1.1.1 NSWCPD, Code 423 manages the 2SCOG Program for the US Navy. The 2SCOG program manages the rotatable pool and repair pipeline for US Navy non-nuclear propulsion assets, which includes Marine Gas Turbines used for propulsion, power generation, and auxiliary power on various US Navy surface and amphibious platforms. Marine Gas Turbines (MGTs) are maintained on a condition basis such that an engine is only removed from service after it has failed or, based on inspection, if it is likely to fail before the next ship availability.

1.1.2 The proposed acquisition will provide for depot-level repair of U.S. Navy ETF40B Gas

Turbine Power Producer Groups (PPG), national stock number (NSN) 2S 2835-01-503-0166 (P/N

0-001-110-01, 20-20020-02). The PPGs are used on the Landing Craft, Air Cushion (LCAC).

The following defines the minimum depot inspection and repair requirement for the ETF40B

Power Producer Group. The contractor shall develop the balance of the work scope for each repairable from the complete work control document package based on analysis of the problem(s) identified and the requirement for the engine to operate before the need for subsequent depot repair.

The US Navy is to be informed of any suspected latent defects discovered after engine acceptance that were not readily identifiable per inspection or test cell performance evaluation, as soon as they occur.

NAVSEA technical directives shall be incorporated as directed by the General Gas Turbine

Bulletin No. 0, latest revision. Navy approved OEM engineering change proposals shall be incorporated.

IAW DFARS Clause 252.217-7028, Over and Above Work. If after the engineering analysis is conducted and it is found the additional work was the result of a material defect or assembly error on the Contractor’s part there will be no cost to the Government.

The Contractor is required to submit an Engine Repair Completion Report (ie Final Engine Repair

Report, CDRL A003) within 30 days after the engine acceptance test data is accepted by

NSWCPD. This report shall be emailed to NSWCPD, Codes 423 and 425, the Contracting Officer, and Contracting Officer’s Representative, as well as uploaded to Marine Gas Turbine Information

System (MGTIS)/WEBLOG, in accordance with CDRL A003.
