QUESTION & ANSWERS

Question 1:

For BH-1, the scope does not request new filters for this unit. Are they to be part of our scope? Please confirm "mufflers" in paragraph 3.2.6 are those associated with the shakers on the hoppers of the dust collector.

Answer:

BH1 filters were not identified as needing replacement. The mufflers are Goyen RCA 9 air relief mufflers identified as needing to be replaced and are part of the pulsers for shaking the bags.

Question 2:

For BH-2A, the Navy has identified this unit to be manufactured by Griffin. However, after lengthy discussions, Griffin does not believe it is their unit. More information is required to provide and replace bags (i.e. manufacturer, model number, quantity of filters required, part numbers for bags, description, sizes and materials of bags).

Answer:

BH2A was manufactured by Donaldson/Torit.

Model: 320HPT10 Walk-on Number of filter bags: 320 Size of Bags: 3” x 6” OVAL x 120” long

Question 3:

For BH-2A, 2B and 2C we [the contractors at the site visit] did not see any air movement on these units. Are the fans, motors and drives functional? The rust in the fan inlet transitions is most likely due to lack of rain stacks and water building up on those areas. Will the RFQ be amended to add no loss rain caps to these fans?

Answer:

Baghouses 2A, B, C are functional and move air. We [NFPC] will not be amending the solicitation at this time to accommodate the suggested changes.

Question 4:

How many filters are in the housing for Baghouse 5 – Cyclone?

Answer:

There are 24 filters.

Question 5:

BH-6 was not viewed during the site visit. And we [the contractors at the site visit] were told there is no BH-6. Is it being removed from the scope?

Answer:

Baghouse 6 serves a blast booth which is slated for replacement in August. This baghouse will be removed from the Statement of Work.

Question 6:

Are the pillow block bearings for the screw conveyor or the fan on Baghouse 7? We [the contractors] were not allowed to see the fan during the recent site visit. Please provide description of bearings and part numbers and/or manufacturer of unit and model number and photo of name plate.

Answer:

Screw conveyor pillow blocks. Pillow blocks part number is unknown but the baghouse was manufactured by MAC Equipment Co, Model # 120RPT-322.

Question 7:

Are all parts and filters to be part of our scope or is the Navy to purchase and supply?

Where applicable, parts, filters etc. are the responsibility of the contractor.

Question 8:

Are any of the filters or bags to be fire retardant?

Answer:

Only on baghouse 7

Question 9:

Will the Navy be supplying trash containers and disposal of old filters, gaskets and other items or are we [the contractor] to supply and remove from site?

Answer:

The contractor is responsible for removal of all discarded materials from the job site which requires a dedicated dumpster for this contract.

Question 10:

Are we [the contractor] to bid for labor to be completed during normal 8am-5pm business hours? Or weekend labor rates?

Answer:

Work is expected to be performed during normal hours, except for BH-7 which must be done during second shift due to on-going production work.

Question 11:

Do all slide gates need to be by Wm. W. Meyers or may we [the contractor] supply an alternate design/manufacturer meet and/or exceed the original units?

Answer:

Slide gates can be equal or exceed.

Question 12:

For Baghouse 1: Subparagraph 3.2.6 states, “Remove and replace all the air relief mufflers”. Does this mean the pneumatic vibrator exhaust mufflers?

Answer:

See response to Question #1.

Question 13:

Baghouse 1 dust laden air is first routed through a stand-alone drop out box, is any maintenance or inspection work to be performed on the drop out box?

No, not required.

Question 14:

Subparagraph 3.3.1 states, “Align the pulleys from the blower to the fan”. Since the drive belts that connect the fan and motor are not intact and require replacement, who will supply the new drive belts?

Answer:

The contractor will supply.

Question 15:

Baghouses 2A, C, and C dust laden air is first routed through a stand-alone drop out box; is any maintenance or inspection work to be performed on the drop out box?

Answer:

No, not required.

Question 16:

For baghouse 3, subparagraph 3.17.1 states, “Install a 22” block off plate for the west inlet transition”. This appeared to already be equipped with a side gate, is this to be removed from the scope?

No, it is part of the scope

Question 17:

For baghouse 5, subparagraph 3.22.1, “Remove and clean all the wood particulate from the hopper”. Is this referencing the cyclone discharge hopper or the filter bag drawers?

Answer:

Cyclone discharge hopper

Question 18:

For baghouse 6 (formerly BH-9) was written into the scope of work as items 3.23 – 3.27 [of the Statement of Work] but was not on the location list on page 5. Should this be removed from the scope or added to the location list and included in a future site evaluation?

Baghouse is no longer in the scope. It is due to be replaced when a new blast booth is installed.

Question 19:

For baghouse 7, subparagraph 3.28.1 states to “Remove and replace the pillow block bearing”. There were no visible/accessible pillow block bearings in the walk through. There may be pillow block bearings on the associated fan and there are flange bearings on the dust discharge screw conveyor, which bearing(s) does this refer to?

Screw conveyor bearings.

Question 20:

For baghouse 7, subparagraph 3.30.1 states to “Remove and replace the expansion joint rubber”. Is this in reference to the fan inlet vibration isolator?

Answer:

Yes

Question 21:

For baghouse 7, subparagraph 3.31.1 states to “Remove and replace photohelic gauge”. We [the contractors who attended the site visit] were unable to locate a photohelic gauge on this unit; typically if there is one it would be on the top of this style baghouse. Can this be confirmed and if there is one to be replaced can the required pressure range be provided?

Answer:

Yes it is located on top of the baghouse. The pressure range must be the same as the existing gage, contractor to verify after contract award.

Question 22:

Will another site visit be held in the future?

Answer:

No, another site visit will not be held.

1.0.3 Government / Contractor Relationship

(a) The services to be delivered under this contract are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the contract between the Government and the Contractor's personnel. Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.

(b) The Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishable badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence

(c) Contractor personnel under this contract shall not engage in any of the inherently Governmental functions listed at FAR Subpart 7.5 or DFARS Subpart 207.5.

(d) Employee Relationship:

1) The services to be performed under this contract do not require the Contractor or its personnel to exercise personal judgment and discretion on behalf of the Government. Rather the Contractor's personnel will act and exercise personal judgment and discretion on behalf of the Contractor.

2) Rules, regulations, directives, and requirements that are issued by the U. S. Navy and NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on Government transportation.

This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.

(e) Inapplicability of Employee Benefits: This contract does not create an employer-employee relationship. Accordingly, entitlements and benefits applicable to such relationships do not apply.

(f) Notice. It is the Contractor's, as well as the Government's, responsibility to monitor contract activities and notify the Contracting Officer if the Contractor believes that the intent of this Section has been or may be violated.

(iv) In the event the notice is inadequate to make a decision, advise the Contractor what additional information is required, and establish the date by which it should be furnished by the Contractor.

1.1 BACKGROUND

NFPC uses a high volume of baghouses to evacuate suspended particles from their various locations around NFPC. The baghouse is the key unit in which these particles are contained to assist in environment cleanliness. Neglected to provide adequate means of removing harmful airborne particulates will create a hazardous environment to foundry personnel.

NSWCPD previously awarded a contract to provide preventive and corrective maintenance services to all NPFC baghouses through contract number N64498-19-P-5297. Due to the large volume of required repairs to the baghouses, a separate repair contract is required.

1.2 SCOPE OF WORK

The scope of work consists of the contractor performing corrective maintenance to all baghouses.

The baghouses are: BH-1, BH-2A, BH-2B, BH-2C, BH-3, BH-5, and BH-7. BH-5 and BH-7 are formerly BH-8 and BH-10. All baghouses are located in the Naval Foundry and Propeller Center in Philadelphia, PA.

Baghouse Locations are as follows:

Baghouse – Manufacturer & Model Location BH-1 – Griffin: JA 1022 CE Between Building 592 and 1029 BH-2A, 2B, 2C – Griffin JA 225 E Outside Core Shop Building 20 BH-3 – Donaldson DFT4-80 East End Building 20 BH-5 (Formerly BH-8) – US Filter: 516 Pattern Shop Building 592 BH-7 (Formerly BH-10) – MAC Equipment Co. 120-RPT-322

Vehicles must clearly display an authorized company sign or logo including a company phone number. Vehicles must only be allowed in the compound for transportation of contractors' tools, parts, and materials to and from the work site with the exception of MILCON scope projects. Vehicles must be registered to the company and not to an individual. Parking of POV's is available at “S” lot, which is approximately one mile from the work site. Contractor shall ensure that their vehicles, including delivery trucks, have valid and current vehicle registration and insurance upon arrival to NFPC. Non-valid and outdated or missing vehicle registration and insurance shall result in denied facility access requiring the Contractor to reschedule delivery immediately at the contractor’s expense. 5.4 Camera cell phones are not allowed in areas where NAVSEA work is being performed.

However, contractors are allowed to use camera devices to take pictures of the OEM drawings.

This action will be supervised by the NFPC escorts.

Camera cell phones are PROHIBITED:

In the CAA (Controlled Access Area), In Restricted Areas (Open Storage Confidential Areas, Secure Rooms, Vaults, etc.) and any location (office, trailer, shop, work area, etc.) where NAVSEA business is conducted.

Cell phones with the camera features disabled are no longer considered to be “camera” cell phones, and none of the restrictions for camera cell phones apply.

- “Disabled” means physical removal/destruction of the lens (drilling out, for instance) and filling the void with a permanent epoxy.

o The “acceptance criteria” is that it must be visually obvious to untrained personnel that the camera feature has been disabled. Accordingly, claiming that the camera feature or function has been “deprogrammed”, “inactivated” (or similar) would NOT be acceptable, since this cannot be readily verified by untrained personnel. Also, the camera feature or function could be reprogrammed or re-activated after inspection.

Cell phone owners should consider locations into which they intend/desire to carry cellphones before permanently modifying them. Modifications to cell phones are solely the decision and the responsibility of the owner.

Personnel camera cell phones are permitted in Personally Owned Vehicles parked outside of the Controlled Access Area. (General parking lots across the street)

Personal camera cell phones are permitted in areas outside of the CAA and where Naval Sea Systems Command (NAVSEA) business of a sensitive nature is NOT conducted.

This means that camera cell phones are PROHIBITED in Secure Rooms (regardless of where any of these areas are located), and in any meeting, discussion or forum where NAVSEA business of a sensitive nature is carried on.

Cellphone lockers/boxes will be placed at the entrance to facilities, or as close to the entrance as possible in order to facilitate this policy.

********CAA-Controlled Access Area is anywhere within the fence line********

5.5. The contractor shall adhere to the facility/base access guidance per the following website:

https://www.cnic.navy.mil/regions/cnrma/om/contractor_verification_system/faqs.html

5.6. The contractor shall ensure that only contractor employees who meet the security requirements stated below perform under this contract at the Government site (e.g. delivery drivers and passengers, etc.). The contractor shall propose and maintain a list of employees whom meet these requirements and be willing to submit this list to the Government, along with the necessary documentation to prove they meet them (e.g. the results of a contractor conducted background check, etc.), for the Government’s security vetting, to include any Government background check, and approval. Once vetted and approved, a list of approved contractor employees must be maintained for the entire period of performance of the contract (i.e. propose new employees, replace existing employees or provide updates to existing employees’ records, as necessary). A minimum of two employees, primary and backup, should be cleared by the Government to perform the necessary functions under this contract (e.g. proposed drivers of a delivery vehicle) throughout the entire period of performance of the contract. Contractors must have the ability to be granted access by ensuring current documentation is available at the submission of their proposal to allow background checks for any proposed driver and passenger under the following criteria:

Felony conviction of any type within 10 years, or felony arrest that has not been adjudicated yet (includes "deferred findings").

Misdemeanor conviction or on-base arrest within 5 years, for any of the following types of crimes (includes "deferred findings"): Crimes of violence, sexual assault, larceny, drugs, or a habitual offender.

On the Sex Offender Registry.

Is barred from any Navy installation.

If a contractor’s employee is denied entry at delivery due to inaccurate or outdated personal and/or vehicle documentation, the Government is absolved of any costs accrued as a result of the denial and the contractor is still pledged to fulfill the contract requirements. Failure to fulfill the contract requirement may result in a termination for default pursuant to FAR 49.4.

6.0 PLACE OF PERFORMANCE

6.1 Performance will occur at the following government site:

Naval Foundry and Propeller Center Philadelphia, PA

The period of performance for this contract shall be one (1) year. Due to production schedules, the contractor shall be provided 3 weeks’ notice prior to start of any work.

6.1.2 Contractor shall provide a list of employees who require access to these areas, including standard security clearance information for each person, to the Code 1120 Security Personnel no later than three business days after the date of award. The work space provided to the Contractor personnel shall be identified by the Awardee, with appropriate signage listing the company name and individual Contractor employee name.

6.1.3 Access to Government buildings at NFPC is from 0730 to 1800 Monday through Friday, except Federal holidays. Normal work hours are from 0730 to 1800, Monday through Friday.

Contractor employees shall be under Government oversight at all times. Government oversight requires that a Government employee be present in the same building/facility whenever Contractor employee(s) are performing work under this contract. Contractor personnel are not allowed to access any Government buildings at NFPC outside the hours of 0730 to 1800 without the express approval of the Procuring Contracting Officer (PCO).

6.1.4 Early Dismissal and Closure of Government Facilities

When a Government facility is closed and/or early dismissal of Federal employees is directed due to severe weather, security threat, or a facility related problem that prevents personnel from working, onsite Contractor personnel regularly assigned to work at that facility should follow the same reporting and/or departure directions given to Government personnel. The Contractor shall not direct charge to the contract for time off, but shall follow its own company policies regarding leave. Non-essential Contractor personnel, who are not required to remain at or report to the facility, shall follow their parent company policy regarding whether they should go/stay home or report to another company facility. Subsequent to an early dismissal and during periods of inclement weather, onsite Contractors should monitor radio and television announcements before departing for work to determine if the facility is closed or operating on a delayed arrival basis.

When Federal employees are excused from work due to a holiday or a special event (that is unrelated to severe weather, a security threat, or a facility related problem), on site Contractors will continue working established work hours or take leave in accordance with parent company policy. Those Contractors who take leave shall not direct charge the non-working hours to the contract. Contractors are responsible for predetermining and disclosing their charging practices for early dismissal, delayed openings, and closings in accordance with the FAR, applicable cost accounting standards, and company policy. Contractors shall follow their disclosed charging practices during the contract period of performance, and shall not follow any verbal directions to the contrary. The PCO will make the determination of cost allowability for time lost due to facility closure in accordance with FAR, applicable Cost Accounting Standards, and the Contractor's established accounting policy.
