Statement of Work (SOW)

Ship Store Refrigeration Systems Modular Refrigeration Units

1.0 INTRODUCTION

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of

Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Code 411, which is the ISEA for

Air Conditioning Plants.

2.0 SCOPE OF WORK

The contractor shall provide hardware for upcoming overhauls of ship store refrigeration systems to Modular Refrigeration Units as listed in paragraph 2.1. The Contractor shall manufacture those parts in accordance with the original equipment manufacturer (OEM), DRS Marlo Coil ILL technical data package, drawings and specifications. The estimated quantities for each component per ship set are listed in Table 1. The contractor shall provide technical data, technical documents and drawings as listed in paragraphs 2.2 through 2.4.

2.1 ITEM NO. 0001 – MODULAR REFRIGERATION SYSTEM – The

Contractor shall manufacture the DRS Marlo Modular Refrigeration System

(MRS) 1.5 Ton unit assembly in accordance with DRS Marlo Coil top level drawing number 1624-0000, including all mounting hardware, interconnecting piping, and wiring required to install and operate the MRS within the ship storerooms.

2.2 ITEM 0002 – DATA REQUIREMENTS - The data to be furnished hereunder shall be prepared in accordance with the Contract Data Requirements List, Exhibit

A, Data Items A001 through A008.

2.3 ITEM 0003 – PROVISIONING TECHNICAL DOCUMENTATION – The

Contractor shall provide the data as needed for the identification, selection, determination of initial requirements and cataloging of support items to be acquired through the provisioning process. It includes provisioning lists and

Integrated Logistics Support (ILS). The Contractor shall provide Engineering

Data for Provisioning (EDFP) in accordance with the Logistics Management

Institute (LMI) summary for EDFP as outlined in the Contract Data Requirements

List, DD Form 1423, Exhibit A.

3.0 APPLICABLE (REFERENCE) DOCUMENTS

3.1 The proprietary drawing listed in table 1.

3.2 NAVSEA DRG 150-5604994, “Quality Assurance Requirements”

4.0. REQUIREMENTS

4.1 Final Configuration Drawing packages are required only if design changes occur. If a design change occurs, the government requires 45 days for review of final configuration drawing package. (CDRL A001)

4.2 An Engineering Change Proposal (ECP) is required for only if an engineering change occurs. The ECP shall be provided to the government within 10 days of recognition or justification of an engineering change. The government requires 30 days for review of an ECP package. (CDRL A002)

4.3 A Request for Variance (RFV) is required for only if a deviation from specification occurs. The RFV shall be provided to the government within 10 days of recognition or justification of deviation. The government requires 30 days for review and approval of an RFV package. (CDRL A003)

4.4 A Request for Waiver (RFW) is required for only if a deviation from specification occurs. The RFW shall be provided to the government within 10 days of recognition or justification of deviation. The government requires 30 days for review and approval of an RFW package. (CDRL A004)

4.5 A capacity test report shall reflect data taken by waterside balance capacity testing in accordance with paragraph 3.2 for every third MRU delivery. The CDRL shall be delivered electronically, unless otherwise stated, and while Contractor’s format is acceptable, Government’s approval is required from the COR. (CDRL

4.6 An Airborne Noise Test Report shall reflect data taken in accordance with paragraph 3.3 for every third MRU in delivery. The CDRL shall be delivered electronically, unless otherwise stated, and while Contractor’s format is acceptable, Government’s approval is required from the COR. (CDRL A006)

4.7 A Structureborne Noise Test Report shall reflect data taken in accordance with paragraph 3.4 for every third MRU in delivery. The CDRL shall be delivered

4.8 A Visual-Operational Test Report shall reflect data taken in accordance with paragraph 3.5 for every third MRU in delivery. The CDRL shall be delivered

5.0 PLACE OF PERFORMANCE

All manufacturing is to be performed at the contractor facility.

All materials shall be delivered directly to the corresponding ship order. Details regarding delivery address to follow after order is complete.
