N6449819R4025 Sources Sought

Requests for Information

The following requests for clarifications were received in response to the Sources Sought:

Q1: In Section 1.2 it states that, "All work will be done in accordance with Quality Assurance (QA) Workbook Procedure No. 418/001 and under NSWCPD Code 418 supervision." The section begins with, "The contractor shall provide services and repair parts to perform a class B overhaul on ..". Do these statement mean that the contractor will assist personnel from NSWCPD Code 418 with the class B overhaul of the equipment, only accomplishing the valves and part repairs identified in the SOW?

A1: NSWCPD is the lead repair activity and we will be doing the paperwork, WAFs, and oversight. The contractor will assist in repairs as directed by the onsite technical lead from NSWCPD. The Class B overhaul will be limited to parts identified in the SOW.

Q2: Is the QA Workbook available for distribution?

A2: Awaiting Answer

Q3: Are References 2.8, 2.9 and 2.10 available for distribution (we assume they are the technical manuals for the O2N2 producers and the Cryogenic Storage equipment, there is no title)?

A3: Technical manuals S9553‐C3‐MMO‐010 for GEECO Model J95073 O2N2 producer; and S9553‐CN‐ MMM‐010 for Cosmodyne RC‐5D Oxygen or Nitrogen Storage and Charging System are Distribution Statement C and B respectively, and are available for review by contractors directly supporting NSWCPD.

Q4: Will the actual overhaul, testing, and grooming be done by NSWCPD Code 418 personnel with the contractor supplying skilled personnel to assist? Or, does the contractor have to possess the past performance and expertise to perform the class B overhaul, testing and grooming of the O2N2 producing and cryogenic equipment?

A4: The contractor selected for this Class B overhaul will have to possess qualifications and expertise for overhaul and repair. NSWCPD will provide supervision, quality assurance, and ensure documentation and support services are available for the work being conducted.
