Statement of Work (SOW) Radio Advertisement for
Naval Foundry and Propeller Center
1.0 INTRODUCTION
1.0.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for Naval Foundry and Propeller Center (NFPC) who is responsible for the design, manufacture, and repair propellers for the US Navy.
1.0.2 This contract is for non-personal services. It does not create employment rights with the U.S. Government whether actual, inherent, or implied
1.0.3 Government / Contractor Relationship
(a) The services to be delivered under this contract are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the contract between the Government and the Contractor's personnel. Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.
(b) The Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishable badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence
(c) Contractor personnel under this contract shall not engage in any of the inherently Governmental functions listed at FAR Subpart 7.5 or DFARS Subpart 207.5.
(d) Employee Relationship:
1) The services to be performed under this contract do not require the Contractor or its personnel to exercise personal judgment and discretion on behalf of the Government. Rather the Contractor's personnel will act and exercise personal judgment and discretion on behalf of the Contractor.
2) Rules, regulations, directives, and requirements that are issued by the U. S. Navy and NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on Government transportation. This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.
(e) Inapplicability of Employee Benefits: This contract does not create an employer-employee relationship.
Accordingly, entitlements and benefits applicable to such relationships do not apply.
(f) Notice. It is the Contractor's, as well as the Government's, responsibility to monitor contract activities and notify the Contracting Officer if the Contractor believes that the intent of this Section has been or may be violated.
1) The Contractor shall notify the Contracting Officer in writing via letter or email within three (3) calendar days from the date of any incident that the Contractor considers to constitute a violation of this Section. The notice should include the date, nature, and circumstances of the conduct; the name, function, and activity of each Government employee or Contractor official or employee involved or knowledgeable about such conduct; identify any documents or substance of any oral communication involved in the conduct; and the Contractor's estimated date when, absent a response, cost, schedule or performance will be impacted.
2) The Contracting Officer will, within five (5) calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer will either:
(i) Confirm the conduct is in violation and when necessary direct the mode of further performance,
(ii) Countermand any communication regarded as a violation,
(iii) Deny that the conduct constitutes a violation and when necessary direct the mode of further performance, or
(iv) In the event the notice is inadequate to make a decision, advise the Contractor what additional information is required, and establish the date by which it should be furnished by the Contractor.
1.1 BACKGROUND
NFPC is in need of radio advertisements to reach its recruitment needs.
1.2 SCOPE OF WORK
The contractor shall provide radio advertisement services in accordance with requirements listed in Section 3.0 of the Statement of Work. Below is the CLIN structure:

2.0 APPLICABLE DOCUMENTS
Not applicable.
3.0. REQUIREMENTS
3.0.1. The contractor shall provide a log that verifies what ads were ran and when during the performance of the contract. The contractor shall provide this log every month during contract performance.
3.0.2. Prior to the launch of any advertisement, the contractor shall coordinate with NFPC to define the content of the advertisement(s). The contractor and NFPC shall coordinate and have the content decided within 15 days after award of contract. NFPC will provide the script of the ads. However, the contractor is responsible for production of the ad itself. Please note that NFPC has the ability to change the content of the advertisement(s). NFPC shall notify the contractor of the required changes and the contractor shall adhere to the change within 72 hours of notification.
3.1. The contractor shall provide 60 each Sports Update “Live Reads” on 94.1 WIP Morning Show from June through July. The “Live Reads” is considered a sponsorship mention. The contractor shall provide the advertisements within the 5:30 am-10:00 am timeslot only. The radio advertisements shall be evenly disbursed among the designated months. The live reads are expected to run 10-15 seconds each.
3.2. The contractor shall provide 120 each TWIN (Traffic Weather, Information Network Ads) ads on KYW 1060, B101.1, 98.1 WOGL, 1210 WPHT, 96.5, WTDY from June through July in all time slots. The radio advertisements shall be evenly disbursed among all stations. The radio advertisements shall be evenly disbursed among the designated months and among the designated time slots. The radio advertisements shall be aired during the seven days a week. The radio advertisements are expected to run 10 seconds each.
3.3. The contractor shall provide 20 each 30-second recorded advertisements on the 2:00 pm through 6:00 pm timeslot on 94.1 WIP in June/July. The radio advertisements shall be aired once per day only during the weekdays (Monday through Friday).
3.4. The contractor shall provide 200,000 streaming impressions in the Philadelphia Media Market through ads on the Radio.com digital radio streaming platform from June through the end of August.

(a) Performance of this contract by the Contractor shall be conducted and performed in accordance with the detailed obligations to which the Contractor committed itself in Proposal dated in response to Solicitation No. N6449820Q0045.
(b) The technical volume(s) of the Contractor's proposal is(are) hereby incorporated by reference and made subject to the "Order of Precedence" (FAR 52.215-8) clause of this contract. Under the "Order of Precedence" clause, the technical volume(s) of the Contractor's proposal referenced herein is (are) hereby designated as item (f) of the clause, following "the specifications" in the order of precedence.

4. This amendment is hereby issued to provide Government response to submitted questions.
1. It appears the advertising will occur in June, July and August, but page 8 of the solicitation says the period of performance is for four months. Is that correct?
Answer: Yes this is correct. We intend to award in May and we anticipate time to prepare the ad.
2. How often may the contractor bill on the performance of this contractor? Is monthly billing acceptable?
Answer: You will be able to submit for payment once ads start running each month.
3. On page 53, there is a table for Price Proposal – Specific Requirements – Commercial Items, must this be submitted for this procurement?
Answer: Only if you have supporting documentation for the offered pricing.
4. Is this a small business set aside? If not, could this solicitation be reclassified as such?
Answer: Updated to a total small business set aside
5. Are you working with, been in contact with or received proposals directly from representatives of the preferred stations and radio.com?
Answer: No formal offers have been received or reviewed. We have done the market research so we have received informal market research information from Entercom
6. Will you consider proposals directly from the stations?
Answer: Anyone can bid this solicitation.
7. Are you seeking an ad agency to negotiate more competitive rates for the preferred stations?
Answer: We are seeking the ads described in the solicitation at the most competitive rates possible within the required timeline.
8. Are you seeking added-value elements in additional to the radio and digital ads required?
Answer: We are only seeking the ads described in the solicitation.
9. Formally questioning whether the submission is electronic or hard copy?
Answer: Electronic submission only to Thomas.coletti@navy.mil
10. Do I have to sign the Amendment(s)?
Answer: Yes the Amendment must be signed and returned with your offer.

Answer: Electronic with your offer.
12. For item number 0002, there were six 'sister stations' listed, is your organization wanting to run 120 radio spots for each station? Should we divide the requested radio spots per station?
Answer: Yes for the TWIN ads (0002) on the sister stations, we would like 120 ads divided among all the stations mentioned over the length of the requested time period. Definitely NOT 120 ads on each station.
13. Item number 0001, how long are the live reads? 30 seconds or 60 seconds? Will that decision be up to the provider to decide?
Answer: The live reads we are requesting are for during the sports updates on the Morning Show (0530-1000 time slot), which we understand run about 10-15 seconds each.
14. PG 7 3.2-Do these spots need to be M-F too? This is for Twin.
Answer: Yes
15. Under Requirements 3.1 you request “60 each Sports Update “Live Reads” on 94.1 WIP Morning Show from June through August”. Can you please confirm if you are looking for a sponsorship mention or an actual live read of :30 or :60 in length and if so which length?
Answer: We are looking for a sponsorship mention. As in "This sports update brought to you by the Naval Foundry and Propeller Center..." followed up the sports update, which is then followed by another mention along the lines of "Naval Foundry and Propeller Center now hiring skilled trades and engineers for their location at the Navy Yard. 17. 3.2-Do these spots need to be M-F too? This is for Twin.
Answer: The TWIN ads should be distributed as evenly as possible throughout all seven days of the week.
18. The word “Each” is used as a quantity. When it refers to TWIN, It says distributed throughout the designated months and time slots but not stations. Does this mean each station?
Answer: We are requesting 120 TWIN ads total to be as evenly distributed as possible among the stations mentioned in the solicitation. Also request even distribution among all timeslots and throughout the months mentioned in the solicitation.
19. How are you going to make you decision? Is there a criteria that you’ll be considering?
Answer: See M-215-H004 BASIS OF AWARD in Section M.
20. Are you looking for anything in the proposal that you’d like us to outline?
Answer: Just adhere to the solicitation.
21. Are you looking for a recommendation, if so, do you have a budget and target demo?
Answer: No, just quote on what is described in Section C.
22. Are you considering review of relevant case studies?
Answer: No
23. What is the target age demographic for this campaign?
Answer: No particular target demographic for the ads other than those who are likely to seek employment with
NFPC.
24. Do you have a weekly gross rating point goal for that demo?
Answer: No gross rating point goal has been identified.
25. Do you have a cost per rating point goal to achieve?
Answer: No cost per rating goal has been identified.
26. Do you have a reach and frequency goal for your radio advertising?
Answer: No reach or frequency goal has been identified.
27. Do you have a daily frequency cap for your digital?
Answer: No daily frequency cap has been identified.
28. Are the digital ads on radio.com to run anywhere on the site as long as it’s to people in Philadelphia area? Are there any site rotation restrictions?
Answer: Our primary goal is to have ads on Radio.com targeted to the Philadelphia Media Market. No site rotation restrictions. However, NFPC would like to be consulted on a monthly basis as the ads are distributed throughout Radio.com.
29. What are your KPI reporting requirements? Radio? Digital?
Answer: Only KPI is estimated number of listeners on a monthly basis.
30. How often do you want reporting updates?
Answer: Reports on a monthly basis of estimated number of listeners to the ads run.
31. How many seconds are the 120 rotator ads running on the group of stations? What specific station dayparts are they to suppose to air per station? Or do they run on an “as available” basis that can air anytime of day within 24 hours (5a-4:59a). Do you require any guarantees that all get fair rotation?
Answer: The ads are approximately 10 seconds total with script being something along the lines of "This update brought to you by the Naval Foundry and Propeller Center." Followed by the update, which is then followed by something along the lines of "Naval Foundry and Propeller Center now hiring skilled trades and engineers for its Navy Yard location. Visit NFPCJobs.com for details." We are requesting these 120 TWIN ads to run on the stations mentioned, as evenly distributed as possible among the stations, and available timeslots, all seven days of the week.
32. Will you consider other radio stations that better reach your recruiting demographic and provide better value to the government?
Answer: We are only requesting ads on the stations mentioned in the solicitation.
33. PG 7 3.2-Do these spots need to be M-F too? This is for Twin.
Answer: No, the ads described in 3.2 can run seven days a week.
34. PG 7 3.1-Sports Update Live Read-Is this considered just a short mention and sponsorship or is a commercial announcement expected? If commercial, what length? :15? :30? :60?
Answer: We are looking for a sponsorship mention. As in "This sports update brought to you by the Naval Foundry and Propeller Center..." followed up the sports update, which is then followed by another mention along the lines of "Naval Foundry and Propeller Center now hiring skilled trades and engineers for their location at the Navy Yard. Answer: We are seeking 120 ads total, as evenly distributed as possible across the stations and timeslots, any day of the week.
36. Have you been working with an incumbent agency?
Answer: We are not working with an ad agency. This is the first time NFPC/NSWCPD is soliciting for these types of services.
37. For radio.com, are the 200,000 impressions total, per station, or per month?
Answer: 200,000 impressions total.
