Statement of Work (SOW)

CONDENSER HEAT EXCHANGER TUBES FOR USS NIMITZ (CVN-68) CLASS HFC-

236FA AIR CONDITIONING (A/C) PLANTS

1.0 INTRODUCTION

1.0.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles.

This requirement is for NSWCPD Code 411, which is responsible for Air Conditioning and Refrigeration Plants.

1.1 BACKGROUND

1.1.1 The CVN-68 Class A/C plants produce chilled water (CW) for various cooling applications and are considered mission critical equipment. Each CVN-68 Class A/C plant can produce up to 363 Tons of cooling capacity. There are ten (10) A/C plants per CVN-68 Class aircraft carrier. Additional loads will continue to be added to the CW system over the life of the platform necessitating higher cooling capacities from the ship’s A/C plants. If no additional cooling capacity is provided, eventually ship cooling loads will exceed the A/C plants’ total cooling capacity resulting in higher CW temperatures. Consequently, cooling of mission critical equipment would suffer.

1.1.2 The Navy has considered options for improving total ship cooling capacity and has determined that replacement of existing A/C plant condenser tubes with new, more efficient tubes; increases each A/C plant’s cooling capacity by ~30 Tons thereby increase total ship cooling capacity by ~300 Tons.

1.1.3 The purpose of this effort is to provide the replacement high-efficiency condenser tubes and package them into kits. Each kit will consist of enough tubes to replace an entire tube set on a CVN-68 Class 363-Ton A/C plant condenser.

1.2 SCOPE OF WORK

1.2.1 The contractor shall provide high-efficiency A/C plant condenser tubes. The tubes shall be provided as kits, each kit containing a quantity of 400 condenser tubes. The contractor shall provide 5 condenser tube kits for installation aboard each ship in the CVN-68 Class.

2.0 APPLICABLE DOCUMENTS

2.1 MIL-T-22214B Amendment 1 dated 5 November 1990 – Tube, Condenser and Heat

Exchanger with Integral Fins (UNS Alloy Nos. C71500, C70600, C12200)

2.2 ASTM B-359, dated 1 October 2006 – Standard Specification for Copper and Copper- Alloy Seamless Condenser and Heat Exchanger Tubes with Integral Fins

2.3 MIL-C-3993, dated 14 September 1962 – Copper Base Alloy Mill Products; Packaging Of

The Contractor shall reference and utilize the latest version available when performing tasks within this PWS.

3.0. REQUIREMENTS

3.1 The condenser tubes shall be in accordance with the following requirements:

3.1.1 Specification: MIL-T-22214B Amendment 1 dated 5 November 1990.

Exceptions:

1) Cleaning as specified in paragraph 3.8 is not required.

2) A “heat identification” (HID) process as specified in paragraph 4.2.2 is not required.

3) Destructive testing as specified in paragraph 4.2.4 is not required.

3.1.2 Number of fins per inch: 40.

3.1.3 Height of fin: 0.056 inches.

3.1.4 Size required: outside diameter = 0.75 inches; nominal wall thickness = 0.058 inches

3.1.5 Minimum wall thickness under fins: 0.049 inches.

3.1.6 Minimum wall thickness under plain ends: 0.065 inches.

3.1.7 Material: Copper Alloy C71500 in accordance with MIL-T-22214B; Class B – Noncritical application; Temper: As-finned.

3.1.9 Plain Ends: 2 inches (+1/2/-0 inches)

3.1.10 Tubes shall be continuously finned between plain ends (no lands).

3.2 In addition to the air pressure test required by MIL-T-22214B paragraph 4.3.2.2, the contractor shall perform eddy current inspection on each tube in accordance with ASTM B-359. Any tubes that fail either test shall be rejected. Note: hydrostatic testing in accordance with MIL-T-22214B paragraph 4.3.3.1 is not required.

3.3 The contractor shall provide a Certification of Quality Compliance with each kit delivery certifying that all included tubes meet the requirements herein. (See Deliverable 4.1 below.)

3.4 The kits shall be packaged, packed and marked to Level A requirements in accordance with

MIL-C-3993C. Each kit shall consist of multiple crates. Each crate shall have no more than 200 tubes per crate.

3.2 Delivery. The contractor shall deliver the kits within 20 weeks of Delivery Order execution. The delivery address will be specified in each Delivery Order, as it will be based on ship location.
