paragraph number or identifier which pertains to the Offeror’s question. Questions received without this information may not be answered. The deadline for receipt of questions is 4PM EST twenty-one (21) days after date of solicitation issuance. Although every effort will be made, the Government makes no guarantee that questions received after this deadline will be answered. Acknowledgement of receipt of questions will not be made.
L.1.3. SOLICITATION CHANGES
Any changes or additional information (responses to questions, amendments, etc.) related to the solicitation will be made available only through the following website: http://www.fbo.gov. If this solicitation is amended, all terms and conditions that are not amended remain unchanged. Offerors shall provide proposals in response to any and all amendments to this solicitation by the date and time specified in the amendment(s). The cover letter /transmittal letter shall acknowledge receipt /response to the amendment version).
L.2. PROPOSAL FORMAT
Proposals shall be prepared on standard 8-1/2” by 11’ paper, set at single-spaced with 1” width spacing, 0” left and right indent and a single blank line before and after each paragraph. The font shall be Times New Roman with a font size of 12 throughout the document.
The Offeror’s company name, the solicitation number and the date of the proposal shall appear at the top of each page. Each page shall contain a footer that includes, at a minimum, the volume number, page number and, if applicable, restrictive legend (see FAR 52.215-1(e) (2)).
Cost/Price will be evaluated after basic contract award(s) at the task order level and therefore, Cost/Price is not an evaluation factor under this solicitation. The Non-Cost/Price Volumes of a Proposal shall not contain any reference to cost. They should be written so that government personnel evaluating the proposal can arrive at a sound determination as to whether the proposal meets the requirements of this solicitation. To this end, the proposal shall be specific, detailed and complete as to clearly and fully demonstrate that the prospective Contractor has a clear understanding of the technical requirements contained in Section C of this solicitation. Statements such as "the Offeror understands", "will comply with the Performance Work Statement," "standard procedures will be employed"; "well known techniques will be used" and general paraphrasing of the Statement of work are considered inadequate.
L.2.1. PAGE NUMBERS AND LIMITS
A page is defined as one sheet of paper with typing on one side. When information is contained on both sides of a single sheet of paper it will be counted as two pages and shall be numbered accordingly. Partial pages count as a full page. Foldouts may be used for diagrams, charts, or graphic material only that could not be depicted otherwise on standard 8-1/2” by 11” paper. Foldouts shall fold from left to right (sideways), shall not exceed 11” by 17” and shall count as two pages.
Specific page limitations are provided below in Table L.3. Pages that exceed the page count limit will not be evaluated by the Government. If the proposal exceeds the identified page limit, the Government will remove all pages exceeding the specified page count. Blank pages must contain only material pertinent to the page heading and marked "Intentionally Left Blank." All pages within a page limited volume shall be consecutively numbered, starting at page one, and shall not exceed the page limitation.

L.2.2 DELIVERY AND PACKAGING INSTRUCTIONS FOR HARD COPY PROPOSALS
Responses shall be submitted in sealed envelopes or boxes clearly marked:
Offeror’s name and return address Government address; and The solicitation number.
Proposals are to be delivered by mail to the recipient in Block 7 of the front page of the solicitation.
L.2.3 INSTRUCTIONS FOR HARD COPY PROPOSALS CONTAINING CD-ROM/DVDS
Emailed proposals are not permitted.
CD-ROM/DVDs submitted to accompany hard copy proposals shall be in accordance with the following requirements:
The electronic media and hard copy proposals shall be identical in content. Any discrepancies between the electronic and hard copy proposals will result in the hard copy taking precedence.
(1) All electronic/soft files shall be submitted on CD-ROM or DVD.
(2) The disks shall be labeled to indicate the Offeror’s name, the solicitation number, date of submission, appropriate security classification markings, format, and associated volume number.
The electronic/soft copy proposal on the CD-ROM/DVD shall meet the following format requirements:
a. All file names shall include the Offeror's company name and title/subject of file content; all files shall be named with the file extension .doc/.docx, .xls/.xlsx, .ppt, or .pdf.
b. When printed, the length and width of each spreadsheet shall not exceed one 8.5 x 11-inch paper in landscape orientation. The font shall be in 10-point Times New Roman Font. Spreadsheets shall not contain hidden cells, formulas, or tabs. No scaling reductions will be allowed. Files or spreadsheets that exceed these parameters will not be evaluated.
c. Compression tools are limited to PKZip or WinZip.
d. No graphics or pictures other than necessary or specifically requested graphs/tables/charts are allowable in any volume of the proposal.
e. The font size for text contained in embedded graphics (tables and illustrations) shall be no smaller than 8-point font.

L.3.1. VOLUME I: PROPOSAL DOCUMENTS
This volume is the Offeror’s contractual commitment, complete in every respect and ready for acceptance by the Government.
L.3.1.1 TRANSMITTAL/COVER LETTER
The Offeror’s proposal shall include a transmittal letter on the Offeror’s letterhead signed by an executive of the company who possesses authority to contractually bind the Offeror. The letter shall provide the name, title, phone number and e-mail address of the Offeror’s principal point of contact for the solicitation and identify those individuals authorized to negotiate with the Government and contractually bind the Offeror. The letter shall include the following information:
1. Reference the RFP number and acknowledge that it transmits an offer in response to the requirements as stated in the solicitation,
2. Identify all attachments and enclosures being transmitted as part of the response to the RFP,
3. List all subcontractors identified in the Offeror’s proposal
4. Shall state that the proposal is made without qualification or exception to any terms and conditions appearing in the solicitation; or if the Offeror takes any exceptions to solicitation, provide a full explanation. Each exception shall be referenced to the applicable paragraph or contract line item number.
Any exceptions made, and not clearly delineated here will not be considered or accepted. Any material exceptions to the RFP may render the proposal unacceptable and ineligible for award.
5. Statement that the proposal is valid for at least 180 calendar days after the date established for receipt of offers.
6. Provide the following information pertaining to the Offeror:
a. Commercial and Government Entity (CAGE) number,
b. Data Universal Numbering System (DUNs) Number,
c. Taxpayer Identification Number (TIN),
d. Address(es) of the location(s) at which the Offeror intends to perform the proposed effort,
e. Name, address and telephone number of the cognizant Defense Contract Audit Agency
(DCAA), audit office,
f. Name, address and telephone number of the cognizant Defense Contract Management
Agency (DCMA) office,
g. The Offeror shall either (i) reference the most recent date that the Offeror’s cognizant Defense
Contract Audit Agency has determined the acceptability of the Offeror’s accounting system and include a copy of the determination as an attachment to the cover letter, or (ii) reference the most recent date that the Offeror’s cognizant Administrative Contracting Officer (ACO) has determined the adequacy of the Offeror’s accounting system and include a copy of the ACO’s determination letter as an attachment to the cover letter. It is noted that for Task Order awards, any proposed subcontractors with a subcontract type of cost reimbursement or labor hour (including FFP LOE and time-and-material), the proposed subcontractor will also be required to have an acceptable accounting system.
h. If the Offeror possesses an accounting system which has not yet been accepted by DCAA or deemed adequate by DCMA, that Offeror shall provide the name of the accounting system that it will use for this prospective award and shall include, as part of this proposal volume, a completed Pre-Award Survey of Prospective Contractor Accounting System Checklist (Attachment 2 to the RFP).
i. The Offeror shall reference the dates of the most recent approvals of the Offeror’s cost accounting disclosure statement and the Offeror’s purchasing system and include copies of the approvals as attachments to the cover letter.
j. The Offeror shall reference the most recent date on which the Offeror’s cognizant Defense Contract Management Agency has determined the adequacy of the Offeror’s property management system and attach a copy of the determination to the cover letter.
k. The Offeror shall provide its most recent DCAA and DCMA rate reports (ie Final/Established Indirect Rates, Approved Provisional Billing Rates (PBR), Forward Pricing Rate Agreement (FPRA), etc).
l. If no Organizational Conflict of Interest exists, then the Offeror shall clearly state this in its cover letter.
m. Names, titles, phone numbers and electronic addresses of persons authorized to negotiate on the Offeror’s behalf with the Government in connection with this solicitation.
7. If the proposal contains a “contractor team arrangement” as defined in FAR 9.601, provide information that describes the contractor team arrangement to include any information that will help the Government understand the contractor team arrangement purpose and benefit.
L.3.1.2 COMPLETED STANDARD FORM (SF) 33 SOLICITATION OFFER AND AWARD DOCUMENT
Offerors shall submit the Standard Form 33, “Solicitation, Offer and Award,” for the solicitation and each amendment, as applicable with blocks 12 through 18 completed/signed by the Offeror and signed by an authorized party in Block 17. Any signatures required under this section shall be pen and ink.
L.3.1.3 COMPLETED RFP
This document shall be fully executed. The document shall not be embellished with any cover or binding. If the Offeror makes any qualifications to any provisions in the RFP, all such qualifications shall be listed in the transmittal letter to the proposal.
Offerors must fill in all areas of the RFP listed as Offeror fill-ins. (Note - This information is exempt from the font and spacing requirements identified under Paragraph L.2.1).
Offerors shall submit signed Section K Representations, Certifications and Acknowledgements and System for Award Management (SAM). Offerors shall ensure that Representations and Certifications in SAM are current in the Online Representations and Certifications (ORCA) database at www.SAM.gov.
L.3.2 VOLUME II: TECHNICAL
The purpose of the technical factor(s) is to assess the offeror’s proposed approach, as detailed in its proposal, to satisfy the Government’s requirements. There are many aspects which may affect an offeror’s ability to meet the solicitation requirements. Examples include technical approach, risk, management approach, personnel qualifications, facilities, and others. The evaluation of risk is related to the technical assessment. The technical rating reflects the degree to which the proposed approach meets or does not meet the minimum performance or capability requirements through an assessment of the strengths, weaknesses, deficiencies, and risks of a proposal.
Evaluation factors and subfactors represent those specific characteristics that are tied to significant RFP requirements. They are the uniform baseline against which each offeror’s proposal is evaluated allowing the Government to make a determination of acceptability. The evaluation factors and subfactors shall be set forth in the solicitation in enough depth to communicate what will be evaluated. The evaluation factors and subfactors shall be the primary determinant of the detailed information requested in the solicitation’s instructions to offerors. If subfactors are used, they are to be evaluated separately.
The term “technical,” as used herein, refers to non-price factors other than past performance. More than one “technical” factor can be used and titled to match the specific evaluation criteria appropriate for the RFP. The purpose of the technical factor is to assess whether the offeror’s proposal will satisfy the Government’s minimum requirements. Some of the aspects affecting an offeror’s ability to meet the solicitation requirements may include technical approach, personnel qualifications and staffing plans, facilities, and others.
L.3.2.1 FACTOR 1 – QUALITY ASSURANCE
1. Quality Management System (QMS) Acceptance Letter
The Prime Contractor must demonstrate that it currently has obtained, or has completed its submission to obtain, a QMS acceptance letter meeting the requirements of ASQ/ANSI/ISO 9001:2015 from a Naval Sea Systems Command (NAVSEA) QMS Acceptance Authority or appropriate directorate. The Prime Contractor shall provide a copy of the QMS acceptance letter which shall have an authorization date of less than three (3) years from the date of proposal submission, or provide evidence of the Prime Contractor’s submission to be granted a QMS acceptance letter.
2. QMS Level 1 and Level 2 Procedures
The Prime Contractor shall provide the QMS Level 1 and Level 2 procedures that have been submitted to a NAVSEA QMS Acceptance Authority or appropriate directorate to receive its QMS acceptance letter as referenced in Paragraph 1 above.
L.3.2.2 FACTOR 2 – SMALL BUSINESS PARTICIPATION COMMITMENT
(i)SMALL BUSINESS PARTICIPATION COMMITMENT All Offerors (both other than small businesses and small businesses) shall comply with the requirements of this factor.
In preparation of the SBPCD, please note the Minimum Quantitative Requirement (MQR) specified in Section M.
Offerors shall submit the Small Business Participating Document (SBPCD) in the format provided under Attachment 2.
Attachment 2 shall include the following information:
The names of small business subcontractors to be utilized proposed under the Labor CLINs (no subcontractor names are required under ODCs, but general descriptions of the products/specialized service shall be provided)
A description of the products/services that the small business subcontractors shall provide.
The socio-economic category of each proposed subcontractor and/or product (if available)/service.
In addition to the completion of Attachment 2, the Offeror shall also provide the following as part of the SBPCD:
A narrative on its plan to meet or exceed the baseline Minimum Quantitative Requirement (MQR) for small business participation equal or greater than the specified percentage of the Total Contract Value (TCV).
Signed letters of commitment/intent for each proposed small business subcontractor, performing labor hours, listed on the SBPCD. The letter of commitment/intent shall detail the teaming agreement between the prime contractor and each proposed small business subcontractor. If no letters of commitment are established, Offerors shall provide a narrative discussing the reason why one was not established (letters are not required for subcontractors providing ODCs).
The SBPCD and its attachments are excluded from the page count. The submission of the SBPCD and supporting documentation is separate from the subcontracting plan submitted pursuant to the clause at FAR 52.219-9 as required by DFARS 215.304(c)(i)(B).
(ii) SMALL BUSINESS COMMITMENT PAST PERFORMANCE
Offerors shall also provide a narrative describing their use of small business concerns over the past three years on relevant contracts. The Offeror’s narrative shall discuss its use of small businesses as subcontractors or teaming partners and demonstrate the extent of compliance with the Offeror’s small business subcontracting plans and any related contract incentives. The description must include small business goals and the extent to which the goals were achieved in relevant contracts that required subcontracting plans. DoD Comprehensive Subcontracting Plan Test Program participant’s narrative descriptions shall provide the Government with sufficient details of small business utilization performance on relevant contracts for the Government to assess the relevant contract’s small business utilization contributions to achieving comprehensive subcontracting plan goals and enhancing opportunities for small business concerns.
The Government will use the submitted Small Business Participation Commitment Document to assess the Contractor’s commitment to small business participation for this sub-factor (or Factor).
For large businesses, Offerors shall provide Individual Subcontracting Reports (ISRs) submitted within the last three years for up to three relevant contracts. Subcontracting Reports will not count against the page limitations for the Technical Proposal.
NOTE: SMALL BUSINESS SUBCONTRACTING PLAN (For Large Businesses Only):
Large business Offerors shall also submit a Small Business Individual Subcontracting Plan IAW FAR 52.219-9 (Alt II) inclusive of the information required in Paragraphs (d) (1) through (d) (15) of the referenced clause. The small business Individual Subcontracting Plan must be determined to be acceptable by the Contracting Officer in order for the large business Offeror to be eligible for contract award. The successful Offeror’s small business subcontracting plan shall be included in and become a part of the resultant contract award. DoD Comprehensive Subcontracting Plan Test Program participants comply with DFARS 252.219-7004 and may submit the most current Defense Contract Management Agency (DCMA) approved Comprehensive Subcontracting Plan. If submitting a comprehensive plan, DoD Comprehensive Subcontracting Plan Test Program participants shall also submit a Small Business Participation and Commitment Plan. Small Business Subcontracting Plans will also not count against the page limitations for the Technical Proposal. Subcontracting plans submitted in response to this solicitation are excluded from the overall page count.
L.3.2.3 FACTOR 3 – PERSONNEL QUALIFICATIONS AND STAFFING PLAN
Offerors shall provide information that demonstrates how the Offeror intends to provide proposed personnel that meet the prescribed minimum requirements for each labor category listed in Section C. Resumes are not required.
Offerors shall also provide a staffing plan to include an overview of the individuals the Offeror intends to utilize, the feasibility to respond to workload fluctuations and overlapping tasks in a timely manner, and the feasibility of its plan to engage in full performance of the task order once the firm receives notice of award. Offerors should demonstrate the strengths and relevant experience of the intended workforce, and highlight how the participation in this requirement of essential members of the intended workforce will benefit the Government.
L.3.2.4 FACTOR 4 – MANAGEMENT APPROACH
L.3.2.4 (A) SUBFACTOR 4A – Subcontracting Management
The offeror shall discuss the use of proposed subcontractors and the extent of the subcontractor’s involvement in the performance of this contract. The offeror shall provide a Subcontract Management Plan detailing the work or portion of work that it intends to subcontract, the type of subcontract, its basis for selecting the subcontractor, and how each subcontractor will be integrated into the overall management plan.
L.3.2.4 (B) SUBFACTOR 4B – Start-up Plan
The offeror shall discuss its plan to engage in full performance of the contract once the firm receives notice of contract award. The discussion should notate in the plan whether the offeror currently has the necessary resources, facilities and processes, or plans on acquiring/establishing the required resources or processes.
A rating of ACCEPTABLE or UNACCEPTABLE shall be assigned for ALL TECHNICAL factors and subfactors.
L.3.3 VOLUME III: FACTOR 5 – PAST PERFORMANCE
List up to five (5) relevant contracts performed within the last three (3) years, by the prime offeror and any major proposed subcontractor (any entity proposed to perform 30% or more of the total proposed contract value for the purposes of this solicitation), whether completed or not, including Federal, State and Local Government and private sector contracts.
For evaluation of Past Performance, the Government may use information from any sources available to it including, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), and Electronic Subcontract Reporting System (eSRS). The Government may review relevant past performance information from other sources or through the use of questionnaires. Offerors should provide relevant past performance information for similar or related work that has taken place during the last three years. Each Offeror has the opportunity to provide in its proposal any information regarding its past performance of contracts similar to the Government's requirement that it would like the Government to consider.
This includes information that the Offeror considers essential to the Government's evaluation or explanatory information of poor performance.
Offerors should provide the following information:
1. Contract Number
2. Customer/Agency
3. Contracting Officer /Technical Point of Contact/POC (names and telephone numbers)
4. Brief description of the scope of work as it compares to the requirements of this SOW.
5. Contract type
6. Award Price
7. Total Labor-Hours of Effort
8. Period of Performance
9. Contract Deliverables
To obtain information, the Government may contact the points of contact listed, however, the Government is not required to do so. The Government may contact references other than those provided by the Offeror to evaluate past performance.
